Dody Tucker, Paul Davis, Joe Koch, John McIsaac, and Committee Secretary Brandi Lewis.
CALL TO ORDER - INTRODUCTIONS
Council Member Dalager called the meeting to order at 8:02 a.m. Self-introductions were made.
APPROVAL OF MINUTES - DECEMBER 6, 2007 MEETING
There was corrunittee consensus to approve the minutes of the December 6, 2007 meeting.

REGULAR AGENDA
1. UPDATES ON SHUTTLE BEACH BTJS SUB-COMMITTEE - T. BARTH
Council Member Barth reported on the progress of the Beach Bus Sub-Committee. The Committee
held their second meeting. They are still looking for sponsors to help pay for the service. Costs to
run the shuttle on Saturdays and Sundays, from Labor Day through Memorial Day were discussed.
2. POSSIBILITY OF HAVING A COMMERCIAL RECYCLING PROGRAM FOR
ENCINITAS - C. RHODES
Carris Rhodes with DEMA initiated a discussion regarding a potential commercial recycling
program for Encinitas. Jeff Richie, Vice President of EDCO was also there to provide supporting
documentation and information.

EDCO provides recycling services for co-mingled recycling materials. The goal of the program is
to reduce the size of current trash bins, which are more expensive, and supplement with less
expensive recycling bins to allow for an increase recycling overalL
Based on a waste stream analysis by EDCO, the size of current commercial trash bins can be
examined to determine if a smaller trash bin, coupled with a recycling bin could effectively reduce
the overall cost of services, while increasing percentage of materials xecycled by businesses.
Obstacles to the program include cost, space, and perception that it's more difficult to recycle.
It was noted that finding space for recycling containers may be especially difficult. EDCO will
work with DEMA and other Mainstreet Associations to find locations and try to work out details to
develop a pilot program dealing with coastal accounts. A plan will be developed for future
presentation.
3. 2008 CALENDAR OF EVENTS - ALL
Sherri Fortmueller with San Diego Heritage Museum announced that they will be having an
Appraisal Fair on January 12th, at the Museum.
The Leucadia 101 Mainstreet Association will be having their Annual Membership Meeting on Jan.
17th at City Hall, The meeting will include the State of Leucadia presentation, 2008 goals setting .
and general Q&A session.
Council Member Dalager reported that the San Dieguito Union High School will be having a
fundraiser to help raise money for the new Visual Perfoiming Arts Center. The date is tentatively
set for February 9th.
Dody Tucker with DEMA announced that the Arts Alive Banner unveiling will be on January 27tn.
Jim Gilliam, Encinitas Arts Adininistrator reported that the grand opening ceremony for the new
Encinitas Library will be February 23rd, at 9:00 am.
ANNOUNCEMENTS
Sherri Fortmueller with San Diego Heritage Museum reported that they have been working with
SDSU graduates from the film department to develop a short video on surf and skateboard legends. ,
In the spring, Jeff Charles, the History Chair at Cal State San Marcos, will be doing interviews with
skateboard legends to develop a living history.

Paula Kirpilani with Leucadia 101 Downtown Mainstreet Association reported that they are
winding down with the holiday lighting contest. Winners will be announced soon, including the
new People's Choice Award.
Paul Davis with the San Diego County Parks and Recreation Advisory Committee announced that
he is planning to make a presentation on a historical preservation program at the next County
meeting. He discussed the process for getting a building registered on the State and National
Register and encouraged Encinitas to get the places we feel are historical locations registered.
Karen Coleman with the Encinitas Visitor Center announced that the Chamber Installation Dinner
will be held on January 26th, at the Encinitas Ranch Clubhouse.
Peder Norby, the Encinitas 101 Mainstreet Coordinator reported that the purchase of the Boat
Houses is scheduled to go before City Council on January 16th, in an effort to preserve the buildings.
An application to register with the National Trust will be processed.
Peder also announced that the Draft Cardiff Specific Plan is targeted to go before the Planning
Commission in March. The Leucadia sidewalk project is complete. Public meetings for the
Leucadia Streetscape are scheduled to begin in February and will take approximatelyl2-18 months.
