CALL TO ORDER - INTRODUCTIONS
Council Member Dalager called the meeting to order at 8:03 a.m. Self introductions were made.
APPROVAL OF MINUTES - JULY 3. 2008 MEETING
Committee consensus to approve the minutes of the July 3, 2008 meeting.
ORAL COMMUNICATIONS

REGULAR AGENDA
The agenda items were discussed out of order with agenda item number two discussed first, followed by
agenda item number one.
2. DISCUSS OFFSITE MEETING LOCATION FOR OCTOBER 2, 2008 CULTURAL
TOURISM COMMITTEE MEETING- G. MADAMBA
Grace Madamba reported that Lux was starting their second season next week with artist Ray Smith, who
would be the artist in residence through September 27, 2008.
Grace discussed the next Cultural Tourism Committee meeting which would be held off-site at the Lux Art
Institute, located at 1550 S. El Camino Real in Encinitas. She stated that Lux would host hot coffee and
pastries. The meeting would be held in the Library, followed by a tour of the Lux Art Institute, including a
review of Ray's completed artworks created over the course of his stay in September. Parking could be

found at the top of the hill or in the gravel lot near the trailer with overflow parking available in the Kinder
Care lot.
1. ENCINITAS GREEN BUSINESS CERTIFICATION UPDATE- L. TAYLOR
Liz Taylor provided an update on the voluntary Green Business Certification Program which she presented
at the last Cultural Tourism Committee meeting. Liz met with Elizabeth Black with the Encinitas Chamber
of Commerce to consider a green business forum. She reported that the next step was to develop an
implementation program and that because a program already existed at the County level, the County's
Certification Program would be used for now and a more specific program for Encinitas could be developed
in the future.
Teresa Barth reported that she spoke with Karilyn Merlos who was in charge of the Green Business
program for the County of San Diego. She stated that the County has three specific programs developed for
auto repair, restaurant and business office certification. There are no fees, but some of the program
suggestions would cost money to implement: The County does come to the City to verify if there are any
violations for solid waste, run off, etc. Information about the green business program could be found on the
County's website.
Alketa Wojcik asked if there was an organized volunteer program as a component of the green business
program and stated that Mira Costa College has a service learning program which could be an opportunity
to have students provide volunteer services. Liz responded that there wasn't an organized volunteer
program in place yet, but it was something to consider• in the future.
A suggestion was made to contact Russell Levan regarding the program.
Julian Duval reported that they used the County's Green Business Certification Program at Quail Gardens. .
He stated that a copy of the list was distributed to all of the employees so that everyone was involved and
educated about the program:
ANNOUNCEMENTS -
Kathleen Lees with Leucadia Town Council announced they would host a Candidate's Forum at Paul Ecke
Central School at 7:00.p.m. on October 14, 2008.
The League of Women Voters was listing information about each of the ten candidates vying for Encinitas
City Council on the website: www.smartvoter.org.
John McIsaac reported on the Self-Realization Fellowship pumpkins.
Paul Davis reported on the lack of Fourth of July events in 2008. He announced that he was working to put
a program together for the Fourth of July in 2009. Paul stated that he was a representative in the National
Guard as well as several otherpatriotic groups. He would also be working with several community groups
including the Encinitas Chamber, DEMA, and Camp Pendleton. He would like to do a reenactment event
at Cottonwood Creek Park featuring a flag raising ceremony and placing emphasis on patriotism and the
Declaration of Independence. The smaller events would be local, home-town events and not something to
create a regional draw. A suggestion was made to coordinate with the annual parade at Quail Garderis and
to possibly incorporate something on Quail Gardens Drive and down to the San Dieguito Heritage 1Vluseum.

David Oakley with the Encinitas Senior Foundation reported that September was the kick-off month for the
Encinitas Foleys at the la Paloma Theater. The ticket price went up a little this year, but each year the event
has sold out. David also reported that the Senior Foundation has purchased twelve murals to decorate the
halls at Eneinitas Senior and Community Center with art and scenes of the Encinitas Coast.
Margo Oakley, volunteer recruitment chair with the San Dieguito Heritage Museum, reported that there
would be a volunteer appreciation event on Sunday, September 14th at the Heritage Museum. They would
be serving pie and ice cream as a"thank you" for the volunteers. She reported that in June, they had 130
volunteers working at the US Open, and 80 volunteers at the Deep-Pit Barbeque fundraising event.
Margo reported that they would have a Fall Festival from 11:00 a.m. to 3:00 p.m. on Saturday, October
25th, featuring antique appraisals and a craft bazaar. Booths were available for $25.00. Antique appraisals
would be $10 for members and $15 for non-members,
Julian Duval with Quail Botanical Gardens distributed copies of the current newsletter. He announced the
Gala in the Gardens was coming up. They would also have their annual Fall Plant Sale on October 18th
and 19th. October 3rd through October Sth would be their annual Orchid Fair. Julian distributed a flyer
with details about a collaborate effort with the San Diego Fine Arts Society featuring a temporary exhibit of
20 sculptures from the San Diego Embarcadero Urban Trees exhibit. The tree sculptures would be on
display through October and many of them would be for sale.
Teresa Barth reported that the Beach Bus was moving forward. Leucadia 101 would act as the primary
point of contact. They were still looking for more funding to support the program. She stated they were
working on the design of the sponsorship packages and discussing routes for the bus. Teresa announced
that they were planning to kick-off service on Memorial Day weekend of 2009.
Grace Swanson representing the San Dieguito Art Guild and the Off-Track Gallery reported that they
participated in the Leucadia Art Walk. She also reported on several off-site shows at Quail Botanical
Gardens. Grace announced that Richard Hawk would be doing a watercolor demonstration on Thursday,
November.6, 2008.
Janell Vesci with the Encinitas Visitors Center provided an update on Visitor Center activity and stated they
were working on ways to better track visitors and referrals. They have seen a marked increase in European
and Canadian travelers. Approximately ten percent of the visitors are local Encinitans. Janell reported that
they have new art exhibits on display every six weeks, with a reception hosted by the featured artist.
Heather Kinch was the artist currently on display. Janell stated that ten to twenty people visit each month
just to look at the art, which helps to expand exposure for the Visitors Center. They have also increased the
number and type of products for sale in the Visitors Center,
Gary Tucker with the Encinitas Chamber of Commerce and Visitors Center reported that the signage on
Highway 101 was driving a lot of foot traffic, including many local residents into the building.

Gary announced the 14th Annual Oktoberfest would be on Sunday, September`21, 2008. Gary distributed a
newsletter listing several upcoming events. The next Chamber Sundowner was scheduled for September
16, 2008. The Chamber was planning to host a Candidate's Forum in conjunction with Mira Costa College.
Gary also reported that the Chamber was working with Liz Taylor to help disseminate information about

Alketa Wojcik with Mira Costa College announced they were on their second week of school arid reported
that enrollment was up thirteen percent this semester. Alketa reported that Mira Costa was starting their
International Film Festival and they planned to show one foreign film in each of the foreign languages
taught at Mira Costa which included Spanish, Japanese, Italian, Chinese, German and French. Every Friday
at 1:00 p.m. Mira Costa hosts the free program; LIFE- LeaYning is for Everyone. She also announced that
Mira Costa College was putting together an applied business ethics conference which would be at the
Oceanside campus. She stated the event was not free and registration would be required for that event.
Nan Sterman reported on the Encinitas Garden Festival. Nan announced that the 2009 Garden Festival
would be held on Saturday, May 2, 2009 in Cardiff and that they were looking for sponsors as well as
volunteers for the event.
Nan announced that she would be teaching classes at Quail Botanical Gardens called Bye, Bye Grass! The
classes would feature techniques for getting rid of a grass lawn and replacing it with water friendly plants.
The first session deals with proper techniques for getting rid of grass and the second session deals with
what to do once the grass is gone.
Nan also announced that she would be speaking at the Encinitas Library about low water plants on Sunday,
September 28th at 2:00 p.m.
Liz Taylor announced that the North County Chapter of Food, Not Lawns was organizing a bike tour of
several vegetable gardens in the Leucadia area. The bike tour was scheduled for September 20th and they
would be meeting at the Encinitas Coaster Station.
