COMMISSION FOR THE ARTS
Meeting Date: Monday, March 3, 2008
1. CALL TO ORDER/ROLL CALL ,
Meeting was called to order by Chair Gagliardo at 5:39 p.m.
PRESENT: Chair Gagliardo, Vice-Chair van Waitsma, Commissioners
Buxbaum, Folescu, Lemen, Thum, and Tucker
ABSENT: None
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Chair Gagliardo led the Pledge of A1legiance.
3. ORAL COMMUNICATIONS
Morgan Mallory with the Leucadia 101 Mainstreet Association spoke about the LeucadiART 08
event which would take pJace on the last Sunday in August. The organizing committee would like
to encourage members of the Commission for the Arts to become involved with the festival.
4. APPROVAL OF FEBRUARY 4, 2008 MEETING MINUTES

Performina Arts: Commissioner Thum
Commissioner Thum reported that the Friends of the Encinitas Library will hold "First Sunday"
events at the Community Library beginning in May.
Discussion ensued regarding the public noticing of events taking place at the library. Arts
Administrator Gilliam would encourage the County tibrary to publicize events on the City's website
and post i:n-house schedules.
Commissioner Thum also indicated that the Friends of the Library were going to start programming
in the Community Room at the Library.
Public Art: Commissioner Gaaliardo
Chair Gagliardo presented the draft public art AdministratiVe Procedure that was developed by the
Ad Hoc Comm'ittee. In addition to establishing a public art policy, it would serve as a committee
decision making tool for public art projects. The results of the final policy would streamline the
public art approval process. This item would be agendized for further discussion at the next
meeting date.
Visual Arts: Commissioner Tucker
Commissioner Tucker thanked Arts Administrator Gilliam for his work on the library grand opening
art exhibits.
Commissioner Tucker reported that discussions were taking place to create a downtown monthly
fine art event. Discussion ensued.

B. Update Report: The Biq Read: Commissioner Thum
Commissioner Thum presented an update on the Big Read currently taking place throughout the
month of March. The opening event took place on Saturday, March 1, 2008.
6. NEW BUSINESS
A. Appoint Commission Member to serve on the LeucadiART 08 Committee
Arts Administrator Gilliam reported that Leucadia 101 Mainstreet was planning the CeucadiART 08
event for the last Sunday in August. A planning committee was being formed and would like
, participation from a member of the Commission for the ArCs.

THUM MOVED BUXBAUM SECONDED TO APPOINT COMMISSIONER FOLESCU TO
THE, LEUCADIART 2008 PLANNING COMMITTEE. MOTION CARRIED. AYES:
BUXBAUM, FOLESCU, GAGLIARDO, LEMEN, THUM, TUCKER, AND VAN HAITSMA;
NAYS: NONE: ABSENT: NONE. ABSTAIN: NONE.
B. Report: Gallerv 2"d Street Project to Brinq Russian Art Exhibit to Encinitas
Commissioner Lemen reported that one of his students, currently studying at the Academy of Fine
Art, Russia, could bring an exhibit from the school to Encinitas. The location for such an event
would need to be determined. A time frame of August 2_through September 25, 2008 was
tentatively set.
7. OPEN DISCUSSION
Newly appointed Commissioner Ron Lemen introduced himself and discussed his background and
current involvement in the arts.
Commissioner Tucker invited all to visit the Downtown Encinitas Mainstreet Association's new
website: Encinitas101.com.
Commissioner Thum reported on the Coastal Communities Concert Band's 25th anniversary
concert.
Arts Administrator Gilliam reported that the City CounciPs goal setting session would take place on
March 5, 2008.
Chair Gagliardo noted that Commissioner Lemen would need to meet with the City Attorney to
review the Brown Act.
