2009-02-18• MINUTES OF THE SPECIAL MEETING BETWEEN THE ENCINITAS CITY COUNCIL AND THE ENCINITAS HOUSING A UTHORITY FEBRUARY 18, 2009, 6: 00 P. M., 505 SOUTH VULCAN AVENUE CALL TO ORDER/ROLL CALL Since this was a Special Meeting between the City Council and the Encinitas Housing Authority, held before the City Council Regular meeting, Board Member Houlihan chaired the meeting and called the meeting to order at 6:01 P.M. Present: Board Members Teresa Barth, James Bond, Dan Dalager, Maggie Houlihan and Jerome Stocks. Absent: Lupita Chavez and Beatrice Crepeau. Also Present: Executive Director Cotton, Board Attorney Sabine, Board Clerk Cervone, and Deputy Board Clerk Bingham. There being a quorum present, the meeting was in order. PLEDGE OF ALLEGIANCE • AGENDA ITEMS Jl. Council to make appointments to Commission for the Arts, Environmental Committee, Housing Authority, Parks and Recreation Commission, Planning Commission, Senior Citizen Commission and Traffic Commission Contact Person: City Clerk Cervone. The following votes were cast for appointments to the various Commissions. COMMISSION FOR THE ARTS - 3 APPOINTMENTS TO BE MADE Barth voted for Carolyn Cope, Judy Thum, and Terri Zimdars; Bond voted for Carolyn Cope, Judy Thum, and Terri Zimdars; Dalager voted for Carolyn Cope, Judy Thum, and Terri Zimdars; Houlihan voted for Carolyn Cope, Judy Thum and Terri Zimdars; and Stocks voted for Carolyn Cope, Judy Thum and Steven Weber. Barth voted for Carris Rhodes; Bond voted for Carris Rhodes; Wager voted for Carris Rhodes; Houlihan voted for Carris Rhodes; Stocks voted for Rimga Viskanta. Carris Rhodes was appointed to the Environmental Commission. TENANT HOUSING AUTHORITY - 2 APPOINTMENTS TO BE MADE On the first vote Barth voted for Lupita Chavez and Carrie Anne Rampp; Bond voted for Lupita Chavez and Lu Mohler; Dalager voted for Lupita Chavez and Maha Khatib; Houlihan voted for Lupitz Chavez and Carrie Anne Rampp; Stocks voted for Lupita Chavez and Lu Moher. On the first vote Lupita Chavez was appointed. Since there was a tie vote for the remaining appointment, a second vote was taken. Barth voted for Carrie Anne Rampp; Bond voted for Lu Mohler; Dalager voted for Lu Mohler; Houlihan voted for Carrie Anne Rampp; Stocks voted for Lu Mohler. • On the second and final vote, Lu Mohler was appointed to the Tenant Housing Authority. PARKS & RECREATION COMMISSION - 3 APPOINTMENTS TO BE MADE Before the vote was taken, City Clerk Cervone announced that Darren Osten had withdrawn his application. Barth voted for Doug Goad, Marge Kohl and Shoja Naimi; Bond voted for Doug Goad, Doug Long and Stephen Valois; Dalager voted for Doug Goad, Doug Long and Stephen Valois; Houlihan voted for Doug Goad, Marge Kohl and Shoja Naimi; Stocks voted for :Doug Goad, Doug Long and Stephen Valois. Doug Goad, Doug Long and Stephen Valois were appointed to the Parks and Recreation Commission. PLANNING COMMISSION - CARDIFF-BY-THE-SEA AREA Barth voted for Brett Farrow; Bond voted for JoAnn Shannon; Dalager voted'. for JoAnn Shannon; Houlihan voted for Brett Farrow; Stocks voted for JoAnn Shannon. JoAnn Shannon was appointed to the Planning Commission representing Cardiff-by-the-Sea. PLANNING COMMISSION - OLD ENCINITAS AREA • Barth voted for Mark Steyaert; Bond voted for Mark Steyaert; Dalager voted for Mark Steyaert; Houlihan voted for Mark Steyaert; Stocks voted for Mark Steyaert. 02/18/09 Housing Jtn. SENIOR CITIZEN COMMISSION - 3 APPOINTMENTS TO BE MADE Barth voted for Robert Campbell, Ron Pollack, and Lee Vance; Bond voted for Harry Delizonna, Ron Pollack, and Lee Vance; Dalager voted for Robert Campbell, Ron Pollack, and Lee Vance; Houlihan voted for Robert Campbell, Ron Pollack, and Lee Vance; Stocks voted for Robert Campbell, Harry Delizonna, and Lee Vance. Robert Campbell, Ron Pollack and Lee Vance were appointed to the Senior Citizen Commission. TRAFFIC COMMISSION - CARDIFF-BY-THE-SEA Barth voted for Michael Cassidy; Bond voted for Michael Cassidy; Dalager voted for Michael Cassidy; Houlihan voted for Michael Cassidy; Stocks voted for Michael Cassidy. Michael Cassidy was appointed to the Traffic Commission representing the Cardiff-by-the- Sea area. TRAFFIC COMMISSION - OLIVENHAIN Barth voted for Peter Kohl; Bond voted for Peter Kohl; Dalager voted for Peter Kohl; Houlihan voted for Peter Kohl; Stocks voted for Peter Kohl. Peter Kohl was appointed to the Traffic Commission representing the Olivenhain area. City Clerk Cervone stated that all appointments would become effective March 1, 20091. ADJOURNMENT Board Member Houlihan declared the meeting adjourned at 6:26 P.M. in memory of Robert Nanninga.
