2003-01-09 CITY OF ENCIIVITAS ACTION NIINUTES OF THE REGULAR MEETING OF THE CULTURAL TOURISM COMIVIITTEE January 9, 2003 Present: Deputy Mayor Maggie Houlihan, City Manager Kerry Miller, Peder Norby, Paul Davis, John Mclssac, Sid Shaw, Julian Duval, Sherry Smoot, Sherry Hamilton, Edgar Engert, Chuck Ades, Kathryn Gould, Audrey Goldschmidt, and Fred CaldwelL DIRECTION/ACTION Call to Order and Announcements Council Member Houlihan called the meeting to order at 8:39 a.m. Self-introductions and the following announcements were made. Deputy Mayor Houlihan announced that the new committee co-chairperson is Council Member Dan Dalager. He is attending a conference in Sacramento and unable to be here today. Houlihan also thanked the committee members for their contributions over the past year. Sherry Smoot/Encinitas Visitors Center reviewed the Annual Report for the Visitors Center, noting that the center served 22,462 visitors last year. Ms. Smoot also reported that an "Informational Board" will soon be displayed outside the center. The boaxd will provide information to visitors 24 hours a day. There is no cost to the center for the display board since all costs are covered by advertiser costs. This idea is in the beginning stage and a lot of work needs to be completed before the board is in place. Kathryn Gould with the Arts Commission reported that the Arts Master Plan has been approved by the City Council. The plan will eventually be put on the city's website. Carol Jensen/San Dieguito Heritage Museum indicated that their Annual Meeting takes place one week from Saturday. It will be held in conjunction with the annual barbecue. Chuck Ades announced that the Square Dance Club is holding their beginner's class tonight at the Encinitas Community Center. They will also be offering "round dancing lessons." Paul Davis with the Encinitas/La Costa Rotary indicated that they are holding a Rotary Road House on February l, 2003 at the Elks Lodge. Edgar Engert invited everyone to the 30t' anniversary celebration of the North Coast Y Club which will take place on January 25 at 5:30 p.m. at the Ecke Magdalena YMCA. Goal Setting City Manager Miller reviewed last year's goals: Revisions to the goals list as sug esg ted by the committee are noted as follows: FAM Trip - completed and no reason to repeat; Bell Program - ongoing; Inventory of Rooms - completed; Enhancement of the Visitors Center - ongoing; [A three-year lease has been signed. Renovation and upgrading for both aesthetic and practical needs are necessary for items such as handicap restroom access, expansion of hours of operation, redesign to separate the Chamber from the Visitors Center] Delete Referral Center enhancement from the goals list as this has been completed; Impact and Demand Survey - to be completed/keep on goals list; Cultural Tours: Distinctive Architecture and Garden Tour - in the works. Flower Tour - will not take place this year/next year likely. History Without Walls - ongoing; Additions to the goals list were requested as follows: Add Artwork to Rail Bridge with Fred Caldwell and Peder Norby as co-chairs. Add for review by committee "America in Bloom" project. This is an annual nation-wide competition, which requires community participation on a project and recognizes cities for the horticultural work done. Quality of Life Book preparation - Sherry Hamilton requested that this item be placed on the goals list - under Enhancement of the Visitors Center. The book covers all aspects of living and visiting the City and the Chamber and Center would like the committee's assistance with proofing and editing. Historic 101 Marketing Hwy 101 Southern entrance project (triangular land near K St) - such as a monumental fixture that would indicate to the visitors that they have entered downtown Encinitas. I 'I I Call to Order and Announcements (cont'd) Julian DuvaUQuail Botanical Gard'I ns announced that the children's garden preview of "Touch of Wonder" is under construction. Ti ey hope to have it open the first weekend of April. Duval also noted that they are nearing a lease lagreement with the City, which will allow for expansion of the gardens. I Update on the Sub-Committees The following sub-committees gave reports as follows: • EZ Camino Real Banner Pro~am - Sherry Hamilton reported that Arlene Betti and Carolyn Cope are meeting with engineering staff on January 13, 2003. i • Visitors CenteY ReferYal Sey-vice and Enhancement of the Visitors Center - Julian Duval reported that some enhanceme Its have been completed with more to take place in the new year. This item will be placed as an aigenda item for the next meeting. • Cultural Tours - Maggie Houlihan reported that the chairpersons for the Architectural Tours have been in discussion and m~aking plans. Chuck Ades reported that the Flower Tour will take place again next year. • The Visitor/Economic Impact and Demand Survey/Study - There was no report on this item. • The Cultural Tours - There was no report on this item. • History Without Walls - Coun Icil Member Houlihan reported that the first meeting went well. She noted that the next meeting will take place on January 23, 2003 and everyone is welcome to attend. I Oral Communications This item was taken next out of arder. Peder Norby with DEMA indicated that Supervisor Slater has agreed to provide some funding to DEMA for an improvement projeci. DEMA is considering draping the bridge with a sign as the project. NCTD has already given their approval for the project. Norby noted that Mayor Stocks came up with the idea of draping ~the bridge with a sign in the same fashion that they doing the buses. DEMA with the help of Fred Caldwell are working on art designs. Matching funds from the City will be needed. This issue will be placed on the committee goal setting list.
