2009-01-07 CITY OF ENCINITAS YOUTH COMMISSION MEETING MINUTES MEETING DATE: January 7, 2009 4:30 P.M. 1. CALL TO ORDER/ROLL CALL Present: Chairperson Novack, Vice Chairperson Felzer, Commissioners Michelle Ferreirae, Nick Ferreirae, Ogden, Marow, Campbell, Lawson, Alec Jolly and Marianna Jolly. Also Present: Recreation Supervisor Rubenstein and Administrative Coordinator Dakovich. 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. CLOSING AND ADOPTION OF THE CONSENT CALENDAR A. Approval of Minutes for Meeting of December 3, 2008. COMMISSIONER FELZER MOVED, COMMISSIONER OGDEN SECONDED TO APPROVE THE MINUTES OF THE DECEMBER 3, 2008 MEETING WITH A CORRECTION. MOTION CARRIED 10-0. 5. OLD BUSINESS A. Discussion of the Comprehensive General Plan Update to solicit initial Commission member comments relative to developing a Scope of Work for the Request for Proposal (RFP). Chairperson Novack reviewed the staff report and attachments and encouraged Commission members to share their ideas. He emphasized the fact that this was a real opportunity for the Youth Commission to have input on environmental concerns as well as youth recreation activities in the City of Encinitas. Commissioner Alec Jolly advised that he had a meeting with Mayor Houlihan several months ago regarding skate park ideas. Commissioner Marow asked if a skate park was included in the plan for the Hall property. Vice Chairperson Felzer advised that a skate park was included in the plans for the Hall property. Commissioner Marow suggested taking a school survey to determine youth activity needs. Chairperson Novack advised the Commission should have City Council direction before taking any action. He further referred Commission members to the Youth Teen Master Plan for additional suggestions and ideas. Commissioner Ogden suggested that handing out surveys at various teen events would be very effective. Chairperson Novack encouraged Commission members to focus on environmental ideas as well as activities. Commissioner Marow reminded the Commission to think about young people who would also benefit from any suggestions or ideas. Commissioner Ogden suggested the focus should be on environmental issues, such as beach cleanup, etc. Vice Chairperson Felzer and Commissioner Marow suggested the need for more environmental ads at local schools. Chairperson Novack noted there are several environmental clubs at San Dieguito Academy. He also suggested holding a Job Fair to assist teens in locating jobs. Commissioner Marow suggested a cultural center to advertise volunteer needs, jobs, etc. He noted it could be a small building located at one of the City parks, and could also accommodate meetings of various groups. Commissioner Ogden suggested using the bulletin board at Moonlight Beach for job ads. She also advised that Challenge Day is being held at La Costa Canyon High School, an opportunity for selected students and teachers to share their life stories. Chairperson Novack encouraged the Commission to suggest more environmental ideas. He also noted the need to create a greater public awareness of environmental needs. Commissioner Marow suggested the use of solar trash cans, and using treated, reclaimed water for irrigation needs. Commissioner Ogden suggested a ban on plastic bags. Commissioner Marow noted Von’s Grocery Store recycles plastic bags. He also suggested a cultural center could present on these issues. Chairperson Novack thanked the Commission for their ideas and suggestions, and encouraged them to submit any further ideas or suggestions to Recreation Supervisor Rubenstein, who will forward them to Associate Planner Mike Strong, City of Encinitas Planning Department. 6. NEW BUSINESS A. None. 7. COMMISSIONER’S CORNER A. Commission Commissioners Alec and Marianna Jolly advised it is exam time at their school – High Tech High International. Commissioner Michelle Ferreirae advised San Dieguito Academy winter formal will be held February 6, 2009 at the House of Blues. Commissioner Marow noted San Dieguito Academy has an upcoming event - the American Idol program. Commissioner Ogden advised La Costa Canyon High School winter formal will be held January 31, 2009 at the Hall of Champions in Balboa Park. Commissioner Nick Ferreirae noted the upcoming Diegueno Middle School 80’s Day. Commissioner Campbell advised La Costa Canyon High School finals begin January 23, 2009. Vice Chairperson Felzer noted the upcoming play “Get Smart” coming to San Dieguito Academy. Chairperson Novack noted San Dieguito Academy begins a new semester in two weeks. Commissioner Marow requested information on the Sister City Student Exchange Program. Chairperson Novack noted upcoming Commission presentations could include Community Resource Center, tour of new Public Works yard, Hall property. B. Staff Recreation Supervisor Rubenstein distributed thank you certificates to those who volunteered for the Holiday Parade. She also distributed revised contact list, and information on the upcoming Teen EXPO, teen trips, and teen classes. 8. ADJOURNMENT Meeting adjourned at 5:18 p.m. NEXT MEETING: FEBRUARY 4, 2009
