ACTION NIINUTES OF THE REGULAR MEETING OF
THE ENCINITAS CULTURAL TOURISM AND FLORAL HERITAGE COMIVIITTEE
July 19, 2001

DIRECTION/ACTION
Call to Order Council Member Maggie Houlihan called the meeting to order at 8:10 a.m.
Announcements Self-introductions and the following announcements were made:
Peder Norby, Executive Director of DEMA, announced that their Installation Dinner will
take place on July 27, 2001; a Poetry Slam will take place on August 4, 2001; last
Thursday's Classic Summer Nights was very successful; DEMA will be providing Pacific
View Elementary School with some laptop computers. '
_ Marietta Rogers, with The Children's Discovery Museum, announced that they are having
the following special exhibits: July 28-Neighborhood Rescue Program, August 4-Friends
for Life, August 25-Exotic birds by Petsmart.
Chuck Ades, with Ades and Gish Nursery, announced that in October there will be a
Community Awareness Tour with the cities of Oceanside, Vista, San Marcos, and
Encinitas. This will be a private tour for the Mayors, Council Members, and
representatives of the cities.
Evelyn Weidner, Weidners Nursery, announced that they will hold "Learning Weekends"
on the last weekend in July and the first weekend of August. One can learn how to
properly proprogate, make moss baskets, etc. The class schedule is on their website.
Julian Duval announced that Quail Botanical Gardens' Summer Concert Series is taking
place. This Sunday is Keltic Sunday and it starts at 5:30 p.m. August Sth will be Jazz, and
the last concert will be Bluegrass with the Valley Bluegrass Boys.
Jim Clark, with the Cardiff Ghamber of Commerce, announced that the Rob Machado Festival
is on September 8 and 9th. Surf applications are currently available. The VII' Dinner will be
on September 6`h at the Quail Botanical Gardens.
Call to Order Paula Kirpalani, with Quail Botanical Gardens, announced that, the "Enchanted Garden
Evening" will be on September 8~'. This is typically their most successful fundraiser. Pat
Announcements (cont'd) Welsh is their honorary guest.
City Manager Kerry Miller announced that the City is holding two public workshops. The
first one is for the Civic Center Master Plan on August 8th. The second on is on August 15th
and it is for discussion on the design of the permanent library. This is in preparation for the
selection of the architect and design committee, which will be chosen in September. Mr.
Miller also announced the retirement of Engineering Services Director Alan Archibald,
effective August 30`~. Lastly, Mr. Miller gave a brief update on the rail, sand replenishment
projects, and the Hall property.
Robert Mance, with the Guild Building in Cardiff, indicated that a restaurant has been
approved for the building. Its menu will be coastal cuisine with a Latin flavor.
Oral Communications This item was taken next out of order.
There was general group discussion on various issues involving the promotion of tourism,
including transportation, balancing tourism and the quality of life, utilizing and preserving our
natural resources.
Discussion on the Date for Nex# Year's "Encinitas Mr. Ades stated that the Flower Celebration Committee is considering the first weekend in
Flower Celebration" June, right after Memorial Day, for next year's celebration. Ms. Weidner indicated that late
spring is the best time for the celebration and agrees with the first weekend in June. Mr.
Norby noted that the committee needs to get the date on the CA Mainstreet calendar. It may
be too late for this year; however, it can be added to next year's calendar.
The group discussed further ideas on how to improve the celebration for next year. Some of
those ideas included: including a lagoon tour, involving the hostelries and restaurants, having
a two day pass available, ensuring that there are volunteers on the bus that can keep the driver
on track and assist with any emergencies that might occur.
Discussion on the Work Program for Next Year Mr. Miller indicated that he believed the committee's emphasis should focus on the flower
tour and how the committee can use this as a tool for enhancing and promoting local tourism.
He will invite Cami Mattson, with the San Diego North Convention Visitors Bureau, to the
next meeting to speak about her ideas on this issue.
Mayor Holz added that we should invite the restaurants and hostelries to the next meeting
advising them that the committee is establishing a work plan with respect to tourism and how
their involvement would benefit them.
Mr. Miller noted that, in tertns of last year's goals, the committee has succeeded in
accomplishing many of its goals. Some of which include: the sidewalk and streetscape
projects axe underway, Safe Routes to School is being worked on, a successful flower tour,
and the Arts Master Plan is being developed. He indicated that we should focus on
organizing and maximizing our tourism infrastructure which would include bringing in the
restaurants and hostelries.
Discussion of Future Agenda Items 1) Review last year's goals and accomplishments and deternline next year's goals.
2) Presentation by Cami Mattson with the San Diego North Convention Visitors Bureau.
