2001-04-20 CITY OF ENCINITAS ACTION MINUTES OF THE REGULAR MEETING OF THE ENCINITAS CULTURAL TOURISM AND FLORAL HERITAGE COMMITTEE , April 20, 2001 Present: Mayor Dennis Holz, Council Member Maggie Houlihan, City Manager Kerry Miller, Peder Norby, Carolyn Cope, Chuck Ades, Paula Kirpalani, Evelyn Weidner; Julian Duval, John Mclsaaic, Jonathon Gordon, Marietta Rogers, Debra Fountain. DIRECTION/ACTION Meeting called to order at 8:05 A.M. by Mayor Dennis Holz. Call to Order The following announcements were made: Announcements Paula Kirpalani announced the Spring Sale at the Quail Botanical Gardens on April 28~' and 291n Also, May 12`" is the Mother's Day Tea Party. Peder Norby announced that the new 101 Artist Colony is having their Grand Opening on April 20"'. Marietta Rogers indicated that the Children's Discovery Museum will have their birthday celebration on Apri1215t and 22na ITEM # 1 Debbie Fountain, Director of Housing and Redevelopment, City of Carlsbad, gave a presentation of Special Presentafion: "Tourism Impact Study" the "Tourism Impact Study" performed by their city. The idea to do the study came about as the City Council tried to deternune if tourism was a benefit for the City and what impact it had on the City. Some of the key points the study provided include: Tourism is a definite benefit to the City; An historical summary of the policies established by the City; An inventory of tourism attractions; Findings on the adequacy of their facilities; Their seasonal peaks are in March/April and July/August; Estimates on fiscal costs and revenues generated. The City's next step is to survey the tourists and residents to assess their views and desires of "shared facilities" such as the beaches, shops, restaurants, etc. They hope the survey will provide an assessment on the needs and desires of both tourists and residents. This information should eventually help the City Council deternune if they need to become more proactive with tourism and develop a Tourism Master Plan. I ITEM #2 City Manager Miller presented the outcome/vision of the City ~ICouncil's goals. The Council's goals reflect where they want to be in two yeaxs or more in terms of Quality of Life, Governance, Service City Council Goals Delivery, Growth Management, and Reputation. Mr. Miller noted that in response to Quality of Life, the Counc 1 included their desire to develop and support strategies and programs that will recognize the flowe industry as an essential piece of our heritage. Some of the key ideas indicated by the Council include: environmental quality, historical preservation, maintaining and embracing what we consider val II able and meaningful in terms of each of the five communities. Mayor Holz added that the overall consensus of the Council's desires focused on a vision that the City will be a quality city environmentally and aesthetically; that the City will be a leader; that the City will preserve our history and roots. ITEM #3 Chuck Ades gave a brief update on the Flower Tour. He noted II hat when the Flower Tour Committee meets tomorrow, they will be discussing, among other things, how they will deal with a much larger Update on the Flower Tour crowd than they originally anticipated. II Evelyn Weidner reported that they are working on creating a ki Ids corner which will have activities for children. She also noted that she continues to work on voluntee~x efforts. Peder Norby indicated that the committee should contact Rayr lond Guarnes, Engineering Technician with the City, about the route before they finalize their plans. II Mr. Guarnes will help deternune the route plans through the pernutting process. ~ Oral Communications Carolyn Cope with the Commission far the Arts reported on some of their subcominittee's activities. She noted that Solana Beach is interested in becoming involvedli in the Art Banner event. Discussion of Future Agenda Items None noted.
