MEETING MINUTES
MEETING DATE: June 3, 2009

1. CALL TO ORDER/ROLL CALL
Present: Chairperson Novack, Vice Chairperson Felzer, Commissioners
Michelle Ferreirae, Nick Ferreirae, Ogden, Lawson, Marow,
Marianna and Alec Jolly.
Also
Present: Recreation Supervisor Rubenstein and Administrative Coordinator
Dakovich.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of May 6, 2009.
COMMISSIONER MICHELLE FERREIRAE MOVED, COMMISSIONER OGDEN
SECONDED TO APPROVE THE MINUTES OF THE MAY 6, 2009 MEETING.
MOTION CARRIED 9-0.
5. PRESENTATIONS
A. Recognition of Outgoing Commission Members.
Chairperson Novack reviewed the agenda report, noted the dates of service for
each Commission member, Michelle Ferreirae, David Felzer and Alec Jolly and
thanked them for their dedicated service.
6. NEW BUSINESS
A. Our Environment Today and Tomorrow – Jacy Bolden, City of Encinitas
Environmental Specialist.
Chairperson Novack reviewed the agenda report and introduced and welcomed
Environmental Specialist Jacy Bolden to the meeting.
Environmental Specialist Bolden thanked the Commission for the opportunity to
present information on environmental issues and concerns in this community and
surrounding cities.
She began her Power Point presentation with a list of members on the
Environmental Advisory Committee: Elizabeth Taylor, John Eldon, Dadla
Ponizel, Carris Rhodes, Al Tschaeche, Dr. Robert Wilder, and Mark Wisniewski.
She also read and reviewed the City Environmental Policy – “Greening our
Community”and briefly discussed the proposed ban on plastic bags. She noted
environmental actions within City that included portable recycling bins, award for
City Hall solar use, awaiting two BMW Mini-Coopers for City use, creating
Climate Action Plan as well as Environmental Action Plan and long term
Environmental objectives. She thanked the Commission for their attention and
asked for questions.
Chairperson Novack asked if there are State or Federal usage incentives
a
vailable to the City.
Environmental Specialist Bolden advised there are incentives available on a
State level.
Commissioner Alec Jolly suggested local greenhouses could grow plants that
could be converted to bio-fuel. He noted the shuttle service available on
Highway 101 on the weekends operates on bio-diesel.
Environmental Specialist Bolden responded the Environmental Action Plan
promotes green businesses and ideas are currently being explored.
Chairperson Novack asked if the lawsuit regarding plastic bags was related to
the actual ban or the proposed bag tax.
Environmental Specialist Bolden advised the lawsuit involved the ban on plastic
bags, and a concern regarding the environmental impact of paper bags. She
suggested that ideally the answer is re-useable bags.
Commissioner Marow requested a copy of the Environmental Policy Report
Environmental Specialist Bolden advised she would make this report available to
those interested.
Chairperson Novack noted San Diego is at a level 2 drought level, and asked if
the City of Encinitas has mandated conservation as yet.
Environmental Specialist Bolden advised the City has its own water agency and
is served by two water districts, San Dieguito Water District and Olivenhain
Water District. She noted there is a drought ordinance in place which will go into
effect July 1, 2009. As part of the ordinance, no new water meters will be
provided, unless there is access to reclaimed water. She offered to forward the
Drought Ordinance to the Commission.
Commissioner Alec Jolly requested a status report on the desalinization plant in
Carlsbad.
Environmental Specialist Bolden advised she had no update at this time. She
asked how the City schools were involved in recycling.
Commissioner Alec Jolly advised his school, High Tech High, has an
agreement with a company to pickup and pay for recyclables.
Commissioner Marow noted his school, San Diegujito Academy, has a recycling
program and has also installed solar tube lighting in school hallways.
Chairperson Novack advised his school, San Dieguito Academy, has several
eco-clubs as well as solar lighting on campus.
Commissioner Ogden noted her school, La Costa Canyon High School, has a
recycling program, but need more containers for recyclables.
Commissioner Marianna Jolly noted her school, High Tech High, uses hand blow
dryers rather than paper towels.
Commissioner Lawson advised her school, Oakcrest Middle School, recycles
glass, cans and uses hand dryers rather than towels.
Commissioner Nick Ferreirae noted his school, Diegueno Middle School,
provides recycling bins around campus and in classrooms, and uses hand dryers
rather than paper.
Commissioner Michelle Ferreirae advised teachers at her school, San Dieguito
Academy, also encourage recycling.
Environmental Specialist Bolden thanked the Commission for their comments
and requested they contact her with any further comments or suggestions for
improving the City’s recycling program.
Chairperson Novack and the Commission thanked Environmental Specialist
Bolden for her presentation.
B. Review of Summer Meeting Schedule.
Chairperson Novack reviewed the agenda report and requested Commission
discussion on the two items noted – Commission going dark during July and
August and determine month for first meeting with the newly appointed
Commission – September or October.
Following a brief discussion on Item 1:

SECONDED TO HAVE THE COMMISSION GO DARK IN JULY AND AUGUST.
MOTION CARRIED 9-0.
After a brief discussion on Item 2:
COMMISSIONER OGDEN MOVED, COMMISSIONER MICHELLE
FERREIRAE SECONDED TO HOLD FIRST MEETING WITH NEWLY
APPOINTED COMMISSION MEMBERS IN SEPTEMBER, 2009. MOTION
CARRIED 9-0.
7. COMMISSIONER’S CORNER
A. Commission
Commissioner Marow wanted to thank Parks & Recreation Department Director
Hazeltine again for his very informative presentation on the Hall Property.
Commissioner Nick Ferreirae noted last day of school for Diegueno Middle
School is June 12.
Commissioner Marianna Jolly advised High Tech High International finals are
currently being held.
Commissioner Lawson noted last day of school at Oakcrest Middle School is
June 12, with a trip to Disneyland scheduled for June 10.
Commissioner Michelle Ferreirae noted San Dieguito Academy graduation is
June 12.
Commissioner Marow noted upcoming Exhibitor Day (student creations) at
Oakcrest Middle School.
Commissioner Alec Jolly advised his school, High Tech High International, had
started intercession, a senior project to encourage students to sign up for
classes at the school or Community College.
Commissioner Ogden advised La Costa Canyon High School graduation is June
12.
Vice Chairperson Felzer noted San Dieguito Academy finals were held this week.
Chairperson Novack advised San Dieguito Academy prom was held May 29 at
the Grand Tradition in Fallbrook, with the theme Roaring 20’s.
Recreation Supervisor Rubenstein distributed flyers on various teen activities.
She also thanked the Commission for their efforts this past year and wished them
a very rewarding Summer.
