CULTURAL TOURISM`COMMITTEE MEETING MIN:UTM ` Poinsettia Roo'm, Civic Center f 505 Sou#h V,ulcan A~enue Thursday, Janu~ry .4, 2007 at 8:30 a.m. PRESENT: Council Members Dan Dalager and Teresa Barth, City Manager Phil Cotton, Arts Administrator Jim Gilliam, Paula Kirpalani, Allyson Evers, Nan Sterman, Paul Davis, Tom Cozens, Christine Bethard, Joe Koch, Pat Hammer, John McIsaac, Linda McArdle, Keith Turner, Kathleen McMillan-Lees, Sandy Shapiro and Committee Secretary Zenns. CALL TO ORDER - INTRODUCTIONS Council Member Dalager called the meeting to order at 8;33 a.m. Self-introductions were made. APPROVAL OF MINUTES - DECEMBER 7, 2006 MEETING Committee consensus to approve the minutes of the December 7, 2006 meetirig. ORAL COMMUNICATIONS None. - REGULAR AGENDA 1. SUBCOMMITTEE REPORTS: : • Historic Mission Bells - Keith Turner with the Encinitas Chamber reported that the plaques for the bells would be delivered shortly and then ready for installation. • Encinitas Live (NEA Grant Website Project - Arts Administrator Jim Gilliam i reported that the committee and the website design firm, Lyon & Associates, had begun the process of building the website. They anticipate the website to be an Arts and Community website to include information such as current activities, 01-04-2007 Action Minutes.doc Page 1 of 3 i programs and homepages for local artists. The website domain is: encinitaslive.com. The website would be maintained and managed by the City. • Garden Festival - Nan Sterman reported that the Garden Festival would take place on Saturday, April 21, 2007 in the community of Olivenhain. The . committee was working on including exhibits from local community groups such as the Trails Coalition, San Elijo Lagoon Conservancy, Olivenhain Water District, and the San Dieguito Autoban Society: The Market Place would be held at the Olivenhain Town Hall and parking would be located at Miracosta College with shuttles to the garden tour neighborhood. ANNOUNCEMENTS Paula Kirpalani with the Leucadia 101 Mainstreet Association made the following announcements: The organization relocated to the Tom Guy building; The Light-Up Leucadia event was held last month and went well; and, The annual Winter Social would take place January 16, 2007 at Jamroc. Kathleen McMillan-Lees with the Leucadia Town Council announced that Rachelle Collier was the new president. She also announced that she was working"on the fagade grant program with the Leucadia 101 Association. Arts Administrator Gilliam announced that the City had received a donation from Chevron Corporation to create a DVD of the Operation Homecoming event that took place last September. The National Endowment for the Arts had agreed to support the project and aide in distributing the DVD to the military bases. Keith Turner with the Encinitas Chamber and Visitors Center announced that their annual : Installation Dinner would take place on January 20, 2007. Council Member Barth spoke about the bird-watching, opportunities that our community offers and the economic benefits that it can bring. Council Member Dalager announced that he had a teleconference with the National Endowment for the Arts in Washington, D.C. They proposed that the City of Encinitas host the West coast premiere of the Operation Homecoming documentary stamng Kevin Costner. Tom Cozens reporCed that Tim Wrisley is publishing the Encinitas Magazine that was presented at the last Cultural Tourism Committee meeting. 01-04-2007 Action Minutes.doc Page 2 of 3 Linda McArdle announced that the San Dieguito Heritage Museum would be relocating to their new location next week and anticipates re-opening in the spring. Peder Norby with the Downtown Encinitas Mainstreet Association (DEMA) announced the following: There would be a Super Sidewalk Sale on January 20, 2007 with over 30 merchants participating; Arts Alive 2007, the street banner event, had begun. Banners were to be turned in by the end of January, the unveiling would take place in February, and the Auction in June. Pat Hammer with Quail Botanical Gardens announced the following events: March 31 - Annual plant sale; April 28 - Annual bamboo sale; : May 5- Basket making class; May 12 - Chocolate Festival; June - Encinitas Rotary Wine Festival Steve Aceti, Board President of DEMA, announced that the Board of Directors approved the continuation of grant funding to local groups and agencies. He also indicated that they would continue their efforts with the City on parking issues. A parking consultant had been contracted to determine how to maximize the parking in the downtown area.
