T'he manner in wnich and by whom preliminary proceedings were commenced was by reso!ution of application by this Board as stated above. b. "I'hc territory to he annexed has bee>> designated DA 00-03 by the Local Agency Formation Conunission, and the exterior boundaries of such territory are as hereinafter described. c.
