ACTION NUNUTES OF THE REGULAR MEETING OF
THE CULTURAL TOURISM COMIVIITTEE
February 21, 2002

Call to Order Council Member Houlihan called the meeting to order at 8:14 a.m.
Announcements Self-introductions and following announcements were made:
Jim Clark announced that the Cardiff Chamber of Commerce is holding their annual
pancake breakfast this weekend to benefit the library.
Reports from Sub-committee Chairpersons City Manager Kerry Miller briefly reviewed the sub-committees and the chairpersons of each
sub-committee then gave a brief status report.
• Bob Echter reported on the Flower Tour on behalf of Chuck Ades. He indicated that a
press release has already gone out through Quail Botanical Gardens. The Encinitas
Chamber of Commerce is working on the permits. Chuck Ades is working on the final
list of greenhouses that will participate in the tour. Karen Gutierrez is pursuing
commissioning a painting for the event. Arlene Betti is working on obtaining participants
for the open-air market and she is hoping to get 125 spots. Mr. Echter indicated that he is
looking into the possibility of obtaining sponsorships.
• Sherry Hamilton reported on the progress being made on the scheduling of a FAM Trip.
She noted that the trip is tentatively scheduled for April 10th. She indicated that the
Annual Tourism Conference takes place at that time so she checking to see if this will be a
conflict. The Coaster would arrive about 10:20 a.m. and the guests would then go to La
Paloma to receive information packets, coupons, booklets, enter drawings, and then see
exhibits of the City's plans for downtown. They would see a movie and presentation from
11:00 to 12:00. The Mayor would give a welcome speech followed by a presentation by
the Encinitas Visitor's Center. Afterwards, the guests would take a walking tour with
possibly a barbecue bash at the beach. They would look into the Fire Department
assisting with the barbecue and would try to get additional volunteers to help out. There
will also be a reception at the Artist Colony. The Coaster would depart at 3:40 p.m.;
however, the guests would have the option of staying longer if they wanted to. Ms.
Hamilton noted that Oceanside is having their tour in March. She is sending volunteers to
it so they can see how it goes and to get tips and ideas.
• There was no update on the El Camino Real Banner Program.
• Sherry Hamilton reported that the Encinitas Chamber and Visitors Center has completed
the Inventory of all the Community Conference Rooms. A copy of the list was provided.
• Peder Norby indicated that plans are under way to develop the Visitor/Economic Impact
and Demand Survey/Study. The timeframe for the study/survey will likely be
summertime.
Challenge America Fast Track Grant F'Y 2002 Christina Chacon, Arts Commission and Arts Master Plan Coordinator, gave a brief
presentation on the Challenge America Fast Track Grant FY 2002. She reported that the
proposal would address local community arts development activities using arts as a focus for
cultural tourism or the development of a cultural district. She would like to get suggestions on
how we can integrate arts with tourism. The application deadline is May 1, 2002 so there is
not much time. Karen Gutierrez, Carolyn Cope, David CampbelUEncinitas Chamber of
Commerce, and Jim Clark/Cardiff Chamber of Commerce volunteered to assist with this. Ms.
Chacon will schedule a meeting.
Bob Echter read a letter from Chuck Ades requesting the support of the City Council to take
Oral Communications advantage of the City in Bloom event.
Sherry Smoot, Encinitas Chamber and Visitor's Center, reported that June 19, 2002 from
11:00 a.m. to 7:00 p.m. is Celebrate Encinitas Day at the San Diego County Fair. This is an
opportunity for businesses and service groups to promote themselves.
Karen'Gutierrez reported tiiat the Arts Alive Banner event is underway. This year there is a
great partnership between the local cities. This year they are doing postcards and they will be
available next week. The postcard is a picture of each banner and it provides the banner
details. Jim Clark did all the photography and layout of the postcards. Ms. Gutierrez noted
that May 10, 2002 is the banner auction day and it will take place at the new
SeniorlCommunity Center
