CALL TO ORDER/ROLL CALL
Mayor Maggie Houlihan called the meeting to order at 11:04 a.m.
APPROVAL OF MINi7TES - FEBRUARY 24, 2004 MEETING
Sub-committee consensus to approve the minutes of the February 24, 2004 meeting.

REGULAR AGENDA
1. REPORT FROM THE MASTER PLAN SUB-COMMITTEE
Lois Sunrich presented the draft Master Plan. She indicated that a mission statement was
developed along with the sub-committee's goals and objectives. Some minor revisions were made
to the Mission Statement by the sub-committee members. Ms. Sunrich reported that the goals and
objectives were developed based upon the goal setting session that took place in the Fall of 2003.
The main objective of this sub-committee and the reason it was initially developed was to create an
internet database with links that would provide information on historical sites and materials, their ,
location, and contact information from and about all areas of Encinitas. I
Billy Stern indicated that clarity was needed in the area of the internet website and the City's
involvement in hosting the website. Mayor Houlihan noted that while the City supports the
objective, it first should begin as a partnership with the community.

Action Minutes of the History Without Walls Sub-Committee
DIRECTION:
The sub-committee would continue its research on grants that would be available in 2005,
some of which are available through the City - the Arts Commission and the Community
Block Grants are two possible sources. StoryArts, Inc. would take the lead in the grant
writing process; and, Ms. Sunrich would finalize the draft Master Plan and have it available
at the next meeting.
2. UPDATE FROM THE ENCINITAS HISTORY AND HISTORICAL
PRESERVATION RESOURCE BROCHURE SUB-COMMITTEE
This agenda item was continued to the next meeting.
FUTURE AGENDA ITEMS
1. Presentation of the Final Master Plan.
2. Report from the History and Historical Preservation Resource Brochure Sub-committee.
