The purpose of this Public Heazing is to provide an opportunity for public input on a ono-time special surchaige to be assessed with annual sewer service charges for Cardiff Sanitation district
(CSD) and Encinitas Sanitary Division (ESD),customcrs for fcscal year 2001R002. The neod fa

FACILITY
- WHEREAS, t6e Cardiff Sanitation District Board of Directors estaE:istxd sewer servicx
charges pursuant tc Ordinance 98-01 (Ahachment 1). adopteci on May 27, 1998; and
_ WHEREA.S, the Cardiff Sanitation District has experienceci an incrcase in_~he cost of
enesgy due to dramatic increasES in the natural gas and clectricity :narkets; and
WHEREAS, the Cardiff San:tation Disuict Board of Aireceors conducted a notir.cd pubiic
- hearing on April 25, 2001, to consider a one-time special surcharge to Dz assessed with annual
sewer service charges for Fiscal Year 2001/2002;
NOW, THYAEFORE, the Cazdiff Sanitadon District Boazd of Directors does hereby
impose a ene-time surcharge of 20%, effecuve on July 1, 2001; ss an additional one-tune chargc
. to the already established sewer service charges adopted oa May 13,1998.
This ordinance was introduced on Apri125, 2001.

pnrsnant to Ordinance 98-09 (Attachment I), adopted on May 27, 1998; and
WHERFAS, the Enc;nitas Sanitazy Division of the Ciry of F.ncinitas ; Public Works

Attachment A-Table 2 for ESD. If energy costs had remained stable, operating custs would have
remained relatively stable for ESD and in the case of CSD would have shown a slight decrease.
During the same peciod of timq revenue received from sewer ser%ice charges has r°mainod
relatively stable, with the only increases being reflected by new customers.
Because of the sudden arid unexpectod surge in energy cosu, a short-term solution is naded w ,
offset these increased costs. Staff recommends that a one-tinte special surchatge be eJded to the
assessments for annual sewer service charges for Fiscal Year 2001R002. This proposed surcharge
would be based 'upon each customer's assessed charge that is calculatd eccording to the curaent
flow-besed rate structure. Due to the differing cost incmases for CSD and ESD, the propoced
: surcharge is 20'/o Tor CSD and 10% for ESD. The charts below show the potrntiai aft'set of
increased costs by the propesed surcharge.
