PRESENT: Council Member Dan Dalager, Arts Administrator Jim Gilliam, Paul Davis, Grace Swanson, Shari Fortmueller, Sanford Shapiro, Paula Kirpalani, Kathleen Lees, John McIsaac, Christine Beathard, Peder Norby, Joe Koch, and Committee Secretary Brandi Lewis CALL TO ORDER - INTRODUCTIONS Dan Dalager called the meeting to order at $:04 a.m. Self introductions were made, APPROVAL OF MINUTES - APRIL 3, 2008 MEETING Committee consensus to approve the minutes of the Apri13, 2008 meeting. ORAL COMMUNICATIONS None. REGULAR AGENDA L REPORT ON INTERNET USAGE OF THE CULTURAL TOURISM WEBSITE WWW.ENCINITAS LIVE.COM - J. GILLIAM Jim Gilliam reported on the www.encinitaslive.com website usage. He announced they were finalizing the website and that they were hoping to get a webcam at Moonlight Beach in the future. He said they were also planning to start an advertising campaign with flyers to go out in water bill mailers. 2. ENCINITAS OPEN CALL EXHIBITION - J. GILLIAM Arts Administrator Gilliam reported on the use of the Encintias Library Community Room and stated there were art exhibits on display which rotate monthly. Jim announced the 06-05-08 Cultural Tourism Action Minutes.doc Community Room was open during regular library hours and encouraged everyone ta visit the roozn and to view the art work. He announced the Encinitas Open Call Exhibit was currently on display and a reception was planned for Saturday night from 6:00 to $:OO p.m. which would be catered by When in Rome. The r,eception was put on by the Commission for the Arts and was also a recognition event for James Mullen and Paul Hobson who were the artists on the library gates. He announced there would be an after party event at When in ' Rome Restaurant in Encinitas. 3. UPDATE ON THE BEACH SHUTTLE BUS - P. NORBY Encinitas Highway 101 Coordinator Peder Norby reported that the Beach Shuttle was identified as a goal in 2007 and that he, Teresa Barth and Dody Tucker all put in a lot of work . to help realize this goal. He stated they would attempt to put together a pilot project to test tke feasibility of the Beach Shuttle Bus. He presented the Beach Bus concept to the City Council a few weeks ago and the Council was in unanimous support. They plan to put it together in 2009 for a June, July and August test run which would run for 12 weekends and holidays next year. The bus operating schedule would be Saturdays and Sundays from 10:00 a.rn. to 8:00 p.m. and it would run along Coast Highway 101 from Leucadia to Cardiff Seaside market. He stated they would apply for grants to assist with funding. A$25;000 budget was anticipated with a goal to recover as much of the expense as possible. He stated that at sometime in the future Ponto in Carlsbad, Pacific Station in Encinitas and Cardiff Seaside Market would serve as anchors for the shuttle. The infrastructure in these coastal cities wasn't designed for the volume of traffic in the community. He stated they were lookingfor an emission free type of shuttle and sited Santa Barbara, Chattanooga and Palm Desert as examples. He said 2009 was the targeted launch date for the pilot shuttle which would allow for adequate preparation time and allow for expenses to be included in the next two-year budget cycle. There would be a fare box with a nominal charge for weekend passes, day passes, and per ride fees. Leucadia 101 would administer the project as the non=profit responsible for the project. They would be contracting with a private vendor or contracting with NCTD. ANNOUNCEMENTS Peder Norby announced that Encinitas now owned the Boat Houses and added that they would be preserved forever. Shari Fortmueller with the San Dieguito Heritage Museum presented the documentary film, San Dieguito Legends and Legacies: Encinitas Surf Locals (Part I), a fifteen minute documentary film on local Encinitas surf legends. She said they were able to find an SDSU grad student to put the documentary together. 06-05-08 Cultural Tourism Action Minutes.doc Shari announced the new location of the Heritage Museum was working out well. On Saturday, June 21 they would host their 20`'' Annual Deep-Pit Bar-B-Que fundraiser. E-street Cafe helped to provide live entertainment for the event. In addition to the barbequed items, the menu would include vegetarian beans, tortillas and salsa, as well as other vegetarian options. Kathleen Lees announced there was a new mural on the side of the 7-Eleven building iri Leucadia. The mural was created by the Art Wars club from the San Dieguito Academy. Christine Beathard shared information about an exhibit in Beverly Hills on female body building. Conversation ensued regarding the 454 tattoo shop. Sandy Shapiro reported that the Encinitas Senior Patrol provided a foot patrol in Leucadia . now that the sidewalks were finished. He stated that there was noticeably increased foot traffic in the area. Peder Norby added that the City just received a grant from the State of California to help fund sidewalks along Hygeia from Leucadia Boulevard up to the school as part of the Safe Walk to School program. Peder stated that when the public sector invests, the private sector also invests and cited the example of La Especial Norte who would be doing some fagade improvements. o Peder announced that DEMA was getting ready for their first ever Environmental Film Festival, The VIP event was scheduled for Friday evening at E Street Cafe and events were planned on Saturday from 10:00 a.m. to 10:00 p.m. Film contest applications were submitted by students and residents. Paula Kirpalani reported on Leucadia nights which took place in April. She announced they recently had their second public workshop, on the Leucadia Streetscape where Pelton and Associates revealed three conceptual plans. Paula announced the Fourth Annual Leucadia Art Walk was scheduled for August 31, 2008 and that they were accepting applications from artists, Joe Koch commented on the surf legends documentary and commended the work being done . by the San Dieguito Heritage Museum. Sandy Shapiro reported on the Encinitas Garden Festival which took place on May 3, 2008 in Olivenhain. There were 21 gardens selected along the stretch of Cole Ranch Road. The event was very well attended and he said the money that was raised would help donate a permanent collection to the new Encintias Library. He mentioned the first garden tour was started in the Cultural Tourism Committee and it featured a bus running through downtown Encintias. He said they were considering Cardiff; however the streets rnay be under construction undergoing improvements at that time. Sandy also reported that the Encinitas Parks & Recreation Commission would host their Second Annual Environment Day Festival at Cottonwood Creek Park on Sunday, June 8 between 10:00 a.m. and 4:00 pm. This year Environment Day would be held in conjunction with the Cottonwood, Creek Environmental Film Festival. Grace Swanson announced that the San Dieguito Art Guild raised~$16,000 on their Mother's Day Garden Tour. They received a lot of publicity and believe that helped to raise awareness and draw crowds. In the past, the money went to fund scholarships for students; however, this year because of the budget cuts they gave the money directly to the schools to fund the arts programs. The Art Guild was featured in the Civic Center Gallery at Encinitas City Hall last month. Upcoming events included painting at Weidner's on June 22nd, participating in the Leucadia Art Walk in August and on Monday they were planning to get the oldest members together to document the history of the Art Guild. John McIsaac with Self-Realization Fellowship announeed the gift shop renovation should be completed this month and that it was scheduled to open in July.
