BACKGROIIND: The applicant. Mr. Doug Logan. on behalf of 27 different property owners in the
vicinity of C Street. r)escrt Rose Way and Via de Felicita. is requesting annexation of 58.52 acres to
the Cardiff Samiation District. Mr. Logan has been \vorking for the past year to coordinate this joint
application with thc property owners. Joint applications for annexation are allowed and generally
encollraged by the District since this is an efficient way to annex property into the District and allows
tilL: property owners to shan.: the costs of annexation.

On April 2R. 1999. the Curdifr Sanitation District Board reviewed the proponent's request and adopted
('Sf) Resolution No. 99-09. approving an annexation application to the District. On October 27, 1999,
tht: Bllard aLlortcll an Environmental Negative Declaration for the project. The proposal was
suhscljuently reviewed and approved by the Local Agency Formation Commission on February 10,
200u.
A~ALYSIS: The proposed annt:xation is in (;onformance with the Cardiff Sanitation District BOC1.rd's
policy for annexations of singie-farnily residences 0;1 legal size lots, conforms with the current Rural
ResiJ.:ntial/oning, and is within the District's sphere ofinlluencc.
FISCAL A:'<iD ST.'\FF IMPACTS: The annexation will generate $700 in processing fee revenues
