2008-06-02 MEETING MINUTES CITY OF ENCINITAS - COMMISSION FOR THE ARTS r Meeting Date: Monday, June 2, 2008 , 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair,Gagliardo at 5:38 p.m: PRESENT: Chair Gagliardo, Vice-Chair van Haitsma, Commissioners Buxbaum, Folescu, Lemen, and Tucker ABSENT: Commissioner Thum ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2: PLEDGE OF ALLEGIANCE Commissioner Buxbaum led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF MAY 5, 2008 MEETING MINUTES ACTION: COMMISSIONERS VAN HAISTMA MOVED AND BUXBAUM SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF MAY 5, 2008. MOTION CARRIED• AYES• BUXBAUM, FOLESCU, GAGLIARDO, LEMEN, TUCKER AND VAN ` HAITSMA; NAYS: NONE;'ABSENT: THUM; ABSTAIN: NONE. 5. OLD BUSINESS A. Report: Commission for the Arts Strateaic Priorities Advocacv: Commissioner Folescu , Commissioner Folescu reported that she is awaiting response from Julie Lee with Scripps. Arts Education: Commissioner Buxbaum Commissioner Buxbaum reported that she had been working with Arts Administrator GiUiam regarding the arts education strategic priorities.._ Chair Gagliardo indicated that he would summarize the strategic priority goals during his presentation to the City Council at the June 25tn meeting. Commissioners wishing to make revisions to the stated goals should present their recommendations to Chair Gagliardo in time for his presentation. Public Art: Commissioner Gaqliardo Chair Gagliardo reporte'd that the second gate at the library was installed. A reception for artists Hobson and Mullen would be held June 7, 2008. Visual Arts: Commissioner Tucker Commissioner Tucker reported that the Open Call Exhibition at the Encinitas Community Library represented over 120 artists. Gilliam added that judging took place with awards presented for #he Best of Show and five (5) Honorable Mentions. Additionally; an Artists Reception was taking place on June 7, 2008. Lastly, Arts Administrator Gilliam indicated that the current City Hall Exhibit was by Seniors and Sarah Stead. An artist reception would be held on June 18, 2008. Venues: Commissioner Tucker Commissioner Tucker reported on the upcoming Cottonwood Creek Environmental Film Festival and noted that the Chapel of Awareness agreed to allow fheir facility to be used as a venue. B. Report: Ad Hoc Committee, Monthly Gallery Open House, Commissioners Lemen and Tucker Arts Administrator Gilliam reported that there have been three meetings to date. The event would be called the "EVENT." The committee would form a working group that would report back to the committee. C. Report: Exhibit, Academy of Fine Art, Russia, Commissioner Lemen Commissioner Lemen reported that he continued in his efforts to bring the Academy of Fine Art Exhibit from Russia. A Community Grant Program application was submitted and he was working on venue and shipping issues. D. Appoint Commission Members to Magic Carpef Ride Poetry Contest Ad Hoc Committee Arts Administrator Gilliam reported that he had been in contact with Mike Clark regarding the project. He suggested that two commissioners be appointed to an ad hoc committee. Chair Gagliardo suggested that the Commission wait until Mr. Clark presented the project costs prior to appointing commissioners to the committee. i I COMMISSION CONSENSUS TO OBTAIN A COST ESTIMATE BEFORE APPOINTING COMMISSIONERS TO A MAGIC CARPET RIDE POETRY. CONTEST AD HOC COMMITTEE. E. NEW BUSINESS : A. Report: Theatre Pad at Encinitas Ranch Town Center ~ ~ - Chair Gagliardo provided an update on the Theater Pad at the Encinitas Town Center. The project. proposal by Carltas and Moxie Theatre was heard by the City CounciL B. MayAnalytics Report: EncinitasLlVE.com Staff Recommendation: Receive Report Arts Administrator Gilliam presented the analytics report conducted on the EncinitasLlVE.com website. He indicated that modifications and additions to the site were in process. C. Community Grant Program: Funded Projects and Programs for June, 2008 No report. D. Appointment of Commission Chair and Vice-Chair. ~ Staff Recommendation: Vote on Chair and Vice-Chair with the effective date ofi ' June 2, 2008 Chair Gagliardo offered to remain serving as the Commission Chair and also nominated Commissioner van Haitsma to continue serving as the Commission Vice-Chair. ACTION: COMMISSIONERS VAN HAITSMA MOVED AND BUXBAUM SECONDED TO APPOINT COMMISSIONER GAGLIARDO AS CHAIR; COMMISSIONERS GAGLIARDO MOVED AND LEMEN SECONDED TO APPOINT COMMISSIONER VAN HAITSMA AS VICE- CHAIR. MOTIONS CARRIED: AYES: BUXBAUM, FOLESCU, GAGLIARDO, LEMEN, TUCKER, AND VAN HAITSMA; NAYS: NONE; ABSENT: THUM; ABSTAIN: NONE. 7. OPEN DISCUSSION Arts Administrator Gilliam commented on the Ocean Magazine article on Danny Salzhandler. Commissioner Tucker noted that the Film Festival would be featured in the Union Tribune. - 8.
