2008-07-07 , MEETING MINUTES CITY OF ENCINITAS - COMMISSION FOR THE ARTS ~ Meeting Date: Monday, July 7, 2008 1. CALL TO ORDER/ROLL CALL _ Meeting was called to order by Vice-Chair van Haitsma at 5:38 p.m. PRESENT: Vice-Chair van Haitsma, Commissioners Buxbaum, Folescu, Lemen, Thum and Tucker ABSENT: Chair Gagliardo ALSO PRESENT: Arts Administrator Gilliam, Commission Secreta'ry Zenns 2. PLEDGE OF ALLEGIANCE • Commissioner Thum led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF JUNE 2, 2008 MEETING MINUTES ACTION: COMMISSIONERS TUCKER MOVED AND BUXBAUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF JUNE 2, 2008. MOTION CARRIED: AYES: BUXBAUM, FOLESCU, LEMEN, THUM, TUCKER AND VAN HAITSMA; NAYS: NONE; ABSENT: GAGLIARDO; ABSTAIN: NONE. 5. OLD BUSINESS , A. Report: Commission for the Arts Strateqic Priorities Advocacv: Commissioner Folescu Commissioner Folescu reported that she would be meeting with the Ceucadia 101 Mainstreet Association and would report back at the next meeting. Arts Education: Commissioner Buxbaum No report. Performina Arts: Commissioner Thum Commissioner Thum reported that there would be a Reader's Theater performance on September 26th and a free concert on August 9`h with Peter Sprague. Funding allocations would be made by the City Council during the July 9th Council meeting. Commissioner Buxbaum presented information on the performing arts disciplines that were submitted for FY08/09 Community Grant Program funding. The matrix that she prepared reflects the types and areas of interest that was predominant in the funding requests through the City's Community GrantProgram. Public Art: Commissioner Gaqliardo Arts Administrator Gilliam reported that a reception was held in the library community room for the library gate artists. Visual Arts: Commissioner Tucker No report. , Venues: Commissioner Tucker Commissioner Tucker reported that there were several vacant sites in the downtown area that would make good temporary venues for arts programming. B. Report: Ad Hoc Committee, Monthly Gallery Open House, Commissioners Lemen and Tucker No report. , C. Report: Exhibit, Academy of Fine Art, Russia, Commissioner Lemen Commissioner Lemen reported that the Russian Fine Art Show would be held in January, 2009 at the Encinitas Library. D. Appoint Commission Members to Magic Carpet Ride Poetry Contest Ad Hoc Committee This item would be tabled until information was received by the Cardiff Town CounciL 6. NEW BUSINESS - A. Artsfducation Strategic Priorities Goals Revisions Commissioner Buxbaum reported that the survey being conducted by the Arts Education Ad Hoc Committee did not line up with the previously recommended goals of the Arts Education Strategic Priority #4. As such, language modifications were recommended. ACTION COMMISSIONERS VAN HAITSMA MOVED AND FOLESCU SECONDED TO DISCUSS REVISIONS TO THE APPROVED LANGUAGE OF THE ARTS EDUCATION STRATEGIC PRIORITIES GOALS. MOTION CARRIED. AYES: BUXBAUM, FOLESCU, LEMEN, THUM, TUCKER AND VAN HAITSMA; NAYS: NONE; ABSENT: GAGLIARDO; ABSTAIN: NONE. 07-07 2008 Arts Meeting Minutes.doc Page 2 of 3 I i 07-07 2008 Arts Meeting Minutes. doc Commissioner Buxbaum presented the language of the ArtS Education ad hoc committee as follows: "Create a unified message of findings to advo'cate direcfly with schoo/ districts for increased support: 1) speak at PTA meetings, 2) board meetings, and 3) make presentation to School District Liaison Committee:" ' Commissioner Buxbaum indicated that the survey being performed by the Arts Education ad hoc committee includes offerings not only in schools, but also in Parks and Recreation, the Senior Center and in private sector institutions like the YMCA and Boys and Girls Club. The goal should be to create a message of findings based on the results of the survey, and then advocate as needed to encourage a composite coverage of all arts disciplines for all age groups. ' After lengthy discussion, language was revised as follows Create a unified message of findings based on the results of the Arts Education survey to advocate directly wifh school districts, city agencies, and in the private sector, for increased support in under- programmed areas and/or for underserved age groups. Such advocacy might include: 1) speaking at PTA meetings, 2) speaking at school board meetings, 3) making presentations to the School District Liaison Committee, 4) making presentations to the City Council, and Directors of programming at the Parks and Recreation Department and the Senior Center, and 5) making presentations for the board of directors and programming directors of private sector providers such as the YMCA and Boys and Girls Club. ACTION COMMISSIONERS THUM MOVED AND FOLESCU SECONDED TO ACCEPT THE REVISED LANGUAGE FOR GOAL #4 OF THE ARTS EDUCATION STRATEGIC , PRIORITIES. MOTION CARRIED. AYES: BUXBAUM, FOLESCU, LEMEN, THUMi TUCKER AND VAN HAITSMA; NAYS: NONE; ABSENT: GAGLIARDO; ABSTAIN: NONE. 7. OPEN DISCUSSION There was Commission consensus to cancel the August 4, 2008 Commission for the Arts meeting. The next meeting would take place in September. Vice-chair van Haitsma recommended viewing the surf movie currently showing at La Paloma. She also indicated that Warwick's in La Jolla would be holding a book signing event on August 28, 2008. • 8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS 1. Report from Mike Clark regarding the Magic Carpet Ride Project ' 2. September Me;eting: Report on the CGP Applicant Allocations 3. Discussion of a 30-Day public comment/viewing ofi the remaining public art project at the library. 9. ADJOURNMENT Vice-Chair van Haitsma adjourned the meeting at 6:35 P.M.
