PRESENT: Council Member Dan Dalager, Council Member Tersea Barth, Arts Adlninistrator Jim Gilliam, John McIsaac, Liz Taylor, Dody Tucker, Paula Kirpalani, Paul Davis, Shari Fortmueller, Grace Swanson, Kathleen Lees, Pat Hammer, Peder Norby and Committee Secretary Brandi Lewis CALL TO ORDER - INTRODUCTIONS Dan Dalager called the meeting to order at 8:02 a.m. Self introductions were made. APPROVAL OF MINUTES - JUNE 5, 2008 MEETING Committee eonsensus to approve the minutes of the June 5, 2008 meeting. ORAL COMMUNICATIONS ~ None. REGULAR AGENDA 1. PRESENTATION ON WEBSITE IMPROVEMENTS AND MONTHLY SITE U5AGE REPORT ON THE CULTURAL TOURISM WEBSITE WWW.ENCINITAS LIVE.COM - J. GILLIAM Arts Administrator Jim Gilliam presented the monthly website usage statistics for the Encinitas Live website. Jim stated that the web master was continuing to malce improvements to the site and encouraged the group to upload information and events to the site. Jim demonstrated the "Add Event" feature on the website and provided a step-by-step demonstration of posting an event to the calendar. Next, Jim demonstrated the "Send a Postcard" feature and did a walk through of how to send an e-postcard. A question was asked regarding being able to send postcards to multiple recipients. Jim stated that the feature was initially set up to send individual postcards but thought the suggestion would be a great feature to add to the site. 07-03-08 Cultural Tourism Action Minutes.doc 2. REPORT ON THE COMMUNITY GRANT PROGRAM APPLICATIONS- J., GILLIAM Arts Administrator Gilliam reported on the Community Grant Program. He stated the program has been in place since 1998 and this year the City would allocate $60,000. The Mizel Family Foundation donated an additional $60,000 bringing the total available funding to $120,000. Apri129th was the deadline to submit applications. One application per non-profit organization was accepted. Individuals and organizations without the 501(c) non-profit designation were allowed to partner with a non-profit organization on the applications. Jim reported that there were 21 Arts and 21 Civic applications submitted and provided a detailed description on several of the applicants and programs. A new selection process was used this year and the recommendations were made by a panel comprised of one representative from each of the following commissions: Arts, Parks and Recreation, Senior and Youth. The selection committee used a preset selection criteria to assign points to each application. The applicants were then grouped by point range and funding was recommended based on the point range. The selection committee recommendations would be presented to the City Council on July 9th for funding allocation. 3. PRESENTATION AND DI5CUSSION ON THE POSSIBLE FORMATION OF AN ENCINITAS GREEN BUSINESS CERTIFICATION- L. TAYLOR Liz Taylor initiated a discussion regaxding the possible formation of a voluntary "Green Business" certification program in Encinitas and stated that she was looking for ideas and feedback regarding the idea. The optional program would offer recognition to businesses that have taken steps to incorporate sustainable practices into their operations. She reported the County of San Diego had a basic business certification program available and there was a checklist detailing the requirements _ posted on the County's website. The checklist includes items to address such as reducing water use, reducing waste load, purchasing consumables, what changes to make in your business, etc. A suggestion was made to approach the Chamber, DEMA and the Environmental Committee to help develop the program. Another suggestion was made to create an educational piece detailing the mission, objectives, goals and benefits of the program, and include checklists, contact - information and details on what would need to be done to achieve certification. Teresa Barth stated that she would contact Pam Slater-Price to get the details and background on the County's program and that she would schedule a follow-up meeting with Liz to discuss further, ANNOUNCEMENTS John McIsaac with Self-Realization Fellowship reported that the new store at the end of K Street _ would open soon. The old gift shop was closed and items were being moved into the new store. No dates had been set for ribbon cutting event. 07-03-08 Cultural Tourism Action Minutes.doc Paula Kirpalani with Leucadia 101 Mainstreet Association reported that Leucadia Art Walk was coming up on August 31 st. Approximately 68 artists were lined up and the next step was to get all of the businesses to participate. Leucadia 101 was also in the process of moving to their new office, located next to Leucadia Glass. They signed a six year lease and hoped that would offer a sense of permanence and a stabilizing factor for 101. Paula announced the new Leucadia Mainstreet Association president was Charlie Marvin. Dody Tucker with DEMA reported that the Encinitas Environmental Film Festival was posted on You Tube and that disks of the winning films were available on DVD at the new Encinitas library. Shari Fortmueller with the San Dieguito Heritage Museum reported on their annual Deep-Pit- Barbeque held in June. E-Street Cafe provided the entertainment and many of the local growers participated in the event. Shari reported that the skateboard and surf legends exhibit was still on going. The third grade field trip curriculum was complete and the teachers reported that the kids really enj oyed it. Dan Dalager reported on the Leucadia Boulevard streetscape improvements. They were redoing some work on the intersection at Vulcan and Leucadia Boulevard which would improve the functionality of the intersection. ' Pat Hammer with Quail Botanical Gardens reported that they had the ground breaking for the Hamilton Garden for Children. In December, Quail would have their annual Garden of Lights event. The walled garden would be turned into the poinsettia garden and this year on the large lawn area they would have a tent with heaters available for party rentals for groups of up to 120. Pat provided a handout listing upcoming events at Quail Gardens. The Hemerocallis (Daylily) event was scheduled for July Sth. The Summer Concert Series was scheduled to start on Sunday, July 20th with additional concerts on August 3rd and August 17th. The Insect Festival was set for July 12th and 13th. There would be an Undersea Garden class on July 19th with Jeff Moore of Solana Succulents and a book signing event on July 27th at 2:00 p.m. for Stephen Ingram's book, Cacti, Agaves, and Yuccas of Calif'ornia and Nevada. Grace Swanson with Off Track Gallery reported they were in the new location and adding members every month. The Art of Magic presentation would be at the Encinitas library on July 19th and artist Lynn Forbes was having a clay sculp{ure demonstration in the Ecke Building at Quail Garderis on August 7th.. Peder Norby, the Highway 101 Coordinator reported on the Cottonwood Creek Film Festival and Environment Day. He also provided updates on the progress of the Highway 101 streetscape design. , Peder reported on the CPP being processed for the Historic Preservation Overlay Zone for Downtown Encinitas, a voluntary, program similar to Mills Act, which would go before the City Council in a few months. Peder reported that they were working on the first phase of repairs for the Encinitas Boathouses. The Encinitas preservation Association was starting their Buy a Brick fundraising campaign for the 07-03-08 Cultural Tourism Action Minutes.doc Boathouses, with installation targeted for October or November. There was a full page article on the Boathouses in the National Mainstreet newsletter which provided national recognition for the project. Matthew Gelden who is pursuing his Masters in planning would be spearheading placement of the Boathouses on the National Historic Registry. Arts Administrator Gilliam reported that the Dixie Strutters would perform on Sunday, July 6th as part of the Friends of Encinitas Library free monthly concert series. He announced there were several proposed concert series coming up and there would be a free concert at the library almost every Sunday. . Jim reported that our local band, the Coastal Community Concert Band, won an Emmy Award for their one-hour documentary film, Every Band Needs a Community, Every Community Needs a Band. ; DISCUSSION OF AGENDA ITEM5 FOR FUTURE MEETINGS None noted.
