B.4CKGROUND: The Encinitas Housing Authoriry mt!st prepare an Agency Plan in
compliance with Section 511 of the Quality Housing and Work Responsibility Act uf 1998. The
Agency Plan looks at the housing needs of lower income households in the community,

objectives to meet those needs over the ncxt five years.
The T'ncinitas Housitig Authority Board approied'th~`five=ycar'agency plan on April 12, 2000.
An Agency Plan Update must be submitted to HUD annually even if there are no changes to the
five-Yeaz plan.

The information unique to this plan includcs the ~fission Statement; the ~os8s• arid ohjectives, and -
the strategies, which must specifically address the Housing Authority's Rental Assistance
` -Program. An Executive Summary and Star(egy to Address Needs are includcd as Attachment A
and B respectively. This is the same Plan that was approved by the Encinitas Housing Authority

Board and submitted to HUD last year. Staff is not recommending any policy or program _
changes at this time.
RECOMMENDATION: Approve the 2001 Agency Plan Update for submission to the U.S. `
Depaitment of Hovsing.and Urban Deve]npment_. -

EXECUTIVE SUMMARY
The City of Encinitas Housing Authority has prepazed t}us Agency Plan in compliance w7th Section
511 of the Quality Housing and Work Responsibility Act cf 1998 and the resuiting HUD rcquiremcnts.
The Encinitas Housing Authority is required to subm;t a sireumlined plan because is only adminis.ers
, Section 8 Rental Assistance and does not own any public hausing.
We huye adopted the following Mission Stacement to guide the activities of the Encinitas Housing
Authority:
'S'o promote adequate and affordable housing, economic opportunity and a suitable living
environment for Encinitas residents of ali income levels.
We have also adopted the Follow7ng goals a►nd objectives for the ncxt five ycars.
Goai: Munage ;he Encinitas Nousing Authority's existing Section 8 program in an efticicnt and

Oajectives: -
~ I-IO shall recognize the Encinitas Fiousing Authority as a high performcr by December 31,

The Encinitas Housing Authority shall promote a motivating work environment with a capable
and efficient team of employees to operate as a customer-fricndly and fiscally sound rlater in
the affordable housing industry.
Goal: Expand the utilization and quality of housing choices available to participants in the Encinitas
Housing Authority's tenant-based rental assistance program.
Objectives:

Decembet 31, 2004. '

Our Annual'Ptan is, based on tise premise that if we accomplish our goals and objectivcs we wiil be
working towards the achievement of our mission.
Theplans, stateraents, budget summary, and policies set forth in the Annual Plan all lead towards the
accomplishment of our goals and objectives. Takc•r.'as a w•ho(e, they outline a comprehensive approach
towazds our gnas and objectives and aze consistent with the Cunsolidated Plan for the community.
Here are a few key points of our Annual Plan:
• We have adopted local preferences for our conununity - which inciude u~orking families with
childzen, seniors, homeless households, and persons with disabilit;es. '
We discourage the over concentration uf lower income houscholds.

• We are going to use,110% of the published Fair Market Rent (i'NtR) as our payment standard Cor
the Section 8 Prograin.

As it is not possible to address all the housing nceds of low income and special needs househelds, t!x
F_ncin:cas Housing Authoriry has selected the folloH7ng priority needs on which to focus the City's
resources in the upcoming year. Factors that influence selection of the strategies include: funding
constraints, staffing consvaints, limited availability of sites appropriately zoned for multi-family
housing, the housing market and results of community input.
