2009-01-20 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date January 20, 2009, 2:00 PM 1. CALL TO ORDER/ROLL CALL The meeting was called to order at 2:03 PM. Present: Vice Chairperson Harp, Commissioners Drielsma, Finch, Larson and Price Also Present: Senior Center Manager Goodsell and Senior Management Analyst Stauffer Absent: Commissioner Winfield 2. PLEDGE OF ALLEGIANCE Senior Center Manager Goodsell led the Pledge of Allegiance 3. ORAL COMMUNICATIONS None 4. CHANGES TO AGENDA None 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes for the regular meeting November 21, 2008. COMMISSIONER FINCH MOVED COMMISSIONER LARSON SECONDED TO APPROVE THE MINUTES OF THE NOVEMBER 21, 2008 MEETING. THE MOTION WAS APPROVED 5-0. 6. PRESENTATIONS A. Hospice Presentation Jennifer Plummer, Director of Nurses with Hospice by the Sea, provided handouts and information on Hospice care. Hospice care is usually for individuals with six months or less to live. Hospice is a Medicare benefit. Services include physician, nursing, equipment, prescription drugs, homemaker, social services, spiritual and psychological care. The goal of Hospice is to improve the quality of life at the end of life. Information was also provided on Palliative Care. Patients can receive treatment under this care. 3 7. OLD BUSINESS A. Evaluation of Holiday Parade participation Commissioners provided comments on the parade. Everyone enjoyed participating. B. Status Report on Project C.A.R.E. Senior Center Manager Goodsell reviewed the statistical reports for November 2008 and December 2008 noting one new client served during the month of December. 628 Project C.A.R.E. clients have been served to date. The Project CARE Quarterly narrative was noted. C. Status Report on the Senior Center Senior Center Manager Goodsell reviewed the San Diego Union Tribune article and the Out & About program information. The Senior Center held a free eye screening on January 14, a pool tournament January 15, and 120 attended the New Year’s Dance on January 16. Commissioner Price will give a Fall Prevention presentation on January 21. D. Update Report on Ad Hoc Subcommittees (Outreach, Senior Housing, Senior Disaster Preparedness, Senior Information Fair and Representative Reports). Outreach – Report on Senior Video presented by Vice-Chair Harp. Commissioner Finch requested Senior Center flyers in advance of events. Senior Housing – Commissioner Finch suggested dissolving this subcommittee. Senior Disaster Preparedness – Commissioner Drielsma spoke on the subcommittees desire to host a workshop at the Senior Center. Senior Information Fair- The Senior Information Fair is scheduled for May 7, 2009. The subcommittee met with Supervisor Rundle. Commission discussion included vendor parking at the church, more sponsorship opportunities, a raffle, a box lunch for participants, healthy snacks and entertainment. The Senior Fair will have a Luau theme entitled “Live Your Best Life”. The Fair will be held from 9 AM to 1 PM. Council Contact – No report Senior Foundation – Vice Chairperson Harp reported on Senior Foundation finances. AIS – Senior Center Manager Goodsell referred the Senior Citizen Commission to the AIS Agenda Report. 4 8. NEW BUSINESS A. Status Report of Senior Commission appointments Senior Center Manager Goodsell reported that there are three vacancies and that five applications have been submitted. Applications are due January 26, 2009. An attendance requirement of Commission members was discussed. B. Discussion on Senior Services Marketing Video Discussion on this item was postponed to the February 17, 2009 meeting. 9. COMMISSIONER’S CORNER/ANNOUNCEMENTS A. Commissioners Commissioner Price thanked the Commissioners for the experience and will not reapply. Commissioner Larson commented on senior housing needs. Vice-Chairperson Harp thanked Commissioner Price for her service. B. Staff Senior Center Manager Goodsell reported that she is pleased to be working with the Senior Citizen Commission as the new Staff Liaison and is looking forward to getting to know the Commissioners better. 10.
