2003-10-02 CITY OF ENCIIVITAS ACTION 1VIINUTES OF THE REGULAR MEETING OF THE CULTURAL TOURISM COMIVIITTEE October 2, 2003 Present: Deputy Mayor Maggie Houlihan, Council Member Dan Dalager, City Manager Kerry Miller, Assistant to the City Manager Richard Phillips, Peder Norby, Sherry Smoot, Edger Engert, Joe Koch, Mike Dillon, Davielle Huffman, Cristina Chacon, Kathryn Gould, Sid Shaw, LaVerne Shaw, Chuck Ades, Adam Kaye, Julian Duval, and Wendy Haskett. DIRECTION/ACTION Call to Order and Announcements Council Member Houlihan called the meeting to order at 8:37 a.m. Self-introductions were made. Agenda Item #1 Peder Norby, Executive Director of Downtown Encinitas Mainstreet Association, gave a report on North Hwy 101 Corridor Report the activities taking place along the North Hwy 101 Comdor. He indicated that the revitalization efforts of the City, DEMA, and the local merchants have been very successful. Recently, the Leucadia-Encinitas Mainstreet Association has been formed as a result of the hotels/motels/merchants desires to have the same success in the Leucadia area. Peter Eberle has been hired to assist with the formation of the group. The group now has a Board of Directors consisting of inerchants, residents, and property owners. The group's goals include finding office space, re-installing the surfing and Hwy 101 signs, community markers, facade improvements, and possibly organizing a Taste of Leucadia event. DEMA is providing support by means of technical assistance, office and equipment use, and mentoring with the anticipation that the group will become self-sufficient. Agenda Item #2 Assistant to the City Manager Richard Phillips gave an NCTD Summary on behalf of Mayor NCTD Summary Jerome Stocks who was unable to attend the meeting due to an unexpected calendar conflict. Mr. Phillips reported on the Encinitas Passing Track Project. The project spans 1.7 miles between E Street and Chesterfield. NCTD has begun construction of the project with an estimated completion date of February 2004. An NGTD information line has been established for the project [760-599-8333]. Additionally, an update on the project has been posted to the City's website. Mr. Phillips noted that the City of Encinitas is attempting to arrange a community information meeting with NCTD. Mr. Phillips further reported that the San Diego Association of Governments and the City of Encinitas are administering projects to develop preliminary design and engineering plans for three pedestrian crossings along the rail route and a grade separation alternatives study. 10/02/03 Cultural Tourism Committee Meeting Action Minutes Page 1 of 4 Peder Norby gave a report on the Hwy 101 Association. The association is a consortium of elected Agenda Item #3 officials, chambers, and mainstreet programs. The group was formed to educate, preserve, Hwy 101 Association Report enhance, and promote Hwy 101 with a brochure and events. Two weekends ago, the association held the inaugural "Woodies on 101" event. The group worked with the Wavecrest Woodie group to promote the event. 80 woodies drove along Hwy 101 in parade fashion with a Sheriff's escort from Oceanside to Del Mar. Mr. Norby noted the event had a great turnout. Sherry Smoot, with the Encinitas Visitors Center, presented an update on the Visitors Guide that is Agenda Item #4 being developed. The guide will be used as a community profile guide, a visitors guide, as well as Visitors Guide a relocation guide. The center anticipates that it will be ready by mid-December 2003. The guide will be funded by the ad sales and they have completed 60% of the sales campaign. The size of the guide is dependent on the number of ads sold. They are currently working on the literary portions of the guide. Agenda Item #7 was taken next out of order. Agenda Item #7 The sub-committees were reported on as follows: Reports from the Sub-Committee Chairpersons Along the El Camino Real - There was no official report from the chairperson. Enhancement of the VisitoNS Center - This item was addressed under Agenda Item #4 by Sherry Smoot. CultuYal Tours - There was no official report from the chairperson History without Walls - Deputy Mayor Houlihan reported that the next meeting is October 28th at 11:00 a.m. The committee is working on the "Backward Glances" event with Wendy Haskett. It is scheduled for January 20, 2004 at the community center. Artwork to the Rail Bridge - There was no official report from the chairperson. AmeYica in Bloom - Edger Engert reported that the awards ceremony took place September 18- 20, 2003 in Chicago. Overall, the City did very well and scored not far behind the winning city. He would like to see the City compete in the competition again. He also reported that the cities of Del Mar, Vista, and San Marcos have all shown an interest in competing as well. Chuck Ades thanked the committee for taking on the task. He found that the AIB project brought together many different groups. He also found that participating in the competition makes you more aware of everything that your city has to offer. 10/02/03 Cultural Tourism Committee Meeting Action Minutes Page 2 of 4 Agenda Item #7 Historic 101 Marketing - This item was addressed under Agenda Item #3 by Peder Norby. Reports from the Sub-Committee Chairpersons (continued) Hwy 101 Southern Entrance Project - There was no official report from the chariperson. Davielle Huffrnan updated the group on her efforts towards establishing the City of Encinitas as a Agenda Item #5 National Wildlife Federation Habitat Community and individuals as National Wildlife Federation National Wildlife Federation Backyard Habitat Backyard Habitats. She indicated that this project would fit in very well with the America in Committee Formation Bloom Subcommittee's efforts. There are several items that must be done in order to become certified. One item is having a team of registered volunteers. The first of five training events takes . place next week at Quail Botanical Gardens and it is open to residents throughout San Diego County. Other requirements include: certification of a certain number of habitats within the community; provide community workshops; develop outreach programs; develop partnerships; develop a"Frequently Asked Questions" handout. Ms. Huffinan also indicated that in order for a resident to become a certified backyard habitat, the following must be provided: food, water, shelter, and a place for wildlife to raise their young. Habitats can be large or small (even condominium or apartment patios and balconies have been certified). Cristina Chacon, with the Arts Commission, gave a brief update on the National Endowment for Agenda Item #6 the Arts grant application. She reported that the City applied under the Challenge for AmeYica, Report on NEA Grants which is a community partnership type category. The award is a$10,000 grant. The project submitted for the grant is a collaborative project involving the Cultural Tourism Committee and DEMA to create a tourism brochure with a parallel website. The brochure and website will identify all the arts and cultural activities taking place within the City. The grant winner will be announced in November. Oral Communications The following announcements were made: KathrSm Gould, Arts Commission, reported that the Arts Master Plan Unveiling is tonight at the 101 Artist Colony. Chuck Ades reported that Poinsettia Open House at the Ades and Gish Nurseries is Saturday, November 22, 2003 from 10:00 am to 4:00 pm. Sherry Smoot with the Chamber/Visitors Center, reported that the Poinsettia Tour is November 22, 2003. The tour sold out in three days (over 1100 tickets with an additional 300 people on the waiting list). 10/02/03 Cultural Tourism Committee Meeting Action Minutes Page 3 of 4 Oral Communications Peder Norby, DEMA; reported that the last Rods and Woodies event for the year is October 16, 2003. He also reported that the Safe Trick or Treat down Mainstreet would take place again this (continued) year. DEMA is looking for support from the merchants and service groups. The event will include music, pumpkin viewing areas. He also noted that the streets would be cleaned after the event. Deputy Mayor Houlihan reported that Encinitas Days is October 4, 2003 at the Moonlight Beach. Discussion of Future Agenda Items 1) None noted. Next Regular Meeting The November 6, 2003.
