YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: April 1, 2009
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
Present: Chairperson Novack, Vice Chairperson Felzer (4:50),
Commissioners Michelle Ferreirae, Nick Ferreirae, Ogden, Lawson,
Marow, and Alec Jolly.
Also
Present: Recreation Supervisor Rubenstein and Administrative Coordinator
Dakovich.
Absent: Commissioner Marianna Jolly.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of March 4, 2009.
COMMISSIONER MICHELLE FERREIRAE MOVED, COMMISSIONER
MAROW SECONDED TO APPROVE THE MINUTES OF THE MARCH 4, 2009
MEETING. MOTION CARRIED 8-0.
5. OLD BUSINESS
None.
6. NEW BUSINESS
A. City of Encinitas Community Grant Program
Chairperson Novack reviewed the staff report regarding the need for a
representative from the Youth Commission to serve on the Community Grant
Program, and asked who would be interested in serving.
Commissioners Alec Jolly and Derrik Marow both indicated interest in the
Program and a vote was taken to determine who would serve. Commissioner
Alec Jolly was selected.
Staff will advise Arts Administrator Jim Gilliam, who oversees the Program, that
Commissioner Alec Jolly was selected to serve on the Community Grant
Program.
B. Youth Commission Meeting Attendance
Chairperson Novack reviewed the staff report regarding meeting attendance and
welcomed City Clerk Deborah Cervone who will provide clarification on the
current policy and also answer Commission questions.
City Clerk Cervone distributed a draft proposal on Youth Commission
attendance that will be presented at the April 8, 2009 City Council meeting.
She noted this proposal suggests that Youth Commission attendance cover a 12

month period beginning July 1 through June 30 of each year.
Chairperson Novak asked if all Commissions have the same attendance
requirements.
City Clerk Cervone responded attendance is based on 12 meetings and if a
Commissioner is absent from ¼ of the regular and/or special meetings (12) they
would be removed. She further noted that staff would advise by letter when
you have a total of two absences, as a third absence would remove you from the
Commission.
Commissioner Alec Jolly noted the draft ordinance also addressed suggested
membership representation and asked what changes were being requested.
City Clerk Cervone responded that often there are not enough applicants for the
various age ranges and this would allow City Council more flexibility in their
appointments.
Chairperson Novack and the Commissioners thanked City Clerk Cervone for
attending the meeting and providing information on meeting attendance.
7. COMMISSIONER’S CORNER
A. Commission
Commissioner Lawson noted Spring Break is here.
Commissioner Alec Jolly advised l/2 his school was on immersion trips to China,
Taiwan, northern Italy, Britain, Costa Rica, San Francisco.
Commissioner Marow noted San Dieguito Academy “Academy Idol”’ was
finished. He also advised that about 30 exchange students from Austria were
attending the Academy for a limited time.
Vice Chairperson Felzer noted the Austrian exchange students were interesting.
Chairperson Novack shared a San Dieguito Academy April Fool’s prank and also
noted how great the Academy Teen EXPO was.
B. Staff
Recreation Supervisor Rubenstein distributed Youth Commission applications for
2009-2010, environmental information, flyers on the Easter Egg Hunt, 5K Run,
Recreation Guides and Tide Guides.
