PRESENT: Council Member Dan Dalager, Council Member Teresa Barth, Arts Administrator Jim Gilliam, Teri Fazzio, Sally Foster, Dody Tucker, Paul Davis, Joe Koch, Nikki Schaper, Shari Fortmueller, Deborah VanHuis, Peder Norby, Pat Reinhardt, Nikki Schaper, Drew Cady, Kathleen Lees, Grace Madamba and Committee Secretary Lewis CALL TO ORDER - INTRODUCTIONS Council member Dalager called the meeting to order at 8:01 a.m. Self-introductions were made. APPROVAL OF MINUTES - NOVEMBER 5, 2009 MEETING Committee Consensus to approve the minutes of the November 5, 2009 meeting. ORAL COMMUNICATIONS None. REGULAR AGENDA 1. 2010 COMMUNITY EVENTS CALENDAR - ALL Jim Gilliam distributed copies of the Community Arts and Events Calendar and discussed the intent to help highlight weekends that may be overloaded with citywide community events. The calendar was an initiative of the Cultural Tourism Committee to help promote arts and community cultural events. Due to city policy regarding website links, this document could not be posted on the city's website. The information would be hosted by the Encinitas Chamber and Visitors Center. 2. INFORMATION SHARING - ALL Peder Norby the Encinitas Highway 101 Coordinator reported on tlie Leucadia 101 Streetscape project and announced the project would go before City Council on January 13th. Peder reported on the Facade Grant Program and discussed the desire to extend the program down into Cardif£ Peder reported on the Film Friendly City and gave an update on possible filming through the San Dieguito Historic Preservation Foundation. There would be a site visit in late January and possible filming in February. 12-03-09_Cultural Tourisin_Meeting Minutcs.doc I Peder Norby discussed the Historic Preservation Overlay Zone which would be going before Council on I December 16th. The overlay zone would identify buil'dings with historical significance and automatically qualify them for a conditional use permit allowing additional use types thereby offering incentive and added value for maintaining historic buildings. Peder reported on the Downtown Encinitas History Walks set to begin in 2010. The walks would feature historic buildings as well as examples of exemplary modern architecture. Grace Madamba with the Lux Art Institute reported the Free Saturday at LUX would be on December 12th. Lux at Night would be on Wednesday, December 16th from 7 to 9 p.m. Grace announced Lux has opened "Specimen", a new store project by Mark Quint and Adam Belt. Lux would also be starting a new program called Kids in Residence for ages 8-12. Susan Hauptman was the Artist in Residence, on exhibit through January 9, 2010. The next Artist in Residence would be Iva Gueorguieva, in studio January 16 through February 6 and on exhibit through March 17th. Jim Gilliam reported.on upcoming art and community events. Peder Sprague would have a concert featuring the fusion of a classical string quartet and a jazz trio at the Bncinitas Community Center on Friday, December 4th at 7:30 p.m. The Encinitas Holiday Parade and Tree Lighting Ceremony would be on Saturday, December Sth. Mary Fleener's Artists by Artists would be on exhibit at the Encinitas Library with a reception on Sunday, December 13th. Jim also announced that the Eric Phlegar Gallery in Leucadia has posted regular hours of operation and was filled with art by local artists. Sally Foster with Mira Costa College announced that Poinsettia plants were on sale through the horticultural program at Mira Costa. The last film of the International Film Festival would be shown on Friday, December 4th. It would be an Italian Film called Mediterraneo. The final lecture for the LIFE - Learning Is For Everyone program would be Gifts For Your Brain, How To Keep YouY Brain Young, on Friday, December l lth. The LIFE program would restart in January with the spring schedule. Sally also reported that the San Elijo Lagoon Conservancy would be doing a twenty year history of the lagoon and stated they were actively seeking a qualified historian to act as the principal writer. Dody Tucker with DEMA reported that, with Council Approval, the Encinitas Child statue was ready for installation. Shari Fortmueller with the San Dieguito Heritage Museum reported the museum was busy hosting school fieldtrips from all over the County. She stated that Carol Koch had been helping to coordinate the program. They were also working on camp style programs in conjunction with YMCA. Council Member Barth discussed the Cardiff Specific Plan and announced the Cardiff Kringle Mingle was scheduled for next Thursday, December l Oth from 4-7 p.m. Joe Koch commented on the arts calendar and off-leash dog parks. Teri Fazzio Recreation Superintendent with tlie Parks and Recreation Department discussed the Encinitas Holiday Parade taking place on Saturday, December Sth. She also announced a Fund raiser at Noodles in Encinitas to help fund the youth sports program. Deborah Van Huis with the San Dieguito Art Guild and the Off-Track Art Gallery reported they would'be hosting their 25th Annual Small Image Show through the month of December, with an artist reception on Saturday, December 12th. Deborah reported Off-Track #2 was still open in the Lumberyard. 12-03-09_Cultural Tourisin Meeting Minutes.doc Pat Reinhardt with the Encinitas Chamber and Visitors Center reported the next Chamber Sundowner would be at San Diego Botanic Gardens on Tuesday, December 8"' from 5:30 to 7:30 p.m. This would kick-off the opening of the Garden of Lights. On Thursday, December 17th, the Chamber would be hosting a holiday soiree and health fair merchant event at Rancho Santa Fe Plaza in Encinitas. Pat also discussed the Chamber and Visitors Center website and opportunities for advertising and listing. Drew Cady with the Hutchins Consort announced the next Free Family Concert at the Encinitas Library would be on December 12th at 10:00 a.m. Drew reported on a two-part program they would be doing called Musica de los Californios in January and March. Drew discussed the history of the Hutchins family of instruments and reported they were planning to tour on a worldwide basis and hoping to tour• Europe in 2011 or 2012. He distributed a press release regarding A Night in Vienna program scheduled in January at the La Jolla Neurosciences on Saturday, January 16, at 7:30 p.m. and again in Newport Beach on Sunday, January 17, at 3:00 p.in.
