YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: October 7, 2009
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
Present: Chairperson Novack, Commissioners Ferreirae, Lawson, Marow,
Conger, Barth, Templin, and Kelly.
Also
Present: Recreation Supervisor Rubenstein and Administrative Coordinator
Dakovich.
Absent: Commissioners Ogden, Jolly and Haller.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of September 2, 2009.
COMMISSIONER MAROW MOVED, COMMISSIONER FERREIRAE
SECONDED TO APPROVE THE MINUTES OF THE SEPTEMBER 2, 2009
MEETING. MOTION CARRIED 8-0.
5. OLD BUSINESS
A. Review September Park and Beach Tour.
Chairperson Novack reviewed the staff report and asked for comments from
Commissioners.
Comments included good information, enjoyed variety of the tour, learned a lot,
liked seeing rural parts of the City. During comments it was suggested that thank
you notes be written to staff involved in conducting these tours. The Commission
agreed and Chairperson Novack will prepare.
6. NEW BUSINESS
A. Tour of City Hall – Mike Stauffer, Senior Management Analyst
Chairperson Novack reviewed the staff report, introduced Senior Management
Analyst Stauffer, who gave a brief history of his responsibilities and invited the
Commission to begin the tour. The tour began at 4:40 p.m. and ended at 5:20
p.m.
B. Nomination and Election of Youth Commission Chairperson and Vice
Chairperson.
Chairperson Novack reviewed the staff report, noted the attachments which
clarified the responsibilities of the Chairperson and Vice Chairperson, reminded
Commissioners they could nominate themselves and requested nominations for
Chairperson.
Commissioner Marow nominated Chairperson Novack for Chairperson. There

were no other nominations. , Jake Novack was elected
Chairperson of the Youth Commission.
Chairperson Novack requested nominations for Vice Chairperson.
Chairperson Novack nominated Commissioner Ogden. Commissioner Marow
nominated himself.
Chairperson Novack called for the vote. Commissioner Marow was elected
Vice Chairperson.
C. Selection of Youth Commissioner and Alternate to serve on the
Comprehensive General Plan Update.
Chairperson Novack reviewed the staff report, stressed the importance of having
youth/teen input, and noted the commitment of time involved.
Vice Chairperson Marow will represent the Youth Commission, with
Commissioners Barth and Templin as alternates.
7. COMMISSIONER CORNER
A. Commissioners
Commissioner Lawson referred to the June presentation by Environmental
Specialist Bolden regarding recycling and improving the environment and
suggested the Youth Commission participate in some way. She would like to
research opportunities and bring information back to the Commission as an
agenda item.
Chairperson Novack requested a vote to agendize Commissioner Lawson’s
report on recycling and improving the environment.
IN CONSENSUS, 8-0, THE COMMISSION AGREED TO AGENDIZE AN ITEM
ON RECYCLING AND IMPROVING THE ENVIRONMENT.
Chairperson Novack reported the San Dieguito Academy homecoming dance the
end of October, with a flag football game as part of the celebration.
Vice Chairperson Marow noted the San Dieguito Academy debate team won first
place in the Sweepstakes.
Commissioner Barth reported Canyon Crest Academy winter sports sign-ups
have begun, and current plays at the school are “Comedy of Errors” and “Lord of
the Flies”.
Commissioner Conger noted Diegueno Middle School band practicing for La
Costa Canyon High School half time show.
Commissioner Lawson noted La Costa Canyon High School homecoming
celebration was last week.
Commissioner Kelly reported on the La Costa Canyon High School fund-raiser
carnival and noted that during the football game last Friday, a sky diver landed to
announce the Homecoming Queen.
Commissioner Templin advised a San Dieguito Academy band concert will be
held next Friday.
B. Staff
Recreation Supervisor Rubenstein requested comments on the recent
Commissioner Appreciation Dinner.
Commissioners enjoyed the dinner and a suggestion was made to include light
music at the next dinner. Another suggestion was to send thank you letters from
the Youth Commission to staff conducting the recent tours.
Recreation Supervisor Rubenstein suggested the Chairperson and Vice
Chairperson collaborate on these letters and she will take responsibility to see
they are delivered.
Recreation Supervisor Rubenstein noted the upcoming Holiday Parade,
December 5, and reviewed the Youth Commission participation. She also noted
ththth
the upcoming Movie Night for 7, 8, and 9 graders and requested suggestions
for a movie. She reported that the Knott’s Scary Farm trip October 10 was sold
out. She noted the possibility of having “Open Mic” nights and asked
Commission members to contact her with ideas.
Vice Chairperson Marow noted the importance of promotion and marketing and
suggested the need for more publicity on teen events.
Commissioner Templin suggested that color ads might help.
Commissioner Barth suggested promoting on Face Book.
Chairperson Novack noted he would be willing to discuss the use of Face Book
with Parks & Recreation Department staff.
Recreation Supervisor Rubenstein asked for suggestions for the November
meeting.
Vice Chairperson Marow suggested a presentation by the Downtown Encinitas
Mainstreet Association or a tour of the two new fire stations at Orpheus Avenue
and Balour Drive.
