Meeting was called to order by Chair Gagliardo at 5:34 p,m.
PRESENT: Chair Gagliardo, Vice-Chair van Haitsma, Commissioners
Buxbaum, Folescu, Lemen, Thum and Tucker

ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns

4. APPROVAL OF JULY 7, 2008 MEETING MINUTES

COMMISSIONERS TUCKER MOVED AND THUM SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF JULY 7, 2008 AMENDED AS FOLLOWS:

A. Report: Commission for the Arts Strategic Priorities '
Advocacy: Commissioner Folescu
Commissioner Folescu reported that the Leucadia 101 Mainstreet Association recently
held their LeucadiART walk and it was very well attended.
Arts Education: Commissioner Buxbaum

PerFormina Arts: Commissioner Thum
Commissioner Thum reported that August 9th commission concert by Peter Sprague'was
well received. The next Reader's theater event would be September 26, 2008.
Commissioner Thum also thanked Commissioners Buxbaum and Tucker for representing
the Commission for the Arts at fhe event.
Public Art: Commissioner Gagliardo
Arts Administrator Gilliam reported that there was an article in the North County Times
regarding the "Magic Carpet Ride" sculpture.
Chair Gagliardo noted that a topic in the Leucadia Blog was regarding public art
expenditures with a link to a public art survey being conducted by the Encinitas Taxpayers
Association. Chair Gagliardo would try to obtain the complete survey results for '
informational purposes.
Visual Arts: Commissioner Tucker

Commissioner Tucker reported that DEMA's office put in track lighting and would consider
exhibiting art in their offices.
B. Report: Ad Hoc Committee, Monthlv Gallerv Open House, Commissioners
Lemen and Tucker
Commissioner Lemen reported that plans for the monthly gallery open house were placed
on hold and recommended to disband the ad hoc committee. ~

C. Update: Exhibit, Academv of Fine Art, Russia, Commissioner Lemen
Commissioner Lemen reported that plans for the Russian,art exhibit were taking place.
6. NEW BUSINESS
A. Consideration of a donation bv Jeanne Fuller of an oriqinal oil paintinq to the Citv of Encinitas Public Art Collection
The following citizens spoke regarding Agenda Item 6A:

Jeanne Fuller offered her painting to the City for permanent exhibition at the Senior
Center.
Lisa Reinhardt spoke about the artwork.. She is the artist that painted the piece offered to
the City by Jeanne Fuller. She indicated that she would be honored to have the art
donated to the City and placed at the Encinitas Senior Center.
Arts Administrator Gilliam indicated that he had spoken with the Senior Center staff and
they were very receptive to the gift.
Commissioner Tucker noted that it would be a nice addition to the Senior Center.
ACTION:
COMMISSIONERS TUCKER MOVED AND THUM SECONDED TO RECOMMEND
ACCEPTANCE OF THE ORIGINAL OIL PAINTING TO THE CITY OF ENCINITAS
PUBLIC ART COLLECTION. MOTION CARRIED: AYES: BUXBAUM, FOLESCU,
GAGLIARDO, LEMEN, THUM, TUCKER AND VAN HAITSMA; NAYS: NONE; ABSENT:
NONE; ABSTAIN: NONE.
B. Consideration of a 30-dav public commenUreview period for the Art Element
Submittals for the Encinitas Librarv Courtyard
Chair Gagliardo reported that during the Commission for the Arts update which was
presented to the City Council in July, 2008, he recommended that the Commission obtain
models of the proposed artwork for the library courtyard and have them displayed for a 30
day public comment/review period.
Chair Gagliardo indicated that the plan would be to display the models; collect public
comments for 30 days; reconvene the ad hoc committee for review of the artwork, public
comment cards, and to conduct artist interviews; and then bring the item to the City
, Council for consideration of potential funding of the public art for the library courtyard.
Commissioner Folescu indicated that she supports public input for public art.
ACTION:
COMMISSIONERS FOLESCU MOVED AND THUM SECONDED TO APPROVE THE 30
DAY PUBLIC DISPLAY PRIOR TO YEAR'S END AND COMMENT PERIOD OF THE
ART RENDERINGS PREVIOUSLY PRESENTED FOR THE LIBRARY COURTYARD~
AND TO RECONVENE THE AD HOC COMMITTEE. MOTION CARRIED: AYES:
BUXBAUM, FOLESCU, GAGLIARDO, LEMEN, THUM, TUCKER AND VAN HAITSMA;

C. Report• Arts Proqrams funded in the FY08109 Communitv Grant Proqram
Arts Administrator Gilliam reported on the FY08/09 Community Grant Program. There
were approximately 42 grant applications. The review process went well. This year the
applications were reviewed by representatives from each of the commissions; the
commissioners then made recommendations for Council consideration and funding
approval. Council funded $120,000 in Community Grants including the $60,000 matching
donation made by the Mizel Family Foundation.

Gilliam also indicated that the City's Newsletter would note upcoming events for the public.
Chair Gagliardo requested a list of the Community Grant Program award recipients.
D. Communitv Grant Proaram funded proiects for September, 2008:
1. Yoga for Seniors, Wednesdays, 3:00pm, Community Room, Cardiff Library,
2081 Newcastle Ave, Free
2. Lux @ Night (open house), Wednesdays, Sept. 17, 7:00pm, Lux Art institute,
1550 South EI Camino Real, Free
7. Open Discussion
Commissioner Thum announced that the concerts af the Encinitas Library - First Sunday
Music Series - have been well attended. She also noted that the October concertwould
be held on the Second Sunday of the Month. During their Jast board meeting, the Friends
of the Encinitas Library agreed to purchase 80 more chairs for the community room.
Commissioner van Haitsma reported that the Self-Realization Fellowship Gift Shop was
now open. She also indicated that the San Diego Publishers/Writers Guild recently held
an event at the library. .
Arts Administrator Gilliam indicated that the Lux Art Institute invited the commissioners to a
reception for the arts community on September 20 at 5:30 PM. -
Gilliam also noted that the California Foundation for Independent Global Arts had
purchased a grand piano for the library community room and has given the piano to the City.
