2001-03-20 CITY OF ENCINITAS ACTION MINUTES OF THE REGULAR MEETING OF THE ENCINITAS CULTURAL TOURISM AND FLORAL HERITAGE COMMITTEE March 20, 2001 Present: Mayor Dennis Holz, City Manager Kerry Miller, Paul Davis, Peder Norby, Carolyn Cope, Chuck Ades, Sid Shaw, Kirsten Richter, Paula Kirpalani, David Oakley, Robert Nanninga, AI Tscha, Joanne Barnard, Kristina Kuest, Evelyn Weidner. DIRECTION/ACTION Meeting called to order at 8:04 A.M. by City Manager Miller. Call to Order The following announcements were made: Announcements City Manager Miller reported that the City Council recently approved "seed" money for the Flower Tour in an amount not to exceed $15,000. Robert Nanninga announced that Parks and Recreation Commissioners were holding a meeting tonight to name two new parks. Carolyn Cope announced that the Sister Cities Committee is going to Hondo, Japan on April 3, 2001. Paula Kirpalani announced the Spring Sale at the Quail Botanical Gardens on Apri128th and 29`i'. Peder Norby announced that the new Artist Colony now located in the 25E Street property has been leased out completely. All spaces are full. The Crrand Opening is Apri120`h. Mr. Norby also reported that the new parking lot project just east of this location is getting started. ITEM # 1 Chuck Ades led the discussion on the Flower Tour. He started by thanking the City for funding the Special Planning DiscussiQn on the Flower Tour "seed" money for the tour. He reported that the tentative date is June 9~' and 10`i'. The Flower Tour Coxnmittee has named the tour the "Encinitas Flower Celebration (behind the scenes greenhouse tours)" The Flower Tour Committee is made up of six different nurseries, Arlene Betti/Encinitas Visitor's Center, Cami Mattson/San Diego North County Visitor's Convention Bureau, Peder Narby/DEMA, Paula Kirpalani/Quai1 Botanical Gardens. Mr. Ades continued with his report by noting that the committee would like to plan a booth and paxking area on the property owned by Paul Ecke on Quail Garden Drive. The Ecke's are agreeable to the land usage; however, the City will need to issue a pernut. ITEM # 1 (continued) There are many issues that need to be resolved, including: the ability to handle five to ten thousand Special Planning Discussion on the Flower Tour people in attendance, parking, traffic control and flow, turn-around points, access to the locations, insurance needs, volunteer recruitment, food concessions, a City permit to use the Ecke property far this type of use, and a trolley/shuttle service. Peder Norby indicated that the City requires a Special Event Pernut whenever 300 or more people are anticipated. With the permit application process, the City will review the plans and assist in deterniining traffic control needs and routes. It was noted that the Chamber of Commerce, a service club, ar the Flower Growers Association can add a rider under their existing policy for a minimal amount to cover this event. Mayor Holz indicated that the committee should create a volunteer coordination subcommittee to organize the volunteers. It was reported that the Flower Tour Committee has already asked the San Diego Horticulture Society for volunteers and the Quail Botanical Gardens will ask their docents to volunteer. The committee can seek further volunteer assistance from the local Boys and Girls Scouts troops, the local rotary clubs, and school student clubs. The volunteers can help direct and welcome people. They can provide information on the trolleys about the nurseries participating in the tour . The volunteers can also provide tours at the nurseries. Carolyn Cope indicated that she could help with the volunteer coordination subcommittee as long as she had assistance. Regaxding food concessions, the comxnittee anticipates only needing a few vendors since we want the visitors to eat at our downtown restaurants. Carolyn Cope noted that the Flower Tour Committee should also invite the Cardiff Chamber of Commerce to participate. The contact person would be Jim Clark. ITEM #2 The Sheriff's Crime Prevention Unit reported that there has been no increase in crimes within the City of Encinitas. The Crime Prevention Unit also reminded the group that they continue to offer Oral Communications security checks for the local businesses. ITEM #3 None discussed.
