ACTION MINUTES OF THE REGULAR MEETING OF
THE ENCINITAS CULTURAL TOURISM AND FLORAL HERITAGE COMIVIITTEE
October 18, 2001
Present: Mayor Dennis Holz, City Manager Kerry Miller, Peder Norby, Chuck Ades, Julian Duval, Marietta Rogers, Paul Davis, )ohn Mclsaaic, Sherry Smoot, Christina Chacon,
Karen Gutierrez, Ann Dunham, Lynn Love, Kirsten Richter, and Larna Martin.
DIRECTION/ACTION
Call to Order Mayor Dennis Holz called the meeting to order at 8:11 a.m.
Announcements Self-introductions and the following announcements were made:
Chuck Ades, with Ades and Gish, announced that their Sth Annual Poinsettia Open House
at Ades & Gish Nurseries will take place on November 17th from 10:00 a.m. to 4:00 p.m.
The event is open to the public for tours and purchases.
Julian Duva1, with Quail Botanical Gardens, announced that the gardens is having their
Annual Fall Sale this weekend. Various plants from local growers will be available for
purchase.
Marietta Rogers announced that the Children's Discovery Museum is holding a haunted
children's museum from Saturday, October 27 through Wednesday, October 31St. They will
also have storytelling and a costume party.
Karen Gutierrez, with DEMA, indicated that plans for the Haunted Holiday Safe Trick or
Treat event axe in the works. The event will take place along Highway 101. Also, the Artist's
Colony is having a pumpkin design and carving event.
Development of Next's Goals City Manager Kerry Miller reviewed last year's goals. The group was able to identify a
number of projects that they were successful in completing. The Flower Tour was a major
event that the committee helped sponsor. The group was also instrumental in moving forward
the Downtown Streetscape project and the sand replenishment project.
Mr. Miller asked the group to share their ideas of some goals that they feel can be
accomplished within the next 12 months. The following projects were noted:
• FAM Trip with NCTD: NCTD is offering a Familiarization Trip to local cities. They
offer Coaster rides to the City. The city then provides tours, informational talks, etc. to the
tourists. Sherry Hamilton with the Encinitas Chamber of Commerce indicated that the
Development of Next's Goals (continued) Chamber is interested is participating with NCTD on this; however, the Chamber would
prefer the event to by sponsored jointly by the City. Everyone in attendance agreed that
this would be a great opportunity to turn this into a community event. The idea is to
organize the event with the local hostelries, flower growers, merchants and possibly turn it
into an event oriented day. Depending on the date for the tour, it could be' an opportunity
to showcase Streetscape.
• Community Center for Dancinll and Similar Activities: Chuck Ades noted that the
city needs a location for seniors, teens, and children to pursue dancing and other similar
type activities. The new Community Center would be the perfect opporiunity for this.
• El Camino Real Banner Program: The group agreed that they would like to pursue
working on a banner program for the El Camino Real corridor. There was discussion on
the theme - perhaps a Mission Be1L
• Quality of Life Book: The Encinitas Chamber of Commerce is working on an
informational book that could be sent to individuals who call the chamber requesting
information on the city. Currently flyers are sent. This is a project that could be done in
conjunction with the project being worked on by Cami Mattson with the San Diego North
Convention and Visitors Bureau. It was suggested that examples from other cities be
brought in for ideas.
• Enhance the Visitor Center: The group discussed some of the concerns that the
Chamber and the Visitors Center are experiencing with their current location. The main
issues involve looking at their current location, their programming, and their effectiveness.
• Inventory all the Community Conference Rooms: The group discussed the need to
take inventory of all the available conference rooms. This would be especially helpful
with the additional rooms that will become available as a result of the opening of the new
Community and Senior Center. The inventory of each room/meeting space should include
location, size, available amenities; booking availability, and contact person.
• Revive the Encinitas Hotel/Motel Association: The committee noted that it would be \
beneficial to the community if they could revive the Hotel/Motel Association.
• Visitors Center Referral Service: The committee thought it would be a good idea to
coordinate a referral service through the Visitors Center which would serve as a link
between the tourist and the various hostelries, community event coordinator, merchants,
etc.
• VisitorlEconomic Impact and Demand Survey/Study: The committee discussed the
Development of Next's Goals (continued) need to look at the City's growing needs and demands as a result of tourism. The City
needs to continue to work on its infrastructure in order to ensure its ability to meet and
serve the growing tourism needs and demands. Peder Norby indicated that DEMA and
the Encinitas Chamber of Commerce might be able to do the survey. The goal is to ensure
that the City keeps a good balance between the residents' quality of life and tourism
needs.
• Flower Tour: Chuck Ades noted that the sub-committee is already working on next
year's tour. It appears the dates for next year's tour will be May 18t' and 19t', 2001. They
would like to coordinate next year's tour with other events taking place in the City (i.e.
Lagoon tour, golf deals for spouses). One idea they are considering is trying to package
the event as a"weekend getaway." They hope to encourage DEMA and the Chamber of
Commerce to participate and help coordinate the event.
• TEA 21: The committee would like to create a team that would help develop a possible
TEA 21 Grant project for mass transit. The team could consist of inembers of DEMA, the
Chamber, and City staff. One idea for the grant project would be the use of an alternate
energy vehicle to transport people to the golf ranch, restaurants, and merchants.
• Coordinate the Downtown Streetscape Ribbon Cutting and Grand Opening
Celebration: The committee would like to assist with the coordination of a grand
opening celebration.
Mr. Miller concluded the discussion. It was decided that the committee needs to prioritize the
goals and organize sub-committees to work on the goals.
Oral Communications Mr. Miller reported that Fire Station #5 is opening December 20, 2001. He also reported that
the City is still fighting double-tracking. No new developments.
Discussion of Future Agenda Items 1) Prioritize goals and organize sub-committees.
Next Regular Meeting November 15, 2001 (The meeting is moved up one week to accommodate the
Thanksgiving Holiday.)

im Clark, with the Cardiff Chamber of Commerce, announced that they are having a Chili
Cook-off on October 27th from Noon to 3:00 p.m.
Marietta Rogers announced that the Children's Discovery Museum is holding a gala on
- October 19th at 6:30 p.m. at the Four Seasons.
Presentation by Cami Mattson, San Diego North Mayor Holz introduced Cami Mattson. Ms. Mattson gave a presentation about opportunities
Convention Visitors Bureau the committee can become involved in regarding visitor/tourism promotion. She indicated that
the tragedy of September 11`l' impacted all aspects of commerce. Tourism is down and this
will not likely be a short- term situation.
Some of the ideas to promote tourism that Ms. Mattson suggested include: creating a visitor's
map, which is cross-referenced with all the local businesses. The maps could be placed at the
hotels, chambers, and City Hall. Another idea suggested to promote tourism was to use
"Visiting Friends and Relatives" postcards. The postcards would indicate various discounts
and special deals available at various locations and businesses. The use of postcards could
encourage family and friends to visit residents of the City.
Community Banner Program City Manager gave a presentation on Community Banner Programs. He indicated that a
company that does community banners approached him. Mr. Miller thought that this might be
a good opportunity to initiate a banner program along El Camino Real. The company
operates and handles all the details. The banners have business paid advertising on them so
there would be no expense to the City. All the banners would have a similar theme and they
could be designed to promote El Camino Real as an historic road.
The issue will be placed under next year's goals for further discussion.
Development of Next Year's Goa1s" This item was not discussed. Mr. Miller handed out the list of goals, which was developed
over the last yeax, for the committee members to review. He indicated that the objective of
next month's meeting will be to develop a work plan by using the goals handout.
Oral Communications Peder Norby; Executive Director of DEMA, reported that the truss for the historic "Encinitas
Sign" is done and the sign may be back up by the end of next week.
