EL CAMINO REAL ENCINITAS, CALIFORNIA Gentlemen: A visual review of the site was made on November 2711 1990. Based on the updated site plan received and a verbal review of site development plans with Brooke Nash, it is our under- standing that the area of concern is to be utilized for parking only. The proposed parking area is to remain at the same approximate grade, with sheet drainage to the south. The parking surface is to be covered with a fine gravel. Our review found that the site to be used for parking is underlain by dump fill materials. A maximum thickness of approximately 8.0 to 10.0 feet was observed. The materials exposed in the undocumented fill slope consisted of a fine silty sand with several relatively large pieces of concrete and asphalt debris. At the time of our visit, additional dump materials were being placed in the northern one-half of the site. It is our understanding that these recently placed materials are to be removed prior to development of the parking area. CONCLUSIONS AND RECOMMENDATIONS It is our opinion that the proposed development may be constructed per plans, provided the recommendations herein are implemented during construction. Due to the uncompacted nature of the fill materials, voids present around nested oversize materials, and the possibility that organic materi- als may be present, some settlement should be anticipated. Minor local sinks or depressions will continue to develop after construction, and will require periodic maintenance. GEOTECHNICAL EVALUATION PAGE 2 PARKING AREA EXPANSION JOB NO.: 062-0-5-085 ENCINITAS, CALIFORNIA JANUARY 2, 1991 These features often develop other prolonged periods of pre- cipitation or saturation from landscape irrigation and sur- face runoff. The uncompacted slopes are prone to surficial erosion in their existing condition. The following recommend- ations are provided in consideration of the intended use of the proposed development: 1) The proposed parking area should have a minimum grade of 3 percent to provide adequate surface drainage. 2) The subgrade should be scarified to a depth of 12 inches, moisture conditioned and recompacted to a relative density of 90 percent of the maximum dry density for that material. 3) A Class II or Class III base material may be used to cover the parking area. The Class III base material should be a minimum of 6 inches thick, Class II a minimum of 4 inches thick, and placed at a relative compaction of 90 percent. 4) The slope surfaces should be constructed no steeper than 2:1 (hroizontal:vertical) . All loose or over- size debris should be removed from the slope face. It is further recommended that efforts be made to moisture condition and compact the slope surfaces during earthwork construction. 5) Surface runoff from the parking area should be controlled to avoid excessive erosion on the slope face and/or flooding of the adjacent improvements. 6) The undocumented fill is not suitable for support of any structures or improvements other than light vehicular or truck parking. As aforementioned, minor local settlement may occur requiring periodic maintenance. _LIMITATIONS Our investigation was performed using the degree of care and skill ordinarily exercised, under similar circumstances, by reputable Soils Engineers and Geologists practicing in this or similar localities. No other warranty, expressed or implied, is made as to the conclusions and professional advice included in this report. GEOTECHNICAL EVALUATION PAGE 3 PARKING AREA EXPANSION JOB NO.: 062-0-5-085 ENCINITAS, CALIFORNIA JANUARY 2 1991 The observations made are believed representative of site conditions; however, soil and geologic conditions can vary significantly from surface outcrops. As in most projects, conditions revealed during construction may vary with preliminary findings. If this occurs, the changed conditions must be evaluated by the Project Soils Engineer and Geologist, and designs adjusted as required or alternate designs recommended. This report is issued with the understanding that it is the responsibility of the owner, or of his representative, to ensure that the information and recommendations contained herein are brought to the attention of the project architect and engineer. Appropriate recommendations should be incorpor- ated into the structural plans. The necessary steps should be taken to see that the contractor and subcontractors carry out such recommendations in the field. The findings of this report are valid as of the present date. However, changes in the conditions of a property can occur with the passage of time, whether they be due to natural processes or the works of man on this or adjacent proper- ties. In addition, changes in applicable or appropriate standards may occur from legislation or the broadening of knowledge. Accordingly, the findings of this report may be invalidated wholly or partially by changes outside of our control.
