Reinvestment Act. of 2p~9. As one af its many ~Iements, ~ the Re~o~ery Act prov~des funding for
th~ Ed~ard,Byxne Memorial Justice Assistance Uran~ {JA~~ Formula Pragram. The antic~p~~ed formula allocation award t~ the ~ity is ~7$,112. ~
JAG funds ma~ be used for local init~atives, technical ass~stance, training, personnel, equ~pment,
_ , supplies, cont~'actual support, informatio~ systerns for criminal ju~ti~e, and crim.ina~ justice- . ~
. re~ated r~search and e~aluation activities that will improve or enhance: ~

pro~ram grant. The purp~se of t~is agenda item i~ to rev~ew and approve a~ al~acat~on plan for

Since ~~00, San Diegu~to Unified H~g~a Schoo~ District ~SDUHSD~ and the City have en~ered into -
~ ~ an agreement to share the cost of two School Resource ~f~icers. The agreement ca~ls far a cos~~
sharin~ ax~angement requiring the SDUHSD ~o reimburse ~he Cxty ~ifty percent ~50%0} of ~he cost of
providin~ the School Resource ~ffic~rs, arid since then, ~he c~st af two officers has been shared.. ~
~ Th~se off~cers have prov~ded a valuable serv~ce to SDUHSD and the communit~ by dedicating
Sheriff resources to school-re~ated crime and crime prevention, creating ~uvenile cr~me specialis~s,
~reating a cooperative laW enfor~ement environment, and recognizrng students and staff as a
priority, ~
~n April~ 2, 2~09 the City recexved a letter from SUUHSD d~serib~ng their need to reduce
expenditures in FY ~911 D~ue to California Sta~e budget cuts, arid request~ng ~he elirnination af one
of the two School ~ Resource ~fficer posi~ions. The City has nat approp~iate~. to fu~~~ fund this
pos~tion in up comi~g fiscal years, and if not fu~~y funded one She~iff ~]eput~ pos~~ion would be eliminated. from the FY ~9110 budget, In the spirit of ~he American Recavery and Reinvestment
Ac~, federa~ funds could be u~ed ta supplenaent existi~g ~ocal fund.s to sa~re a job, Staff inet with
~aptain Fowler of ~he Encin~ta~ ~~eriff Statio~ to discuss She~.ff staffing scenar~os with the
xeduction- of one 5choa~ Resaurce 4ff cer. Re~nstating a Special Purpose~~ff c~x for C~mmunity
~ent~d Pol~cin~ ~~UPS} activit~es would pravide city-wide se~vice.
Guidelines for the JA~ program ~ give recipien~s up to four years ta expend the funding. However,
by using the grant in ~he first year, supplemented by ~ener~a~ Fund funding, a position could be
retaine~ in the FY 09110 budge~ year:

~ to also use the service, at County expense for the fi~st yea~. Within cities, graffiti case ~rocessing
wi~~ have to be modified ta accammodate the needs of ~he Graffiti T~a~ke~. The ~heriff has
p~ovided. each cor~tract city ~ith one spec~alized d~gita~ camera. V~'hen a phat~ is taken it is
embe~ded with the date and the glabal posi~io~ing coordina~es to facxZita~e usage with geog~aphxc
