CALL TO ORDER/ROLL CALL
Mayor Maggie Houlihan called the meeting to order at 11:03 a.m.
APPROVAL OF MINUTES - JANUARY 27, 2004 MEETING
Sub-committee consensus to approve the minutes of the January 27, 2004 meeting.

REGULAR AGENDA
L REPORT FROM THE MASTER PLAN SUB-COMMITTEE
Lois Sunrich presented an update on the Master Plan indicating that she had prepared a summary of
the sub-committee's goals and objectives. The summary, entitled "Master Plan Notes, " is attached
and hereby made a part of these minutes. The sub-committee members reviewed the summary and,
after group discussion, revisions were made. Ms. Sunrich indicated that she would develop a
Master Plan utilizing the Master Plan Notes and have it available for distribution to the sub-
committee at the March meeting.
Billy Stern noted that he would work with Jim Clark in developing a demo webpage for the sub-
committee. He would also look into obtaining a grant for funding the set-up costs of the website.
Ms. Sunrich indicated that she had already done some research on grants and would continue in this
effort. Mayor Houlihan stated that this project would possibly be a candidate for the Community
Grant Program and suggested that Ms. Sunrich contact the Assistant to the City Manager, Richard
Phillips, for additional information on the program.

Action Minutes of the History Without Walls Sub-Committee
The following members would participate on the Database/Website Sub-committee: Chairperson
Jim Clark, Billy Stern, Kenneth Hayward, and Elaine Masters.
DIRECTION:
The Master Plan Sub-committee would finalize, and present at the March 23, 2004 meeting,
the Master Plan, specifying the goals, objectives, and direction for each sub-committee.
2. UPDATE FROM THE ENCINITAS HISTORY AND HISTORICAL
PRESERVATION RESOURCE BROCHURE SUB-COMMITTEE
Kenneth Hayward reported that the Encinitas History and Historical Preservation Resource
Brochure was completed. He indicated that the brochure was forwarded to Jim Clark who was
unavailable for today's meeting. The brochure would be presented at the March 23, 2004 meeting.
