2002-09-05 CITY OF ENCINITAS ACTION MINUTES OF THE REGULAR MEETING OF THE CULTURAL TOURISM COA'IlVIITTEE September 5, 2002 Present: Council Member Maggie Houlihan, City Manager Kerry Miller, Peder Norby, Paul Davis, Sherry Hamilton, Sherry Smoot, John Mclssaic, Chuck Ades, Carolyn Cope, Sid Shaw, Julian Duval, Joe Koch, Cyd Shaw, Lloyd O'Connell, Kathryn Gould, Edgar Engert, and Lorna Martin. DIRECTION/ACTION Call to Order Council Member Houlihan called the meeting to order at 8:10 a.m. and self-introductions were rnade. Update on the Sub-Committees The following sub-committees gave reports as follows: • EZ Camino Real Banner Progr°am - Carolyn Cope reported for Arlene Betti. She reported that the sub-committee met with the city traffic engineer Rob Blough yesterday, September 4, 2002. They reviewed maps and identified where the medians are along El Camino Real. Mr. Blough will look at various sites and determine the best locations for the bells, taking into consideration the landscape and the size of the bells. Once that is determined, the project will go out for bid. • Visitors Center Referral Service and Enhancement of the Visitors Center - Julian Duval reported that the sub-committee would be moving forward soon. • The Distinctive Architecture and Gardens of Encinitas Tour - Council Member Houlihan reported that this item has been postponed until the next meeting. • Preser-vation of the Histosy of Encinitas - Carol Jensen gave a brief report on the actions taken by the subcommittee. Ms. Jensen indicated that she, Lloyd O'Connell and Council Member Houlihan are working on a letter to invite the various groups, organizations, and individuals within the city to a meeting. The purpose of the meeting would be to create a catalogue and obtain additional ideas on the topic. The invitational letter will be mailed out in the near future. Presentation on Distinctive Architecture and Council Member Houlihan reported that this item has been postponed to the next meeting. Gardens Tour T.O.T. Update City Manager Miller gave a report on Transient Occupancy Taxes (TOT), which are collected by the City through the hotels. He outlined the history of TOT funds, gave a brief description, and overview of where the funds go, and how they are used. Mr. Miller also noted the drop in TOT funds as a result of the events of September 11, 2001. The TOT report is attached and hereby incorporated into these minutes. Oral Communications Edgar Engert, Encinitas Chamber of Commerce, announced the following items: • The chamber would be holding its 8th annual Oktoberfest and Craft Faire on September 29, 2002 from 10:00 a.m. to 5:00 p.m.; • The holiday parade committee is in need of volunteers. The committee meets on the 2"a Thursday of each month. The contact person is Pam Miller with the community services dept. • The service group "The Wisemen" would be celebrating their 30th anniversary. They are having a fundraiser on November 2nd at the YMCA; • He also spoke about the "topiary" cadillac that was on display at the San Diego Fairgrounds. He and other citizens think it would be a nice addition to the downtown area. Peder Norby, DEMA, announced the following: • The last "Rods and Woodies" event would be held on September 19, 2002 on Highway 101; • The Highway 101 Roads Conference would take place in the city during the month of September; • A Taste of Mainstreet was another success this year. Tickets sold out again. • DEMA is working with other local coastal cities to work together on Hwy 101 development. A historian and transportation planner will be hired to look at the history of Hwy 101 and find changes that have occurred over the last 50 years. A brochure will also be created. Sherry Smoot, Visitors Center, displayed various articles that are for sale at the Visitors Center. She aiso noted that the FAM trips are still going on with NCTD. Solana Beach just had one and Encinitas will be participating in another trip. Sherry Hamilton, Encinitas Chamber of Commerce, spoke as follows: • She discussed the "Ferns Guide." Encinitas is now included in the guide. This is a widely used - and distributed brochure; • She also noted that the chamber would be having a"Day at the Races." The cost is only $5.00; ` • Lastly she noted that the chamber would be hosting the Business and Chamber Expo at the Community Center. Lloyd O'Connell, Encinitas Historical Society, announced that they would be holding Open House from 12:00 p.m. to 4:00 p.m. and they are having walking tours on Saturdays. (^'.arnhm CllilP. This is the 15 anniversary of the Oral Communications (cont'd) city's relationship with Hondo, Japan. Ms. Cope also noted that the Rob Machado Surf Classic is coming in November. Joe Koch stated that the reggae band that performed recently at the Moonlight Beach Concerts was very good. Kathryn Gould, Arts Commission, reported that the committee is working on the Arts Master Plan. They met with the Council subcommittee. The meeting went well and the commission anticipates going to the full Council in November. - Paul Davis indicated that the City should look into having a"Hall of Fame" wall at City Hall or perhaps in the new library. This would be a way of honoring some of the long-time volunteers that have helped create and form our city. There are people that need to recognized before they are gone. Mayor Guerin likes the idea but doesn't think it would be appropriate for the honoraries to be selected by the Mayor; rather, a committee should make those decisions. Julian Duval, Quail Botanical Gardens, announced that the gardens held their 3rd annual gala/fundraiser and they were able to net over $52,000. The gala honored Paul Ecke, Jr. Mr. Duval also noted that the gardens would be open and free to the public on September 11th as a way to commemorate the event. Chuck Ades announced that SANDPIPERS, the Square Dancing Club, offers lessons at the Community Center. All are welcome to join them. Council Member Houlihan indicated that October 12 is Lagoon Days. Mayor Guerin reminded everyone that Encinitas Days is October 5, 2002. She noted that the Sister City delegation from Hondo, Japan will be in attendance and she encouraged everyone to introduce themselves. Also, on September 11, the Senior Center is holding a special luncheon and the City Council will have a special ceremony with the Fire Dept. Color Guard.
