CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Gagliardo at 5:41 p.m. PRESENT: Chair Gagliardo, Commissioners Buxbaum, Lemen, Thum, and Tucker ABSENT: Commissioners Folescu and van Haitsma ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Chair Gagliardo led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. , 4. APPROVAL OF NOVEMBER 3, 2008 MEETING MINUTES ACTION: COMMISSIONERS TUCKER MOVED AND BUXBAUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF NOVEMBER 3, 2008: MOTION CARRIED: AYES: BUXBAUM, GAGLIARDO, LEMEN, THUM AND TUCKER; NAYS: NONE; ABSENT: FOLESCU AND VAN HAITSMA; ABSTAIN: NONE. 5. Venues: Commissioner Tucker Commissioner T,ucker reported that she had spoken with April Game regarding temporary art and was interested by the possibility. She also reported that DEMA's track system had been installed and they wouldl begin displaying art in January 2009. 6. NEW BUSINESS A. Update: Temporary Installation Program, Chair Gagliardo Chair Gagliardo reported on recent communications with April Game regarding a partnership proposal between the City of Encinitas and the San Diego Fine Art Society for temporary public art. Gagliardo indicated that while the program appeared to have potential cultural value for the City, funding issues were a concern. The City's Community Grant Program may be an option for the project. Chair Gagliardo and Arts Administrator Gilliam would meet with Ms. Game to discuss further. B. Update: Conditional Use Permit, Encinitas Ranch Town Center Arts Administrator Gilliam met with staff regarding the conditional use permit (CUP) at the Encinitas Ranch Town Center. The planning department is currently working with Carltas on the CUP traffic study. The CUP is expected to be heard by the Planning Commission in spring 2009, then go to Council, then to the Coastal Commission for approval. A formal plan had not been submitted to the City for a theater. Discussion ensued. C. Report: Condition of Sidewalk Mosaics on Coast Hwy 101 Arts Administrator Gilliam discussed potential repair work on the sidewalk mosaics along Coast Highway 101. Funding for the repair is anticipated in the next budget cycle. D. Report: City Council Goal $etting, January, 2009 Arts Administrator Gilliam reported that the City Council's goal setting workshops would take place on January 20 and January 22,,2009 at 4:00 pm. Discussion ensued on potential , recommendations to bring forward during goal setting. OPEN DISCUSSION Commissioner Thum reported on the following concerts: 1) December 7, 2008 - Coastal Community Concert Band performance benefitting Meals-on-Wheels at the Centre for the Arts, and 2) January 4, 2009 - Carl Ginelli's Saxophone Quartet at the Encinitas Library. Gilliam reported that: the Artist Colony was exhibiting art in fhe Civic Center Gallery; the Library would hold a Plein Air Show by Renshaw and Gonzales; Ron and Vanessa Lemen's work is on exhibit in the Library Special Collections Room; Rodney McCoubrey completed his 2"d "Wall" collection in the Library Children's area; an Opera Concert would be held at the Library on the third Thursday of December; and Moxie Theater held a fundraiser at the library and would donate $500 for the Encinitas Library Theatre's Readers Theater productions. 8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS None. 9.
