ACTION MINUTES OF THE REGULAR MEETING OF
THE CULTURAL TOURISM CONIlVIITTEE
July 18, 2002
Present: Council Member Maggie Houlihan, City Manager Kerry Miller, Peder Norby, Paul Davis, Sherry Hamilton, Sherry Smoot, John Mclssaic, Chuck Ades, Carolyn Cope, Sid
Shaw, Julian Duval, Gary Tucker, Jim Clark, Joe Koch, Lynn Love, Adam Englund, Arlene Betti, Lorna Martin.
DIRECTION/ACTION
Call to Order City Manager Kerry Miller called the meeting to order at 8:09 a.m. and he announced that Council
Member Houlihan would arrive late for the meeting. Self-introductions and the following
announcements were made:
Sherty Hamilton, Encinitas Chamber of Commerce and Visitors Center announced that the Council
approved a three-yeax contract for the Chamber to operate the Visitors Center.
Jim Clark, Cardiff Chamber of Commerce, announced that there would be a Sundowner on July 23,
2002 at the Quail Botanical Gardens.
Carolyn Cope, Encinita.s Sister City Committee, announced that the committee is preparing to
receive the five delegates from Hondo, Japan who will be visiting the City.
Peder Norby, DEMA, announced the following:
- A"Rods and Woodies" event would be held tonight on Highway 101;
- The Highway 101 Roads Conference would take place in the city during the month of
September;
- DEMA received approval from NCTD to paint the railroad bridge crossing Encinitas Blvd. near
Highway 101;
- Lastly, he reported that DEMA is working with NCTD, MTDB, and other vital organizations to
rename the #301 bus route, which runs along Highway 101, to bus route #101.
Chuck Ades announced that SANDPIPERS, the Square Dancing Club to which he belongs, would
begin giving lessons at the Community Center on September 12, 2002. He also announced that
hosts are still needed for the student exchange Global Outreach program.
Julian Duval, Quail Botanical Gardens, reported on the "Corpse" flower and its rare bloom, noting
that its origination is from the island of Sumatra and is known for its size, rare blooming history,
and odor.
Coast Highway 101 Cultnral Preservation District This item was taken first out of order.
Adam Englund spoke about the need to preserve Encinitas and its historical chann and uniqueness.
He indicated that "formula" businesses (franchise or corporate type businesses) have a way of
taking over the unique, smaller type businesses. He believes that it is these smaller businesses
which help make Encinitas what it is. Mr. Englund is seeking support to preserve the cultural
district of Encinitas in an effort to prevent the "formula" businesses from taking over and the city
losing its charm. He proposed the following request: 1) that a sub-committee be appointed by this
group to address this issue; 2) that city staff be directed to investigate this concept - particularly the
city attorney would need to look at this issue; and, 3) sponsorship from the City.
After some group discussion, City Manager Miller noted that support by the committee for this
issue was mixed. The agenda item is a presentation item and no action needed to be taken at this
time. He suggested that the group considers the item and not makes any decisions at this time.
Update on the Sub-committees The following sub-committees gave reports as follows:
• EI Camino Real Banner Program - Arlene Betti reported that when the sub-committee was
originally formed, it was believed that banners along the El Camino Real comdor would be a
good way of noting its history. However, the committee realized that there are too many
banners along the road already and they had concerns that our banners would get lost amongst
all the others. So, they came up with the "Mission Bell" idea. Ms. Betti indicated that the sub-
committee should be named the "El Camino Real Bell Program." The sub-committee met with
Jirnmy Pough and requested a bell prototype to present to the group. She announced that Mr.
Pough was here and brought his prototype with him for the committee to view.
The meeting adjourned from 9:00 a.m. to 9:14 a.m. to the parking lot to allow fhe committee to
preview the bell prototype created by Mr. Pough.
After review of the bell and group discussion, there was consensus to move forward with the
bell idea. They are looking at having 12 bells placed in the medium along El Camino Real
between Leucadia Blvd. and Encinitas Blvd. The next step would be for the sub-committee to
meet with the Engineering Department. A meeting would be arranged with Arlene Betti,
Carolyn Cope, Peder Norby, City Manager Miller, Council Member Houlihan, and Traffic
Engineer Rob Blough.
• Visitors Center RefeYral Service and Enhancement of the Visitors Center - Sherry Smoot
reported that the Visitors Center recently created a new brochure for placement in the local
businesses and at the center. She noted that the center serves over 1,200 individuals per month
and these brochures would be a great asset in providing information to them.
Update on the Sub-committees (cont'd) .The Distinctive Architecture and Gardens of Encinitas Tour - Council Member Houlihan
reported that this item is in the works. A presentation would be given to the group in the near
future. I
• Preservation of the History of Encinitas - Carol Jensen gave a brief report noting that Caxolyn
Cope and a few other individuals have agreed to be a part of the sub-committee. Their goals
include:
- Creation of a catalogue of each item available and its location;
- Formation of a cataloguing and preservation sub-committee;
- Consolidation of all of the historical items and histories;
- Creation of a list of items that are missing or what is needed in order to have a complete
historical record;
- Creation of a"Local History' axea in the new library.
Ms. Jensen indicated that their next step will be to hold a meeting with all the various groups,
organizations, and individuals within the city for the purpose of creating a catalogue and obtaining
additional ideas on the topic. An invitational letter would be sent out on City letterhead to let the
recipients know that this is a city function.
Oral Communications Lorna Martin requested a report on TOT funds.
