ACTION NIINUTES OF TI3E REGULAR MEETING OF
THE CULTURAL TOURISM CONIMITTEE
October 3, 2002
Present: Mayor Christy Guerin, Council Member Maggie Houlihan, City Manager Kerry Miller, Peder Norby, Paul Davis, John Mclssaic, Carolyn Cope, Cyd Shaw, Julian Duval,
Joe Koch, Nan, Carol Jensen, Nan Sterman and Steve Eilanberg.
DIRECTION/ACTION
Call to Order Council Member Houlihan called the meeting to order at 8:10 a.m. and self-introductions were
made.
Presentation on Distinctive Architecture and This item was heard first out of order.
Gardens Tour
Nan Sterman, a writer for San Diego Homes and GaYdens, reported that she was approached by
Council Member Houlihan about doing an architecture and gardens tour_ She introduced Steve
Eilanberg noting that he has experience in organizing home tours. Mr. Eilanberg reported that he
has a lot of interest in unique architecture and has traveled great distances to view it. He indicated
that there are some really unique homes here in Encinitas that are often blocked by walls or on cu1-
de-sacs and out of public view. He recently conducted a tour of seven homes. He noted that there
was reluctance by some homeowners to participate. However, he beiieves that establishing public
awareness and a legitimate purpose for the tour, such as a fundraiser, will help with this. Each
community has a distinct character and there are many ways to do a tour. Each year we could pick
a different theme or a different community, and we could include the unique, the extreme, and the
well done homes and gardens. Tours can be done all day, in the morning or afternoon. There can
be walking tours, shuttle tours or a combination of both. It was noted that the best time for a tour is
in the spring or early summer.
Ms. Sterman noted that she has been on seven tours in the county this year but none of them have
taken place in the North County. There was concern noted by the group about safety and damage
to the participating homes; however, it was noted that rules would be set and that having docents
guide the tours would help avoid problems.
A subcommittee was formed to include the following individuals: Nan Sterman, Steve Eilanberg,
Carolyn Cope, Arlene Betti, and Julian Duval.
Julian Duval indicated that Quail Botanical Gardens can be used as a starting point and can be used
for parking as well. The committee will need to know what resources the City is offering, and then
they can plan a strategy.
Update on the Sub-Committees The following sub-committees gave reports as follows:
• El Camino Real Banner Program - Arlene Betti reported that they have received pictures from
Mr. Pough. The bell dimensions are on the pictures so they were given to traffic engineer Rob
Blough. With the pictures and dimensions, Mr. Blough can determine the best locations for the
bells.
. • Visitors Center ReferYal Ser-vice and Enhancement of the Visitors Center - Julian Duval spoke
about the budget and what needs to be done as far as enhancements. There was group
discussion about the possibility of having a visitor's center in the Cottonwood Creek Park in
conjunction with the San IDieguito Heritage Museum. Peder Norby indicated that in the City of
Coronado, they have the transit authority, the mainstreet association, and the visitor's center in
one location. They work very efficiently together. He indicated that when these types of
facilities are spread out, communication can be difficult. It is a great idea to have all the
tourism functions in the same location. Mayar Guerin noted that there is the possibility that
there is a location for this type of set up in the park and she hopes that the visitor's center will
keep this in mind when dealing with their future enhancement projects and budget.
• The Distinctive ANChitecture and Gardens of Encinitas Tour - Reported in agenda item #1.
• The Visitor/Economic Impact and Demand Survey/Study - Peder Norby reported that the
survey has been delayed as a result of the Hwy 101 Roads Conference.
• The Flower Tour - There was no report on this item; however, it was noted that this
subcommittee will be named "Cultural Tours" and be combined with the Distinctive
Architecture and Gardens of Encinitas Tour subcommittee.
• PYeservation of the History of Encinitas - Carol Jensen gave a brief report indicating that the
invitational letter will be mailed out shortly. The group agreed that the community meeting
should take place in November rather than waiting until after the holidays. Ms. 7ensen noted
that she has already generated a list of invitees; however, she is open to additional suggestions.
Peder Norby mentioned that previous elected officials and supervisors might be a good addition
to the list. Paul Davis indicated that those involved with the local newspapers might be a good
addition.
Oral Communications Julian Duval with Quail Botanical Gardens announced that their annual plant sale takes place on
October 19th and 20t'. The insect faire took place last weekend. T'he Garden of Lights is coming
soon. He also mentioned that the sign in front of the Ecke Family building has a lot of historical
information about the land and the building and this may be a good addition to the inventory of the
historical documents being developed by the preservation subcommittee.
Oral Communications (cont'd) Mayor Guerin announced that the Sister Cities Delegation is arriving today from Hondo, Japan.
They will be attending the Encinitas Day Celebration and the Mayor of Hondo is running in the
SK.
Joe Koch indicated that he has been in contact with the artist David Campbell in Germany. Mr.
Campbell has been working on a prototype of a statue. Mayor Guerin noted that this project
should be addressed by the Arts Master Plan.
Paul Davis announced that the Business Expo would take place at the Community Center next
week.
Peder Norby spoke about the following items:
The Hwy 101 Road Conference was a success with representatives from the State Department
of Tourism from Washington, DC, New York, and San Francisco.
Safe Trick or Treating on.Pumpkin Lane will take place on Halloween night from 5:00 p.m.
to 8:00 P.M.
The Poinsettia Festival is coming up.
The Downtown Encinitas Dining Guide is now available at the Visitor's Center and hotels.
DEMA, with assistance from the City, is working on finding a location for the Farmers
Market.
Arlene Betti indicated that tickets are now on sale for the Annual Ecke Ranch Tour, which takes
place on December 7, 2002.
Mayor Guerin gave an update on the Encinitas Passing Track.
