Reorganization of the Cardiff Sanitation District.
BACKGROCNJ)
When the City incorporated in 1987. severa! districts became the responsibility of the City. One
(If those is th~ Cardiff Sanitation District (CSD). In most cases, the districts were providing
st:rvices to customers that were located within th(~ city limits. However, in the case of CSD. the
District was providing services to 31 properties outside of the city limits (identified in Exhibits A
and B).
The dissolution of ihe CSD has been a goal of the City Council since its 1997 goal-setting
session. Since the subject properties ;'re located outside of the city limits, the options have
included annexation to the City of Encinitas or discontinuing service by the CSD. These options
haw never received the support of all parties involved.
Ms. Wurb~ was assigned this special project in September 1999. After meeting with LA}-
staff in (),:tober I 99lJ. a new option was dis..:ussed which would allow the curr~nt customers who
reside outSide of the city limits to continue to be provided service on a contractual basis and
allow the ('SD to be dissolved.

advising that Ms. Wurhs would meet with the property owners to review the option. A letter was
s<:nt to all affccteJ property owners un October 14, 1999. A meding was held with tht:

meding with the bll Homeowners AssoclJtion in January. The Board of the Homeowners
AssociatioiJ unanimously supports pror::.:eding wit;l tilt: dissolution process and desires continued

Jissolution process moves forward.

The dissolution of the Cardiff Sanitation District will he a hendit to property O\vners within the
City l)f Encinitas. \,\'ho cum'iltl)' must pay fees to LAFCO and the City of Encinitas it' order to
connect to the sewer system, This option would streamline the pror:ess internally at the City and
would not change service levels for the property owners outside of the city limits,
The current process for customers to obtain service from CSD requires annexation into the
District on a propeny-by-propert. "asis. lhis can be a time-consuming and costly pro:;ess for
customers and staff alike. The annexation process can take from four months to over one year
[rom the time of original application to tinal approval and imtiation of sewer service.
Staff time required includes the initial review of applications and presentation of staff reports to
the District Board for approval or rejection. Upon Board approval, the application is forwarded
to LAFCO for rl~\'iew. Once approvt:d by LAFCO, the application is returned to the District
130ard fur linal approval.
The customer's cost for annexation mcludes $700-$800 for City rrocessing fee. a minimum of
$1,800 for LAFCO processing. and a minimum of $300 for the State Board of Equalization.
Properly size and complexity Df the applicatiorv'development determine the actual fee. Once this
annexation proces~; is completed. the customer then must pay the appropriate CSD connection fee
plus any associated construction costs.

By merging the CSD with the City, the need for separate annexation by City residents into the
District \vili be eliminated. therefore reducing stalftime and costs required for processi:1g
applications. It is (~stimated that the average annexation requires six hours of staff time.
Additionally, LAFCO processing time will be eliminated.
Processing fees t()r the dissolution of the CSD will be approximately $(),OOO for LAFCO (actual
amount will be determim'd by total detachr:1ent acreage) and $300 for the State Board of
Equalization. Since it is estimated that these fees will not be due until August, the cost will be
incorporated into the FY 00/01 CSD f';Jget.
^dditionalliscal bcndits may be realized for the City if property owners decide to develop
currently vacant par\,:c]s or change from septic and connect to the sewer system due to the
elimination of the complex and time-consumlllg annexation process.
