2003-12-04 CITY OF ENCIlvITAS ACTION MINUTES OF THE REGULAR MEETING OF THE CULTURAL TOURISM COMIVIITTEE December 4, 2003 Present: Deputy Mayor Maggie Houlihan, Council Member Dan Dalager, City Manager Kerry Miller, Sherry Smoot, Kathryn Gould, LaVerne Shaw, Chuck Ades, Wendy Haskett, Jim Clark, Cyd Shaw, Paul Davis, Peder Norby, Irene Kratzer, Julian DuvaL DIRECTION/ACTION Call to Order and Announcements Council Member Houlihan called the meeting to order at 8:36 a.m. Self-introductions and the following announcements were made: Peder Norby with the Downtown Encinitas Mainstreet Association (DEMA) noted that the flower baskets are now on display along Hwy 101. This project was a coordinated effort between the Encinitas Chamber of Commerce and DEMA. Irene Kratzer announced that the Friends of the Cardiff Library would hold a bake and book sale on Saturday, December 6, 2003. Kathryn Gould, with the Commission for the Arts, announced that the Arts Master Plan mini-grant applications are now available. City Manager Kerry Miller announced that the National Endowment for the Arts had approved the city's grant application. The city would receive $10,000 funding for the cultural arts brochure and website project. Deputy Mayor Houlihan announced that the Holiday Parade would be on Saturday, December 6, 2003. Also, December 7, 2003, the Veteran's Memorial Dedication at Cottonwood Creek would take place. Council Member Dan Dalager reported that in 1980 the U.S. Olympics men and women's volleyball teams won medals. This yeax they would celebrate the 20th anniversary of that event and the teams would be planning an anniversary get-together/fundraiser to support youth volleyball. Plans are being made and should take place in March or April 2004. 3ulian Duval, Executive Director of Quail Botanical Gardens, announced that the gardens would be celebrating the holidays with their "Garden of Lights" event beginning on December 11, 2003. Included in the festivities would be the horse drawn wagon, cocoa, marshmallow roasting, and Santa. Sherry Smoot, with the Encinitas Visitors Center, reported that the Paul Ecke Flower Tour was a huge success. The event sold out and they directed inquiries to Gish & Ades and Weidner's gardens. 12/04/03 Cultural Tourism Committee Meeting Action Minutes Page 1 of 3 Agenda Item #1 Wendy Haskett gave an update on the Backward Glances Event. She indicated that she would be Backward Glances Event Update telling stories about people and events from each of the five communities. The event would take place on January 20, 2004 at 7:30 p.m. at the Encinitas Community Center. The group discussed the idea of putting together a community-wide calendar of events that would Agenda Item #2 be located on a website - perhaps connected to the Visitor's Center's website. Sheny Smoot would Discussion of the Creation of a Joint Community bring the issue before the board. Jim Clark agreed to work with Sherry on the project. Peder Calendar of Events Norby suggested that the calendar be designed so that designated people from the various groups/agencies would have the ability to update the calendar directly with the use of ASP language. He reported that the calendar of events on the Hwy 101 website is handled in this fashion. The group agreed that this would be the best way to handle the upkeep of the information. Agenda Item #3 Chuck Ades reported that the subcommittee met and would like to participate in the 2004 America Formation of the America in Bloom Committee in Bloom competition. He would like to see more involvement from the arts, business, and and the Designation of a Chairperson historical groups. Maggie Houlihan indicated that there are many entities in the city with projects in the works that could be included in the competition. However, these projects would take time to get them in place. For this reason, she would like to see the city participate in 2005. Julian Duval noted that the group needed to keep in mind the psychological momentum involved in participating in an annual event. There may be more enthusiasm and interest in the event if it were an annual event. Kerry Miller indicated that he thinks it would be best to wait for the 2005 competition otherwise we could run the risk of submitting basically the same application as we did this year. However, he would be willing to defer to the subcommittee on this issue. Peder Norby added that DEMA would be happy to participate in the tour, however, DEMA would _ not have the time to participate in the event as they did this year. Chuck Ades would discuss this with the subcomrriittee and report back to the group. Agenda Item #4 ChaiYpersons fYOm the sub-committees repoYted as follows: Sub-Committee Reports Garden Tour - Chuck Ades reported that Nan Sterman is heading the subcommittee, however, she was not available for today's meeting. The group had met earlier in the month. They are making plans to hold the tour in the summer of either 2004 or 2005. Rail BYidge - Peder Norby reported that NCTD and the city staff are working on the rail bridge project. At this time, the project does not involve artwork on the bridge. Discussion of Future Agenda3tems 1) Reports from sub-committees. 2) The formation of the NEA Grant Cultural Arts Brochure/Website subcommittee. Neat Regular Meeting The next meeting would take place on January 8, 2004.
