Both CDBG and HQME program funds are administered by the U.S. Department of Housing and Urban Development ~HUD}, The Consolidated P~an and annual Action Plan are part of the applicatian and planning process for farmula-based community development programs. The Consolidated Plan articu~ates goals and object~ves for use of these funds over a five-year period. Each year, the C~ty approves and submits to HUD an Action Plan j that implements the goals identif~ed En the Consolidated Plan. The Fiscal Year ~FY} , 2008-~9 Action Plan is ~he fourth in the C~ty's Five-Year ~FY20~5-~ 4} Consolidated Plan. The FY20~S-09 Action P~an is ~or the pe~iod firom July 1, 2Qa8 - June 3~, 2~49. The Ci~y Council approved the FY2~~8-09 in April 2008 and activities ~ ~ commenced July 1, 2D~H. The statutes for the CDBG program are predicated on three nationa[ objectives far the eligibility and expenditure of funds. These objectives Enclude: bene~it to iow and moderate income residents; elimination of slums and b~ight; ar assistance with Iocal emergency needs. HflME program fiunds are used to expand the suppiy of decent, - safe, sanitary, and affordable housing, wi~h primary attention to rental housing, for very law-income and low-inc~me families. To receive tne funds, #he City mus~ submit to HUD by June 5, ~~D9, a Substantial Amendment to its FY2448-D9 Action Plan ident~fying the activities to be funded by CDBG-R funds. The Substantial Amendment must be made available far public comment ~or a seven~ day period and any comments considered prior to City Council approving the use ofi CDBG-R #unds. The opportunity for public review and comment on th~ Substantial Amendmen~ was noticed in the Coas# News ~a I~cal paper of general circulation} and the City's website on May 15th, Also, citizens had the oppo~tuni~y to camment at the City Counc~~ mee~ing of May 2l, 2D09, No comments were received. ! ARRA's sta#ed purposes are to: 1} to preserve and crea~e jobs and promote economic recovery; 2} to assis# those most impacted by the recession; 3} to provide investments needed to increase ~conomic effici~ncy by spurring technolvgy advances in science and health; 4~ to invest ~n transpartation, environmental protect~an, and ather in~rastructure that will p~ovide Iong-~erm economic benefits; and, 5} to stabil~ze state and Iocal government budgets, in order to minimize and avaid reductions in essential services and counterproduc~ive state and local tax incr~ases. ~enerally, the statutory and regulatory provisions of the CDBG program also appl to v the use of CDBG~R funds, which may be used for housing and communi~y deveiopment activities. CDBG-R funds have a focused purpose in such activit'res as job crea~ion and ( ~ prese~vation, promoting economic recovery, energy efficiency, and assisting thos~ most ' . . i impacted by the recess~an. ~ Althaugn the use of CDBG-R funds generally allows the same ac~ivities as annual ' a CDBG funds, the primary purpose of the funds was appropriated to stimu~ate the economy and assist those most affected by the current recession. CDBG-R regula~ions allow that 15 percent af the funds can be applied to public services and ten percen~ of the funds can be applied ~o pianning and administration. Meiba Road Sidewalk Improvements CDBG-R Funds. $94,927 ; ~ther Funds: $202,073 ~ This project has been identified by residents as a concern for the sa~ety of elemen~ary and h~gn schooi students using ~he existing asphalt sidewalk surfaces~ Surface drainage is causing a deterioration of the asphalt surfaces, which will be replaced with concrete ~s~dewalks, curb, gufter, and driveways, The project meets the intent of ARRA because the contract can be awarded within ~20 days of receipt of funds and st~mulates ~he economy with ~ob preservation and public ~n~rastructure improvements.
