CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Gagliardo at 5:33 p.m. PRESENT: Chair Gagliardo, Vice-Chair van Haitsma, Commissioners Buxbaum, . Venues: Commissioner Tucker Commissioner Tucker reported that DEMA is installing a track system in their office and they plan to display artwork. ~ 6. NEW BUSINESS A. Presentation and Overview of the Citv's Comprehensive General Plan Update Principal Planner Langager presented an overview of the Cify's Comprehensive General Plan Update. She'indicated that the initial General Plan was adopted on March 29, 1989. The general plan serves as a blueprint for the long-range physical planning of the City. Since 1989, a major overhaul'has not been performed. This process will be the first major overhaul of the original Comprehensive General Plan. The update will focus on policies. Land use designation changes may occur as policies are updated. Staff anticipates that the process will taKe approximately two years to complete, followed by Coastal Commission approval. Input from staff, City Commissioners, and public will be received through various meetings and workshops. " Commissioner Gagliardo suggested that the Arts Master Plan and current goals be provided to Principle Planner Langager as. a resource to incorporate appropriate content within the General Plan Update. Ongoing discussion ensued. Langager reported that staff anticipates going before City Council in January 2009. B. Temporarv Public Art Installations, Chair Gagliardo April Game, with the San Diego Fine Arts Society, spoke in support of temporary public art installations such as the one at Quail Botanical Gardens. Her hope is that the City would provide this offering to residents and visitors on an ongoing manner. Chair Gagliargo asked about liability and insurance matters. Ms. Game indicated that the artists own and insure their artwork, as a small business owner would and they assume IiabiJity while the San Diego Fine Art Society provides liability for the site and obtains any permitting requirements. Discussion ensued. Gagliardo suggested that the public art ad-hoc committee work with Ms. Game to look into the possibility of bringing this program to the City and report back to the Commission for cqnsideration. ACTION: THUM MOVED AND BUXBAUM SECONDED TO: (1) TASK THE PUBLIC ART AD-HOC COMMITTEE TO JOINTLY WORK WITH APRIL GAME TO DEVELOP A PLAN TO BRING THE ROTATING PUBLIC ART DISPLAY TO THE C1TY AND (2) REPORT BACK TO THE COMMISSION. OPEN DISCUSSION Commissioner Lemen provided an update on the upcoming Russian Academy of Fine Art Exhibit. Commissioner Tucker reported that DEMA was awarded a grant of $85,000 from the Dept. of Conservation will use it to purchase artistic recycling bins. ~ Commissione'r Thum reported that the Friends of the Library offer a variety of musical performances on the First Sunday of the Month at the Encinitas Community Library. Commissioner van Haitsma reported that San Diego Mayor Sanders indicated-fhat_closures of the libraries and community centers may occur as a result of funding issues. Arts Administrator Gilliam reported that the first Literacy Lab class took place over the weekend at the Encinitas Library. Gilliam announced that Moxie Theater was holding a fundraising event at the Library. 8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1.
