CALL TO ORDER - INTRODUCTIONS r Meeting called to order at 8:03 by Dalager. First heard out of order: Nan Sterman on the Encinitas Garden Festival. May 3 was the Encinitas Garden Festival, a walking garden tour in Olivenhain. Parking would be available at Miracosta College with double decker buses shuttling back and forth. SELC will be in the parking lot providing information about the lagoon as the guests wait to get on the bus. OMWD will be talking about water conservations, gardening, environment. Market place will be in center of garden tour, West Village is sponsoring the event this year. Tickets were available on-line. Self-introductions were made. ~ APPROVAL OF MINUTES - MARCH 6, 2008 MEETING No changes. Committee consensus to approve the minutes. ORAL COMMUNICATIONS None. REGULAR AGENDA , 1. REPORT ON INTERNET USAGE OF THE CULTURAL TOURI5M WEBSITE WWW.ENCINITAS LIVE.COM - J. GILLIAM Arts Administrator Gilliam provided an update on the Encinitas Live website. They were still working out some software programmatic issues with the contractor - including issues with uploading images. Gilliam reviewed the analytic report which represents all of the statistical information pertaining to the website. 04-3-08 Cultural Tourism Action Minutes.gz.doc 2. UPDATE ON THE BEACH SHUTTLE BUS - P. NORBY Hwy 101 Coordinator Norby presented an update on the beach shuttle bus. He stated that there was continuing development along the 101 and pedestrian access was becoming more difficult. He presented a concept to connect all three areas along 101 (Cardiff, Downtown Encinitas; and Leucadia) with a shuttle bus. The NCTD bus system was available but not efficient and convenient for the needs of the downtown area. The goal was to capture potential maxkets from visiting guests rather than having them go other cities for shopping or dining, entertainment, etce The DEMO/pilot project would consider issues such as ~ usability, feasibility, fare capture, etc. The Beach Bus Sub-Committee wanted to present the idea to the City Council as a CTC committee. Two options for presentation; 1) As an informational item for Council advising that they would go through grant sponsor opportunities over the next year; or, 2) present feasibility to begin a pilot program this stunmer. Businesses such as resort and Pacific station will be key business marketing opportunities so the timing of this venture should take these developments into consideration. This would be a$20-$25,000 capital venture so funding is an issue. Labor and fuel were biggest hurdles to overcome. 3. ENCINTIAS SPORTS FESTIVAL - CENTURY RIDE - J. CURL Not heard. ANNOUNCEMENTS Sid Shaw commented on the proposed ground floor retailing issue and need for additional parking. He would like to be notified of planning commission and parking study mailing lists. Paula Kirpalani with Leucadia 101 Mainstreet Association announced several upcoming events: Leucadia Nights on 5aturday, April 19 with several activities taking place; the annual Leucadia Art Walk on August 31 from 10;00 a.m. to 5 p.m.; and the E-recycling event at the Ecke Elementary Scliool on April 19th. She announced that they were looking for volunteers and artists. Kathleen Lees announced they were trying to get a newsletter formed and were looking for ways to fund art in the roundabouts in Leucadia. 2nd and D street Gallery was currently showing at City Hall in the Civic Center Gallery. The Encinitas Street Faire would be on Apri130. Gary Tucker, Executive Director of the Encinitas Chamber announced the State of the Community Address with Mayor Stocks on Apri18 from 5:30 to 8:30 p.m. at the Encinitas Senior and Community Center; along with several other speakers. He also noted #hat there is a small group of artists on second street - 2nd street planning committee - trying to put together an event for the summer. Elizabeth Black was just hired as tlie new admin assistant at the Encinitas Chamber, and they would be placing new person at the Encinitas Visitors Center. Paul Davis announced that the Encinitas Rotary would be painting the CRC building on Saturday; their Annual Wirie Tasting/Fundraising event would be on May 31 st. and lastly, the annual soccer tournament on August 9 and 10. . Dody Tucker, Executive Director, DEMA, indicated that the Arts Alive Banners will be displayed DEMA and the Chamber were jointly advertising in "Travelhost." And the "San Diegan." 04-3-08_Cultural Tourism_Action Minutes.gz.doc Sally Foster, Miracosta College, reported that the college in conjunction with the Encinitas Chamber would host the first annual Cinco de Mayo event, May 3, 2008 from noon to 6:00 p.m. Also the San Elijo Lagoon Conservancy would host San Elijo Lagoon Day on Saturday, May 10 from 9 a,m to 3 p.m. Alketa Wojcik, Miracosta College, announced on Friday, Apri14 at 7;00 p.m. they would feature two documentaries by a local producer: On Apri125, 190 third graders would be visiting the campus to take classes with the Miracosta college instructors. Grace Madamba, Lux Art Institute, introduced herself as the new communications/pr/events person. The next Artist in Residency will feature Julie Heffernan, with the opening celebration on Saturday. Peder Norby, Hwy 101 Coordinator, indicated that the Leucadia Streetscape was ongoing from A Street to La Costa Blvd. They will be holding a series of community meetings, the next meeting would be in May. He also reported that the Cardiff Specific Plan planning committee finished their work and recommendations will be going to the Planning Commission, then Council. CA Community Bank was opening downtown and has approved a loan for the Boat House, which were in escrow. _ Arts Administrator Gilliam, reported that the `Big Read' concluded. The month-long community event worked well in conjunction with the opening of the new Encinitas Library. Also, three new exhibits: Diane Dudek in the Civic Center lobby; Lea Dewitt in the Civic Center cases; and Joel Bloomberg at the community library; Joan Sebastian at the Community Center.
