2002-06-06 CITY OF ENCINiTAS ACTION MINUTES OF THE REGULAR MEETING OF THE CULTURAL TOURISM CONIlVIITTEE June 6, 2002 Present: Mayor Christy Guerin, Council Member Maggie Houlihan, City Manager Kerry Miller, Peder Norby, Paul Davis, Christina Chacon, Sherry Hamilton, Sherry Smoot, John Mclssaic, Chuck Ades, Lorna Martin, Karen Gutierrez, Carolyn Cope, Cyd Shaw, Paula Kirpalani, Sid Shaw, Julian Duval, and Robert Mance. DIRECTION/ACTION Call to Order Council Member Maggie Houlihan called the meeting to order at 8:09 a.m. Self-introductions and the following announcements were made: Council Member Houlihan announced that the following items have been added to the agenda: "The Distinctive Architecture and Homes Tour" and "Preserving Encinitas' History." Peder Norby/DEMA thanked the City for the flag banners that will be put up during various holidays. He also noted that there are now flower baskets hanging on the light poles thanks to Edger Engert, Danny Dalager, and Evelyn Weidner. Lastly, Mr. Norby announced that the annual "Suinmer Classic Nights" series starts on June 20, 2002. Update on TOT Funds This item was continued to a future meeting. Update on the Sub-committees The foilowing Sub-committees gave reports as follows: • The Flower Tour - Sherry Hamilton reported that there was a great turn out for the Flower Tour. The press was good. There weren't as many people on the tours but it was a good turnout. They had a lot of vendors for the Open Market. The committee is having a wrap up meeting next week. . • EZ Camino Real Banner PYOgram - Carolyn Cope indicated that Arlene Bettie couldn't make today's meeting but she has been working with businesses on this program and hopes to be able to give an update soon. Updates on the Sub-committees . Visitor/Economic Impact and SuYVey/Study - Peter Norby reported that the draft survey is completed. He reviewed the survey and its components. There are three parts to the survey, which DEMA anticipates will provide an overall viewpoint from visitors, merchants, and residents. With the results of the survey, DEMA hopes to receive feedback on the City's strengths and weaknesses as it relates to the tourism industry. DEMA also hopes to identify our tourists with respect to where they come from, what their activities include while they are here, how much money they spend, where and how long they stay, and where they come from. Mr. Norby explained that 50 people from each category from areas all over the City will be surveyed. There was general group discussion and comments on the survey. • VisitoNS Center Referral Service and Enhancement of the Visitors Center - Julian Duval gave a brief report on the visitors center enhancements. There was group discussion on the need to have a main information locale, such as a kiosk, where tourists can obtain information on hotels, restaurants, and activities during and after regular business work hours. Meeting Schedule for the Months of July and August The July and August meeting dates were discussed. It was decided that the next meeting will take place on July 18, 2002 (rescheduled as a result of the 4 ' of July holiday). The August meeting is cancelled due to Council's surnmer recess. The September meeting will take place as scheduled on September 5t'. The Distinctive Architecture and Homes Tour This item was added to the agenda by Council Member Houlihan. She indicated that there are so many homes with great architectural features in Encinitas that having a tour might be a good addition to the City's events. Ms. Houlihan discussed with the group the possibility of creating a new sub-committee to help organize the event. She noted that she already has three point people interested in heading up the project so the sub-committee would help with the organizational aspects of it. The group agreed that this would be a great addition to the list of sub-committees. Ms. Houlihan indicated that she would have the three individuals come to a meeting and give a presentation. Preservation of the History of Encinitas This item was added to the agenda by Council Member Houlihan. Ms. Houlihan indicated that she has received a lot of interest in having a place where residents can have their historical items stored in one place. These items would be both written and oral types of historical documents. She discussed the possibility of creating a sub-committee to work on this. Peder Norby with DEMA noted that a lot of oral histories were obtained when the Historic Encinitas Sign was being designed. He agreed that this is an important process that needs to be done in order to preserve the City's history since there are generations from the 20's, 30's, and 40's that we are losing. Carol Jensen indicated that there are already two locations within the City Preservation of the History of Encinitas (cont'd) that keep historical documents. The Historical Society and the San Dieguito Heritage Museum collect and store artifacts, oral histories, and newspapers. Ms. Houlihan stated that she would like to see a common group working together in a central location, which would handle the collecting, maintenance, and archiving of these artifacts. By doing this, we wil-l also be able to determine where the gaps in our history record are. It was agreed that this item will be a new sub-committee chaired by Carol Jensen. Oral Communications Robert Mance indicated that Cardiff and the downtown Encinitas areas seem to be divided as it relates to "eco-tourism" and the city needs to find a way to be more unified. He also indicated that the local hostelries need to get organized. Adam Englund indicated that he is impressed with all the downtown activities. Mr. Englund noted that he has an issue with "formula" business restrictions in the downtown area and would like this item agendized for further discussion. Council Member Houlihan stated that she would place this item on the next agenda for Mr. Englund to give a presentation on the subject. Sherry Smoot announced that the Visitors' Center now has license plate frames for sale. Syd Shaw noted that the local merchants association took their own survey in the late 1960's or early 1970's. With the information he received from the survey, he changed many aspects of his advertising and his business grew as a result. Peder Norby/DEMA indicated that several merchants have asked about the plans for Hwy 101 from F Street to Swami's. City Manager Miller noted that that portion of Hwy 101 is on the City Council's goals list, which includes the triangular piece of land. Chuck Ades reported that his square dancing club will begin classes at the Community/Senior Center in September. He also spoke about the need for housing for foreign exchange students that will be apprenticing at some of the local nurseries. The students stay for 6-12 months and . they pay $200-300 for rent. The ages of the students range from 21 to 27 years old. Please contact him if there is any interest in hosting the students. Paul Davis indicated that the Senior Health Fair was outstanding this year. He also noted the passing away of Paul Ecke and he suggested that a statue in his honor be placed somewhere in the.City. Julian Duval noted that the Lux Art Institute is having their ground breaking this weekend. Also this weekend, the San Dieguito Heritage Museum is having their annual barbecue. Lastly, Mr. Duval reported that the Quail Botanical Gardens will have a"sample" children's garden, which will give people an idea of the children's garden they hope to develop in a few years.
