CALL TO ORDER/ROLL CALL
Since this was a Joint Special Meeting between the City Council, San Dieguito Water District and
the Encinitas Housing Authority, held before the City Council Regular Meeting, Board Member
Houlihan chaired the meeting and called the meeting to order at 6:03 P.M.
Present: Board Members Teresa Barth, James Bond, Dan Dalager, Maggie Houlihan and
Jerome Stocks.
Absent: Lupita Chavez and Beatrice Crepeau.
Also Present: Board Secretary Cotton, Board Attorney Sabine, Board Clerk Cervone, and Deputy
Board Clerk Bingham.
There being a quorum present, the meeting was in order.
PLEDGE OF ALLEGIANCE
AGENDA ITEMS
J1. Council to make appointments to City and Reizional Committees and Boards based on
Mayor's recommendations. Contact Person: City Clerk Cervone.
Board Member Houlihan announced that due to the Fair Political Practices Commission opinion
which restricts legislators from voting for themselves to sit on stipend positions, the Council
Member being considered would have to recuse themselves from the vote. Each Council Member
left the Council Chambers when their appointments were discussed and voted upon.
Board Member Houlihan stated that the committee assignments would be effective from December
2008 to December 2009.

ACTION:
Dalager moved, Barth seconded to appoint Council Member Bond to the following
committees: Representative, SD County Water Authority and voting member, LCC Coastal
Cities Issues Group. Motion carried. Ayes: Barth, Dalager, Houlihan, Stocks. Nays: None.
Absent: Bond.
ACTION:
Stocks moved, Barth seconded to appoint Council Member Bond as the representative to the
Shore Line Preservation Group. Motion carried. Ayes: Barth, Dalager, Houlihan, Stocks.
Nays: None. Absent: Bond.
The following vote pertained to Deputy Mayor Dalager's appointments.
Deputy Mayor Dalager left the Council Chambers.
ACTION:
Stocks moved, Barth seconded to appoint Deputy Mayor Dalager to the following
• committees: President, SDWD; Vice-President, Encinitas Housing Authority; Vice-President,
Encinitas Financing Authority; representative, Encina Wastewater Authority;
representative, Cultural Tourism committee; and representative, School District Liaison.
Motion carried. Ayes: Barth, Bond, Houlihan, Stocks. Nays: None. Absent: Dalager.
The following vote pertained to Mayor Houlihan's appointments.
Mayor Houlihan left the Council Chambers.
ACTION:
Council Member Barth moved to appoint Mayor Houlihan to all proposed appointments and as the
2"a Alternate to SANDAG.
Motion died for lack of second.
Dalager made a substitute motion, Stocks seconded to appoint Mayor Houlihan to the
following committees: Representative, SFID/SDWD Badger Joint Facilities Advisory
Committee; representative, R.E. Badger Water Facilities Financing Authority; President,
Encinitas Financing Authority; President, Encinitas Housing Authority; representative,
Encina Wastewater Authority; representative, San Elijo JPA; representative, Regional Solid
Waste Authority; representative, CSA-17; representative, Region 10 League of CA Cities
• Executive Committee; and representative, LCC San Diego Division's Legislative committee.
Motion carried. Ayes: Barth, Bond, Dalager, Stocks. Nays: None. Absent: Houlihan.

COUNCIL CONSENSUS:
There was Council consensus to discuss the appointment of 2"d alternate to SANDAG at the
next City Council meeting.
The following vote pertained to Council Member Stocks' appointments.
Council Member Stocks left the Council Chambers.
ACTION:
Bond moved, Dalager seconded to appoint Council Member Stocks to the following
committees: Alternative, CSA-17; representative, North County Dispatch JPA;
representative, North County Transit District; and representative, SANDAL Board of
Directors. Motion carried: Ayes: Barth, Bond, Dalager, Houlihan. Nays: None. Absent:
Stocks.
