2008-01-07 MINUTES OF THE CITY OF ENCINITAS COMMISSION FOR THE ARTS ~ Meeting Date: Monday, January 7, 2008 5:30 p.m. City Hall, Council Chambers 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Gagliardo at 5:35 p.m. PRESENT: Chair Gagliardo, Vice-Chair van Haitsma; Commissioners Buxbaum, Davis, Folescu, Thum, and Tucker ABSENT: None ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Chair Gagliardo led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF December 3, 2007 MEETING MINUTES ACTION: COMMISSIONERS VAN HAITSMA MOVED AND TUCKER SECONDED TO APPROVE THE MINUTES OF THE REGULAR 1VIEETING OF DECEMBER 3, 2007. MOTION CARRIED• AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM, TUCKER, AND VAN HAITSMA; NAYS: NONE; ABSENT: NONE. 5. OLD BUSINESS A. Report: Commission for the Arts Strategic Priorities Advocacy: Commissioner Folescu Commissioner Folescu presented a list of advocacy goals, which included training the commissioners on how to use the Arts in Economics Prosperity Report and to create-a PowerPoint - document that each of the commissioners could use for community and business groups presentations. Performing Arts: Commissioner,Thum Commissioner Thum reported that, with the opening of the new Encinitas Community Library and the prospects for the community room, small venue bookings should begin taking place for April 2008, onward. She indicated that the community room is already booked for March 2008. Arts Administrator Gilliam presented the new Encinitas Library Community Room proposed usage policy. . Commissioners Thum and Buxbaum would meet in the future to discuss further plans. Public Art: Commissioner Gagliardo Chair Gagliardo reported that the public art gates at the community library are in the process of being created and then installed. Additionally, there is a prospective donor for an additional public art sculpture. If the opportunity develops, he would apprise the commission. Visual Arts: Commissioner Tucker Commissioner Tucker reported that the Civic Center Art Gallery and the Community Library Art Exhibits have been organized and booked for 2008 with the art exhibit at the library beginning in March of 2008. . Venues: Commissioner Tucker Commissioner Tucker reported that she would be sending a survey through the Encinitas Chamber and through the Downtown Encinitas Mainstreet Association newsletter seeking opinions and information on venues within the community. B. Report: Scripps Hospital Encinitas, Visual Art Exhibit Opportunities Commissioner Folescu reported that she had no additional information to add to Chair Gagliardo's ' comments on this item. 6. NEW BUSINESS A. Report: The Bist Read: Commissioner Thum Commissioner Thum reported tliat The Big Read was developing very well in conjunction with the new Encinitas Community Library. The opening event is scheduled for March 1, 2008. Books would be available, in conjunction with Borders, at the Senior Center, Cardiff Library and the Encinitas Library. Many events and activities are being developed to take place at various venues throughout the community during the month of March in connection with the book reading. Appoint Ad Hoc Committee to Conduct an Evaluation of the Public Art Procedure Arts Administrator Gilliam suggested that now that the City's public art policy has been in use for some; time, it would be a good idea to re-evaluate the public art procedures and determine if adjustments or improvements could be made. (ACTION: COMMISSIONERS DAVIS MOVED AND VAN HAITSMA SECONDED TO APPOINT CHAIR GAGLIARDO, COMMISSIONER THUM, AND COMMISSIONER TUCKER TO THE AD HOC COMMITTEE TO CONDUCT AN EVALUATION OF THE PUBLIC ART PROCEDURAL POLICY; AND FURTHER MOVED THAT THE ARTS ADMINISTRATOR WOULD FACILITATE THE PROCESS BY SCHEDULING A MEETING. MOTION CARRIED: AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM, TUCKER, AND VAN HAITSMA; NAYS: NONE; ABSENT: NONE. C. Appoint Ad Hoc Committee to Consider a Monthly Artwalk on Hwv. 101 Arts Administrator ~ Gilliam reported that Danny Salzhandler with the 101 Artist's Colony approached him regarding the prospect of developing a monthly artwalk on Hwy 101 with the local artists and galleries. Discussion ensued. ACTION: ' COMMISSIONERS THUM MOVED AND BUXBAUM SECOlVDED TO APPOINT COMMISSIONERS FOLESCU, TUCKER, AND DAVIS TO AN AD HOC COMMITTEE TO CONSIDER THE DEVELOPMENT OF A MONTHLY ARTWALK ALONG HIGHWAY 101. MOTION CARRIED: AYES: BUXBAUM, DAVIS, FOLESCU, GAGLIARDO, THUM; TUCKER, AND VAN HAIT5MA; NAYS: NONE; ABSENT: NONE. 7. Open Discussion Arts Administrator suggested to the Commissioners that the interest groups and the ad hoc committees that they invite the community members to assist them in their prospective tasks. Commissioner Tucker thanked Commissioner Folescu for heriefforts in arts advocacy. She, also reported that the Downtown Encinitas Mainstreet Association was considering organizing a Cottonwood Creek Film Festival for June 7 and 8, 2008 to coincide with the City's Earth Day Celebration. Commissioner Thum reported that the Coastal Communities Concert Band was holding their 25t' Anniversary Concert on March 2, 2008 at 2:30 P.M. at the Carlsbad Community Church. Additionally, a documentary was developed and would be aired on PBS on January 21St. Gilliam reported that the grand opening of the new Encinitas Community Library was scheduled for Saturday, February 23, 2008 at 9:00 a.m. Two stages of talent would take place thraughout the day: 1) Main lobby with instrumental performances and 2) Community Room with bands, and various group performances. He also announced that San Dieguito Heritage Museum was holding an art appraisal on Saturday, January 12, 2008. 8. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS None. 9.
