2002-05-16 CITY OF ENCINITAS ACTION MINUTES OF THE REGULAR MEETING OF THE CULTURAL TOURISM COMIVIITTEE May 16, 2002 Present: Mayor Christy Guerin, City Manager Kerry Miller, Peder Norby, Paul Davis, Christina Chacon, Cris Hicks, Sherry Hamilton, Jim Clark, John Mclssaic, Joe Koch, Chuck Ades, Lorna Martin, Karen Gutierrez, Carolyn Cope, Marietta Rogers, Kirsten Richter, Dennis Cook. DIRECTION/ACTION Call to Order Mayor Christy Guerin called the meeting to order at 8:10 a.m. and self-introductions were made. Oral Communications This item was taken first out of order. Dennis Cook announced that the Encinitas Rotary Cup Soccer Tournament is seeking sponsors for this year's tournament that takes place on August 10, 11, and 12. He indicated that last year they had 252 teams participating from all over the western states and they estimated 15;000 people in attendance. He believes the City is missing out on a terrific opportunity, as many of the participants tend to stay an average of eight days and visit the local attractions. He noted that hotels from all over San Diego are used to house the teams since each team can represent about 50 people. This year they have not received a lot of cooperation from the local hostelries and they need assistance finding sponsors. They need to find a way to get more information to the participants that should include hotel locations, restaurants with coupons. Sherry Hamilton indicated that she will speak with Cami Mattson about this event and they can try to come up with ideas to help out with this yeax's event but even more so with next year's event since this year most local hotels are already booked for that time. Joe Koch noted that he is working with an artist, David Campbell, on plans to have a statue created which would serve as a monument to the City of Encinitas. Challenge America Fast Track Grant FY 2002 Christina Chacon, Community Services/Arts Commission, gave a brief update on the "Challenge American Fast Track Grant 'FY2002." She indicated that due to the grant application process being fast-tracked with May l, 2002 as the application deadline, the City would not have enough time to fully prepare for it this year. She would prefer to look at this after Streetscape and the Arts Master Plan are completed for next year. Ms. Chacon indicated that the goal of the Challenge Grant Goal is to engage artists, artist organizations and communities in partnerships to make the art central to community life. She described the grant as having two parts. One part deals with art in the community and the second part deals with community development. The project can be a marketing project, or a civic project. A key element to the grant is to demonstrate that the project is a partnership working together for a common goal. Partnerships can include art organizations, schools and educational organizations, businesses, government agencies, faith-based organizations, and civic and community groups. The grant amount is $5,000 or $10,000 with a 1:1 match requirement. Next spring is the deadline for filing the grant application for FY 2003. By that time we will need to have selected a project, completed the plans and worked out a budget. Ms. Chacon suggested that, out of this sub-committee, a ta.sk force be formed to work on this. However, the first step is to find a partner. Creation of America in Bloom Committee Chuck Ades reported that this is being worked on. They have plenty of volunteers and they are working on choosing a chairperson. Dia de Los Muertos Celebration Mayor Guerin indicated that this item was placed on the Agenda at the request of Council Member Houlihan; however, she is not present at today's meeting. Ms. Chacon reported that this celebration is a religious holiday wherein the dead are honored and it is usually tied in with All Saints Day. Ms. Guerin reported that the City would have a difficult time getting involved in this since it is really a religious holiday. Update on TOT Funds This item was continued to a future meeting. _ Reports from Sub-committee Chairpersons The following sub-committees gave reports as follows: • Chuck Ades reported on the progress being made on the Flower Tour. The tour will take place before our next meeting, on June 1" and 2nd, so he will be able to give a full report on the outcome of the celebration at the next meeting. He indicated that they have corifirmed six nurseries for the tour. They will have improved bus routes with parking at City Hall and Quail Gardens. There will be speakers giving flower arrangement demonstrations and there are about 15 open market booths. Next year they hope to have a farmers market. Reports from Sub-committee Chairperson . Sherry Hamilton with the Encinitas Chamber reported on the outcome of the FAM Trip (continued) that took place on April 17, 2002. They had a great response from those in attendance. Many indicated that they would be coming back to Encinitas on their own to visit. They estimated about 150 people in attendance. • There was no report on the El Camino Real Banner Program. • There was no report on the Visitor/Economic Impact and Demand Stuvey/Study. The survey is planned for the summer. • There was no report on the Visitors Center Referral Service and Enhancement of the Visitors Center. Announcements Sherry Hamilton reminded the committee members about "Encinitas Day" at the San Diego County Fair. Our day is June 19. She noted that all of the spaces at our dedicated booth are sold out. They are hoping the Mayor will have lunch at the fair that day. Ms. Hamilton also noted that Supervisor Slater is speaking at a networking luncheon this afternoon. Peder Norby announced that the street fair was a success. They estimated about 60,000 to 70,000 in attendance on each day. Also, the Art of Dessert was a huge success. Lastiy, Mr. Norby announced that May 31St will be the Streetscape Ribbon Cutting. Cris Hicks announced that Cardiff is still working on the Rob Machado Surf Classic. They are waiting to get the final word from the State about the permit fees. They are hopeful that all will work out okay. Discussion of Future Agenda Itexris 1) Update on TOT funds.
