YOUTH COMMISSION
MEETING MINUTES
MEETING DATE: February 4, 2009
4:30 P.M.
1. CALL TO ORDER/ROLL CALL
Present: Chairperson Novack, Vice Chairperson Felzer (5:00),
Commissioners Michelle Ferreirae, Nick Ferreirae, Ogden,
Lawson, Alec Jolly and Marianna Jolly.
Also
Present: Recreation Supervisor Rubenstein and Administrative Coordinator
Dakovich.
Absent: Commissioners Campbell and Marow.

4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for Meeting of January 7, 2009.
COMMISSIONER MICHELLE FERREIRAE MOVED, COMMISSIONER OGDEN
SECONDED TO APPROVE THE MINUTES OF THE JANUARY 7, 2009
MEETING. MOTION CARRIED 7-0.
5. OLD BUSINESS
None.
6. NEW BUSINESS
A. Tour of City of Encinitas Public Works Facility.
Chairperson Novack reviewed the staff report and advised Commissioners that a
van would be provided to transport them from City Hall to the Public Works
Department Yard for the tour.
John Noonan, Facility Specialist, met the Commission at the Public Works
Department offices/yard, reviewed his job responsibilities, which include this
facility and the City library, as well as assist with maintenance at City Hall and the
fire stations. He noted the Public Works facility officially opened August 2008,
the site is 4.44 acres/193,000 square feet and serves the San Dieguito Water
District, Streets Department and Public Works.
He introduced Program Assistant Trotter and Utility & Maintenance Field
Supervisor Ugrob, Streets Department, who noted the City maintains 52
square miles of streets, right-of-ways, street lights, street flooding, traffic
signals, special signage, and downed trees. The Department has a $3.7 million
budget and employs 13 people.
Facility Specialist Noonan introduced Jacey Bolden, City Environmental
Consultant and member of the Environmental Committee. She reviewed various
recycling plans for City areas, distributed reusable shopping bags and noted a
new environmental policy has been written for the City.
He introduced Civil Engineer Knoll, San Dieguito Water District, who gave a brief
overview of the water district’s responsibilities, including maintenance of 250
miles of pipeline, reviewed gravity water flow system and backup equipment in
the event of an earthquake.
Facility Specialist Noonan directed the Commission to the maintenance yard,
where all City vehicles are maintained and noted having these departments in
one place has proved ideal. He further noted that a local college class had been
offered the opportunity to design a xeriscape project for the property landscaping.
The Youth Commission thanked Facility Specialist Noonan for the tour and
relocated to the building patio for Commissioner’s Corner.
7. COMMISSIONER’S CORNER
A. Commission
Commissioner Marianna Jolly noted an upcoming Valentine Dance at High Tech
High International on February 13.
Commissioner Alec Jolly advised he was working on a hydroponic project at High
Tech High.
Commissioner Lawson noted second semester had started at Oakcrest Middle
School and also Spring sports tryouts were beginning.
Commissioner Nick Ferreirae noted the upcoming play “Alladin” at Diegueno
Middle School February 7, from 5-7 p.m.
Commissioner Michelle Ferreirae advised San Dieguito Academy winter formal
will be held February 6, 2009 at the House of Blues.
Commissioner Ogden advised La Costa Canyon High School winter formal was
held January 31, 2009 at the Hall of Champions in Balboa Park.
Vice Chairperson Felzer noted he would be attending upcoming dance at San
Dieguito Academy.
Chairperson Novack noted San Dieguito Academy Environmental Club trying to
raise money for solar powered parking lot lights.
B. Staff
Recreation Supervisor Rubenstein reminded Commission members of the
upcoming Teen Trip to Disneyland, February 13 and encouraged them to remind
friends.
