2009-12-02 CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: December 2, 2009 4:30 P.M. 1. CALL TO ORDER/ROLL CALL Present: Chairperson Novack, Vice Chairperson Marow, Commissioners Ferreirae, Conger, Jolly, Haller, Lawson, Barth and Kelly. Also Present: Recreation Supervisor Rubenstein and Administrative Coordinator Dakovich. Absent: Commissioners Ogden and Templin. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of November 4, 2009. VICE CHAIRPERSON MAROW MOVED, COMMISSIONER FERREIRAE SECONDED TO APPROVE THE MINUTES OF THE NOVEMBER 4, 2009 MEETING. MOTION CARRIED 8-0. 5. OLD BUSINESS A. Review October City Hall Tour. Chairperson Novack reviewed the staff report and requested any comments on the tour. Vice Chairperson Marow was impressed with the various departments and their functions. Commissioner Barth appreciated learning about future City plans for development of park sites. B. Review November City of Encinitas Fire Stations #5 and #3 Tour. Chairperson Novack reviewed the staff report and requested any comments on the tour. Commissioner Jolly enjoyed seeing the Firefighters in action at Station #5. Vice Chairperson Marow noted the excellent presentation by Firefighters at Station #3 explaining the various functions of the Firefighters and their equipment. Chairperson Novak noted the Orpheus Fire Station had recently received an architectural award for design and functionality. 6. NEW BUSINESS A. Comprehensive General Plan Update Photo Project. Chairperson Novack reviewed the staff report and welcomed Michael Strong, City of Encinitas Planner, who provided a brief update on the General Plan Photo Project. Planner Strong noted that in August 2009, City Council directed staff to move forward on the General Plan Update. In order to solicit community input, staff proposed a photography project and invited the Youth and Senior Citizen Commissions and members of the Family Enrichment Program to participate. He advised the groups would use disposable cameras provided by the City, or their own digital cameras during a two week field schedule period, taking pictures of what they enjoy about the City. At the end of the two week shoot, pictures would be mounted on picture boards for a presentation to City Council. The kickoff for the picture shoot would be January, 2010, picture boards prepared February 2010, for a presentation to City Council in Spring 2010. Any questions? Chairperson Novack inquired as to the purpose of the photo boards, and suggested that the photographs taken by digital camera could all be sent to one site. Planner Strong responded they were a good way to kick off the update and get people involved. All photo boards would be presented to City Council and the public. He also noted the possibility of a FTP site that would be set up to receive photographs. Commissioner Barth requested further information – a flyer or paper work to fill out. Planner Strong advised staff will assemble a photo shoot tutorial when participant count has been established. Vice Chairperson Marow inquired how photographs of City sites would benefit the General Plan Update. Planner Strong responded that Youth Commissioners taking photographs of City areas and sites you enjoy is important to the youth community and can help develop and facilitate policies to promote these types of facilities and activities. Chairperson Novack inquired if commentary should accompany the photographs. Planner Strong responded that commentary would be very helpful to incorporate into the narrative that is to be prepared to accompany the photographs for presentation to City Council. Chairperson Novack thanked Planner Strong for the update and advised the Youth Commission looks forward to participating. Planner Strong advised he would contact the Commission in January to confirm all details. He also suggested the Commission determine the need for disposable cameras and provide him a number count. Chairperson Novack noted this was a great opportunity for the Youth Commission to make a mark on City Council and encouraged all Commission members to participate. B. Report on Saving the Environment/Recycling Opportunities. Chairperson Novack reviewed the staff report and invited Commissioner Lawson to present her information. Commissioner Lawson reported that she had contacted Solana Recyclers and City of Encinitas Environmental Specialist Bolden for recycling and environmental ideas that could be implemented by the Youth Commission as a group or as individuals. She further advised that Specialist Bolden planned to talk to the City Environmental Commission regarding the City-wide environmental plan when they meet in November and at that time would provide additional information. She further requested that this item be agendized for January, 2010 when she would be able to provide further information. Chairperson Novack suggested that both Commissioner Lawson and Environmental Specialist Bolden be agendized for the January 2010 meeting. COMMISSIONER HALLER MOVED, COMMISSIONER JOLLY SECONDED TO AGENDIZE COMMISSIONER LAWSON FOR A REPORT ON CITY ENVIRONMENTAL/RECYCLING PROJECTS FOR THE YOUTH COMMISSION. MOTION CARRIED 9-0. COMMISSIONER JOLLY MOVED, COMMISSIONER BARTH SECONDED TO AGENDIZE ENVIRONMENTAL SPECIALIST BOLDEN FOR A REPORT ON CITY ENVIRONMENTAL/RECYCLING PROJECTS. MOTION CARRIED 9-0. Chairperson Novak advised if, after the reports are made, a decision is made by the Youth Commission to participate as a group in an environmental project, a memorandum would be sent to City Council for direction and approval. 7. COMMISSIONER CORNER Chairperson Novack noted the upcoming Holiday Parade, December 5, and participation by the Youth Commission. Commissioner Kelly will announce the need for Holiday Parade volunteers at the upcoming La Costa Canyon Associated Student Body meeting. Recreation Supervisor Rubenstein noted all volunteers must sign volunteer waiver forms. Chairperson Novak suggested the Commission discuss possible presentations for the January meeting. Vice Chairperson Marow suggested the following possibilities, which the Commission rated: San Diego Sheriff’s Department Explorer Program, Community Resource Center volunteer opportunities, Downtown Encinitas Merchants Association, San Dieguito Water District, or Encinitas Community & Senior Center tour. Agencies will be contacted by staff and invited to present as their schedules permit. Commissioner Haller noted San Dieguito Academy band would participate in the Holiday Parade. Commissioner Conger advised Diegueno Middle School had been practicing for two weeks preparing for the Holiday Parade. Commissioner Kelly advised La Costa Canyon High School Battle of the Bands was being held at lunch times with winner to be announced on Friday. Event is open to the public. Commissioner Lawson noted La Costa Canyon High School was holding a teddy bear drive for children who are hospitalized. Commissioner Barth advised Canyon Crest Academy was holding their annual swap meet this weekend. Commissioner Jolly noted High Tech High International will hold their Winter Formal next Friday. Vice Chairperson Marow, member of the San Diego Academy Cultural Committee, discussed the success of the school’s Battle of the Bands. Chairperson Novack noted that San Dieguito Academy was participating in a canned food drive and also their upcoming Winter Formal on the Midway, San Diego. Recreation Supervisor Rubenstein distributed flyers on upcoming Teen Trips to Mountain High and Disneyland. 8. ADJOURNMENT Meeting adjourned at 5:25 p.m. NEXT MEETING: JANUARY 6, 2009
