1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Gagliardo at 5:38 p.m.
PRESENT: Chair Gagliardo, Vice-Chair van Haitsma, Commissioners
Buxbaum, Davis, Folescu, Thum, and Tucker
ABSENT: None
ALSO PRESENT; Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Chair Gagliardo led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS
None.
4. APPROVAL OF JANUARY 7. 2008 MEETING MINUTES
ACTION:
COMMISSIONERS TUCKER AND THUM SECONDED TO APPROVE THE MINUTES OF
THE REGULAR MEETING OF JANUARY 7, 2008. MOTION CARRIED: AYES:
BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM, TUCKER, AND VAN HAITSMA;
NAYS: NONE; ABSENT: NONE. ;
5. OLD BUSINESS

A. Report: Commission for the Arts Strateqic Priorities
Advocacy: Commissioner Folescu Commissioner Folescu reported that she would be scheduling a meeting to discuss the
advocacy goals.
Arts Education: Commissioner Buxbaum
Commissioner Buxbaum reported that the subcommittee and the ad hoc group would be
surveying the arts offerings throughout the community to encompass programming through
the city, community, and schools.

Performinq Arts: Commissioner Thum
Commissioner Thum reported that the ad hoc committee met to discuss perForming arts in
the community room at the Encinitas Library. Classical music and Readers' Theater :
productions would be the focus of events being considered. The committee would
promote the events through the Encinitas Live website, the City's Newsletter, and through
the County Library's website.
Public Art: Commissioner Gagliardo
Chair Gagliardo reported that the ad hoc committee would meet to discuss the process for
public art considerations and community input. The results of this discussion would be
presented at the next Commission meeting.
Visual Arts: Commissioner Tucker .
Commissioner Tucker reported that the committee had met to discuss the possibility of a
monthly art walk on Friday evenings. They would continue in their efforts.
Arts Administrator Gilliam reported that the committee met to schedule art for the Encinitas
Library for 2008. He had been working with the County on additional public art displays in
the library.
Venues: Commissioner Tucker
Commissioner Tucker reported that she would be sending a survey through the Chamber
of Commerce and through the Downtown Encinitas Mainstreet Association's newsletter
asking opinions and seeking information on venues within the community. ,
B. Update Report: The Biq Read: Commissioner Thum
Commissioner Thum reported,that the Big Read event was included in the Encinitas
Newsletter and would also be posted to the Encinitas Live website.
6. New Business
A. Appoint Commission Member to Serve on the Parks and Recreation
Commission Environmenf Dav Subcommittee
Arts Administrator Gilliam reported on that he was working with the Downtown Encinitas
Mainstreet Association and the Parks and Recreation Commission's Environmental Day
subcommittee to organize an Earth Day event on June 7 and June 8, 2008. The Parks
and Recreation Commission was seeking assistance from the Commission for the Arts:

7. OPEN DISCUSSION
Commissioner Thum reported on the activities of the Coastal Community Band.
Co-Chair van Haitsma reported that the Trio Gallery was holding an Opening this Saturday
on North Cedros in Solana Beach from 4-7 pm.
Arts Administrator Gilliam provided an update on the Encinitas Library and noted that the
grand opening was February 23rd at 9:00 a.m. starting with the Ribbon Cutting. Musical
talents would be performed #hroughout the day in the Community Room. Story telling, fiace
painting, and architectural lectures would take place as welL
