2002-03-21 CITY OF ENCINITAS ACTION MINUTES OF THE REGULAR MEETING OF THE CULTURAL TOURISM COMNIITTEE March 21, 2002 Present: Mayor Christy Guerin, Council Member Maggie Houlihan, City Manager Kerry Miller, Peder Norby, Paul Davis, Christina Chacon, Cris Hicks, Sherry Hamilton, )im Clark, Paula Kirpalani, John Mclssaic, Joe Koch, Chuck Ades, Lorna Martin, Karen Gutierrez, Sherry Smoot, Bob Bonde, Sid Shaw, James Statser. DIRECTION/ACTION Call to Order Council Member Houlihan called the meeting to order at 8:08 a.m. Announcements Self-introductions and following announcements were made: Paula Kirpalani/Quail Botanical Gardens announced that they are holding the Spring Sale on April 13 and 14. Jim Clark announced that the Cardiff Chamber of Commerce is holding their next Sundowner at Carpenteria. Paul Davis announced that the Encinitas La Costa Rotary is holding a golf outing on May 10 and they are looking for sponsors, donations, and participants. Council Member Houlihan announced that the City is having a meet the library architect session with Manuel Oncina tonight at City Hall. Challenge America Fast Track Grant FY 2002 Various ideas for the grant were discussed. Christina Chacon, Parks and Recreation, would like to consider a festival or celebration for the grant. Karen Gutierrez, DEMA, indicated that they are hoping to get the City of Encinitas designated as the Arts District and DEMA would like this idea considered for the grant. Reports from Sub-committee Chairpersons City Manager Kerry Miller briefly reviewed the sub-committees and the chairpersons of each sub-committee then gave a brief status report. • Chuck Ades reported on the progress being made on the Flower Tour. He indicated that they have confirmed five nurseries with another five potential nurseries. Vendor spots are already being filled. Also, an artist has been commissioned to do an art piece for the tour. The dates for the Flower Tour are June 1-2. • Sherry Smoot with the Encinitas Chamber reported on the progress being made on the FAM Trip. She noted that the trip is scheduled for April 17th. They anticipate around 200 visitors and volunteers are still needed. The are planning many activities for the visitors such as Kahoona Bob surfing demonstrations and a barbecue at Moonlight Beach. • There was no update on the El Camino Real Banner Program. • There was no update on the Visitor/Economic Impact and Demand Survey/Study. Sherry Hamilton with the Encinitas Chamber reported on the Visitors Center Referral Service and Enhancement. She indicated that they are sending out RFP's for the Community brochure. They are looking for a brochure approximately 70-75 pages, which will be available to the hotels, restaurants, the City, etc. Councilmember Houlihan indicated that it might be a good idea for the Chamber to give a presentation at a Council Meeting on what is happening at the Visitors Center/Chamber. America in Bloom Chuck Ades gave a brief report on "America in Bloom." The San Diego County Plant & Flower Association decided at their last meeting that they would like to pursue this. It is a national competition with judging and awards. The cost to enter is $800 and there will be national recognition for participating. Four communities in the area have been selected by the association to participate. This is a community program so community projects are encouraged. Many aspects of the judging are based on community involvement. The deadline to submit an application is March 31 It appears that it is too late for entry into this year's competition; however, it would be a good idea to start making plans for next yeax. Mr. Ades indicated that we need to form a committee so that a project can be decided on. Chris Hicks noted that the Cardiff Botanical Society has all the appropriate people available for the project, except for City staff. Mayor Guerin noted that she would prefer that this not be a city driven project. Rather, she would like it to be a community project, and then you can come to council for support once a project is selected. There was discussion on the upcoming work to be done at the Cottonwood Creek/Moonlight Oral Communications Beach outlet and the park itself. Concern was noted that the local residents want to keep development as natural as possible. Mayar Guerin indicated that the Council would like the same. Discussion of Future Agenda Items 1) Creation of the "America in Bloom" Committee 2) Update on the Sub-Committees 3) Update on the "Challenge American Fast Track Grant FY2002" 4) Dia de Los Muertos Celebration. 5) Update on TOT funds. Next Regular Meeting May 2, 2002 (April 18 meeting is canceled and future meetings will take place on the first Thursday of each month.
