2009-05-19 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date May 19, 2009, 2:00 PM 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 2:01 PM. Present: Chair Vance, Vice-Chair Finch, Commissioners Drielsma, Harp, Larson, Pollack (arriving at 2:11 PM) and Campbell (arriving at 3:07 PM) Also Present: Senior Center Manager Goodsell and Program Assistant Roff Absent: None 2. PLEDGE OF ALLEGIANCE Chair Vance led the Pledge of Allegiance 3. ORAL COMMUNICATIONS None 4. CHANGES TO AGENDA None 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes for the regular meeting April 21, 2009. THE MINUTES WERE APPROVED TO THE April 21, 2009 MEETING. THE MOTION WAS APPROVED 5-0. 6. PRESENTATIONS A. Larry Reisner, Administrator for the Encinitas Senior Volunteer Patrol Administrator Reisner provided a presentation on the Senior Volunteer Patrol that covered the goals, requirements, training, and the numerous areas of service provided. 7. OLD BUSINESS A. Status Report on Project C.A.R.E. Senior Center Manager Goodsell reviewed the statistical report for April 2009. 2 B. Status Report on the Senior Center Senior Center Manager Goodsell provided handouts and information on the Intergenerational Performing Arts Recital and the Senior Health and Fitness Day. C. Update Report on Ad Hoc Subcommittees (Outreach, Senior Disaster Preparedness, Senior Information Fair and Representative Reports). Outreach – No report Senior Disaster Preparedness – Commissioner Drielsma reported the subcommittee has a planning meeting scheduled for the presentation in the fall. Senior Information Fair- Senior Center Manager Goodsell provided the following report, on behalf of Recreation Supervisor Rundle: the environmentally friendly bags were well received o attendance was estimated between 320 and 350 o consensus was to hold the Fair from 9:00 AM to 12:00 PM o most seniors would prefer having snacks rather than have to wait for lunch o the entrance and exit plan was not well received by some o parking was difficult in part due to an overlapping event o consider moving the Fair to March next year o seniors enjoyed the entertainment, additional vendors and the disaster kits o Commissioner Pollack reported the lunch and wristband process was unnecessarily complicated, complaints from seniors including being upset about the cancellation of bus service by NCTD and a request for a senior rate at the Encinitas Ranch Golf Course that may have time restrictions. Commissioner Drielsma reported parking was a problem, some seniors did not know about the shuttle and the parking lot was full early. Council Contact – None Senior Foundation – Commissioner Harp reported the cushions did not include straps and there would be an additional charge of $600.00 to add straps. AIS – Senior Center Manager Goodsell reported the San Diego County Nutrition Program will receive $723,000 from the Federal Stimulus package and the Encinitas Senior Nutrition Program will receive and additional $2,500 for this fiscal year. D. 2009 Senior Information Fair Review- No additional information was reported. 8. NEW BUSINESS A. Community Garden Vice-Chair Finch reported attending a Community Garden planning meeting and reported the Community Garden Committee favors the location on Quail Gardens Drive. Vice-Chair 3 Finch requested a motion that the Senior Commission writes a letter to council supporting the Community Garden. Motion carried 6-0. B. Senior Buddy System Senior Center Manager Goodsell reported the County has a Senior Companion program that utilizes volunteers and the Volunteer Sheriff’s have the YANA program. Chair Vance felt a local program where volunteers could sign up at the Senior Center would be beneficial. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Harp apologized for missing the Senior Fair. Commissioner Campbell apologized for arriving late to today’s Senior Citizen Commission meeting and that the delay was due to a telephone interview. Commissioner Larson apologized for not notifying the subcommittee she would be unable to attend the Senior Fair due to a last minute conflict. Commissioner Drielsma reported the Senior Fair was a good event and that he will be unable to attend the June meeting due to a teaching conflict at MiraCosta College. Vice-Chair Finch reported the subcommittees need to finalize their goals. Chair Vance reported he attended the Mayor’s Prayer Breakfast and enjoyed the Senior Fair. B. Staff Senior Center Manager Goodsell reported the San Marcos Senior Center has added a 1900 square foot fitness studio. 10. ADJOURNMENT Meeting adjourned at 3:18 PM.
