CALL TO ORDER - INTRODUCTIONS Council Member Dalager called the meeting to order at 8:01 a.m. Self-introductions were made. APPROVAL OF MINUTES - NOVEMBER 1, 2007 MEETING Committee consensus to approve the minutes of the November 1, 2007 meeting. ORAL COMMUNICATIONS None REGULAR AGENDA L UPDATES ON SHUTTLE BEACH BUS SUB-COMIVIITTEE - T. BARTH Council Member Barth reported on the progress of the beach bus sub-committee. She stated that she met with Karen King, with NCTD. It was determined that private.shuttle services would be able to use NCTD bus stops. 2. UPDATE ON VACANT PROPERTY ADJACENT TO CITY HALL ON THE CORNER OF E STREET AND VULCAN AVENUE - T. BARTH Council member Barth reported that this item is scheduled to be on the agenda forthe next City Council meeting on Wednesday, December 12, 2007. 12-06 2007 Action Minutes.doc 3. LEUCADIA SIDEWALKS INSTALLATION - P. NORBY Highway 101 Coordinator, Peder Norby reported on the progress of the Leucadia sidewalks installation prqcess. Twelve bloeks of new sidewalks were poured in two-block phases, each phase taking approximately one-to-two weeks to complete. Phasing of the project works well because it helps with parking challenges and is not as disruptive for merchants. Peder passed around the concrete stamps that were used to stamp the concrete of the new sidewalks installed in Leucadia. The stamps were created by the Leucadia 101 North Mainstreet Association and feature two different custom logos designed by local artists. There has been positive feedback about the project and people feel the unique artwork and historical reference of the stamps represents the culture of Leucadia well. Merchants have reported a noted increase in foot traffic. Peder reported that the next phase of work will be the new streetscape design from A Street up to North Court. 4. UPDATE ON CARDIFF SPECIFIC PLAN PROCESS - P. NORBY Peder Norby reported on the progress of the Cardiff specific plan update. The process included public input and is approximately 80% complete: 5. HOLIDAY CALENDAR EVENTS - ALL Encinitas Chamber of Commerce Holiday Sundowner everit will be at Quail Botanical Gardens on Tuesday, December l lth at 5:30 p.m. The DEMA Holiday party will be at Encinitas TV on Friday, December 14th at 6:30 p.m. Paula Kirpilani with Leucadia 101 Mainstreet Association reported that Leucadia Nights is this Friday night, December 7~'. December is also the Leucadia Holiday lighting contest. This year they've added the People's Choice Award. Ballot boxes are located at various Leucadia merchants. Quail Botanical Gardens announced that the Garden of Lights event starts this Friday, December 7, 2007. 6. DRAFT 2008 MEETING SCHEDULE - ALI, Group consensus to maintain the standing meeting time.on the first Thursday of each month at 8:00 a.m. 12-06 2007 Action Minutes.doc ANNOUNCEMENTS Danny Salzhandler reported that the Arts Alive banners are scheduled for unveiling on Sunday; January 27, 2008 at 2:00 p.m. The unveiling will be held in conjunction with a large going away party for Off Track Ga11erX. Karen Coleman with the Encinitas Visitors Center reported that the Visitor Center exterior building signage is now up. Julian Duval with Quail Botanical Gardens reported that the Gardens received a FEMA grant, and want to expand learning programs for fire safe landscaping. They are trying to raise awareness for `the classes. Council Member Teresa Barth reported that the Orchids & Onions Awards were just announced. The City of Encinitas earned one of each. She noted that Mike Clark helped design the War Memorial at Cottonwood Creek Park, which was given an Orchid Award. He also worked on the Cardiff Surf Sculpture which received an Onion Award. The Friends of Cardiff Library held a Celebration of Life Ceremony for the Torrey Pine trees next to Cardiff Library on Saturday, December 1, 2007. The trees are dying and must be removed. Six trees that are low-water use and California climate friendly will be planted. Wood from the trees will go to Palomar College Urban Forestry. Joe Koch initiated a discussion about a giant, new surf statue. Discussion ensued regarding possible placement for the statue, as well as other various art opportunities. Dody Tucker with DEMA announced that DEMA will have an event to celebrate their 2ptn ` anniversary in 2008. Carris Rhodes with DEMA announced that Cottonwood Creek Environmental Film Festival will be June 7th and 8th in conjunction with Environment Day. The community is encouraged to submit 5-10 minute videos about the environment, offering solution-oriented, positive content. Winning community films will be shown on Environment Day. Arts Administrator Gilliam reported that the deadline to submit applications for the 2008 Civic Center Art Gallery is tomorrow, Friday, December 7, 2007. He also gave a brief update on the Encinitas Live website. The Big Read project is coming to Encinitas in March, 2008: There will be a series of 50 different events happening in the city related to the Big Read. 12-06 2007 Action Minutes.doc Gary Tucker reported on the art shows held at the Visitor Center. Mary Fleener was the first artist exhibit and Off Track just completed their show. The program will continue on a six week rotation which concludes with an open house event. DISCUSSION OF AGENDA ITEMS FOR FUTURE MEETINGS Carris Rhodes with DEMA would like to place commercial recycling in Encinitas on the next Agenda. EDCO will be invited to attend.
